The City Council met in the budget hearing sessions in the Council Chamber, City
Hall on the date and time written above.

BUDGET HEARINGS

ID19-1722 Mayor’s Fiscal Year 2019-2020 Budget Presentation
Mayor Brand introduced the Mayor's Fiscal Year 2019-2020 budget.
City Manager Quan thanked the budget team for all their hard work on the
proposed budget.
ID19-1723 General Fund Overview by Budget and Management Studies Division
Budget Manager Fierro discussed the budget hearing procedures and
presented an overview of the General Fund Overview for the Council.
Upon call, there was no public comment.
Councilmember Chavez directed staff to provide a copy of the presentation
to Council. He asked for the amount of funded expenditures that were not
spent in the previous budget year that was carried over. Budget Manager
Fierro responded approximately $10.9 million was carried over.

Councilmember Esparza asked staff if a recession occurred, will there be
adjustment made to the budget. Budget Manager Fierro responded that the
proposed budget does not include adjustments in the event there is a
recession.
Council Vice President Arias directed staff to provide a breakdown of Fiscal
Year 2019 carryover line by line. He asked what is the amount in Fiscal
Year 2019 funded expenditures that were not spent. He directed staff to
provide the information regarding the revenue received from Ulta and
Amazon and how much the City of Fresno is providing to Ulta and Amazon
in payments and/or subsidies. He asked staff why they did not apply a
budget to the employee service cost and salary increases for future growth
in the general fund and if the current proposed budget is setting aside
money for salary and health and welfare benefit increases. He directed staff
to provide a breakdown of how much the City owes in MOU agreements for
salary increases that still exist from prior years and requested information
on the RDA funding being directed to the general fund. He asked where the
funding is directed to. Budget Manager Fierro responded.
Council President Caprioglio asked staff to address Measure C and the
three main categories: public transit, local transportation and region
transportation. He expressed his concerns with the local transportation
program and the funding to improve the streets and asked the staff if the
amount can be increased. Council President Caprioglio requested a
meeting with Director Mozier to discuss the amount allocated to the local
transportation portion of the budget. Staff responded.
ID19-1724 Parks, After School, Recreation and Community Services (“PARCS”)
Budget Manager Fierro presented an overview of the Parks, After School,
Recreation and Community Services (PARCs) for the Council.
Upon call, the following members of the public addressed Council: Ashley
Kuhn, Gloria Heinrichs, Shirley Peters, Nancy McGee, Dr. Bill Daily,
Gabriel Lozano, Kimberly McCoy and Pedro Navarro.
Councilmember Soria motioned to set aside $1 million for a specific senior
center. Council Vice President Arias seconded the motion.

Councilmember Soria asked staff several questions regarding the staffing,
vacant and filled positions in the PARCs Department. She requested
information on the timeline for filling the vacant PARCs Director position
and expressed her concerns with the consistent turn over in that position.
She spoke regarding the summer programs and the youth leadership
program. She requested to meet with Interim Director Miller to discuss the
summer internship program. Councilmember Soria asked staff who
determines the salary of the temporary hired students. She also asked about
the Boys and Girls Club and if the services will continue to be provided.
Councilmember Soria spoke regarding the deferred maintenance and if
there was a plan for the next year. Staff responded.
Council Vice President Arias expressed his frustrations with the budget
process and asked what the needs and wants are for the department. He
asked why the funds are not being spent and continue to be carried over. He
spoke regarding the blue and green space and wanted to know how many
children are participating in the green space. He directed staff to provide
him with the data of the green space. He spoke regarding the lack of
maintenance of the parks restrooms and requested they be sanitized and
cleaned properly. Council Vice President Arias asked staff about the Senior
Center and asked why there has been a hold up on the project. He spoke
regarding Camp Fresno and asked if capital improvements needed to be
made for that facility. Council Vice President Arias discussed revenue
generating entities needing a strategy and stated he felt that the City does
not have a viable plan and would like to see a better management of the
revenue.
Councilmember Chavez motioned to reclassify $1 million from Affordable
Housing Fund (10502) to the PARCS' budget. Council President Caprioglio
seconded the motion.
Councilmember Esparza asked several questions regarding full time and
part time employees. He asked how many community centers are in the City
of Fresno and how many of those centers serve seniors. He discussed the
City owning the centers locations verses renting. He asked staff about the
senior hot meals program and what the inventory of the students and

community services were. He also suggested looking at the various
solutions and the amount of space per capita.
Councilmember Bredefeld asked about Prop 68 and how much money the
City of Fresno will get and he spoke regarding the security at Roeding Park.
Council President Caprioglio referred to page B96 regarding rate funding
increase. He asked if the funding included LED lights. He spoke regarding
the community center and Camp Fresno. He stated District 4 is the only
district in the City of Fresno that does not have a community center.
Council Vice President Arias motioned to allocate $250,000 for grant writing
consultant for the PARCS department. Councilmember Soria seconded the
motion.
Council recessed for lunch at 11:47 A.M. and returned from lunch at 1:32 P.M.
Council President Caprioglio was absent for the remainder of the meeting at
1:32 P.M.
ID19-1725 Police Department
Budget Manager Fierro and Chief Dyer presented an overview of the Police
Department for the Council.
Upon call, there was no public comment.
Councilmember Esparza asked staff about the decrease in the State and
Federal grants and what impacts the grants have. He asked about the
staffing and what the average vacancy rate was in the Police Department.
He asked staff about the 18 FAX officers and if they are home based or
community based. Staff responded.
Councilmember Bredefeld asked staff how many officers the Police
department needs to effectively run the City of Fresno. He asked if AB109
affected the Police department and if the homeless taskforce needed
additional resources to help the homeless. He spoke about public safety
and mentioned hiring more dispatchers and officers. Councilmember
Bredefeld asked staff how many gangs are reported in the City of Fresno.

Staff responded.
Councilmember Bredefeld motioned to fund the addition of fifteen (15)
Police Officers and ten (10) Emergency Service Dispatchers' positions. For
the funding for these new positions to come from: 1) $1Million reclassified
from the Affordable Housing fund; 2) $1.7Million from the 13th Sales Tax
Payment in Fiscal Year 2019; and 3) $1.7Million from defunding the Rental
Housing Services Program. Council Vice President Arias seconded the
motion.
Councilmember Chavez spoke regarding the 71 leased vehicles and asked
staff why the vehicles are leased and not purchased. He asked who the
leases are through and to double check patrol car requirement contracts. He
stated he prefers local business when leasing vehicles. Councilmember
Chavez also asked what an acceptable data point for crime reduction is.
Staff responded.
Councilmember Soria spoke regarding the staffing, dispatchers and she
directed staff to provide a status of a class and compensation study for
dispatchers. She asked about the bike units and stated she would like more
officers patrolling the Tower District after 11:00 P.M. She spoke regarding
parks and public saftey and stated she would like to see more female
officers in the future. She asked staff about overtime and if more officers
were needed to reduce the overtime pay. She also asked staff to provide an
off-line explanation on salary savings. Staff responded.
Council Vice President Arias asked staff to explain the $12 million increase
from Fiscal Year 2018 to 2020. He spoke regarding the agreement between
the Fresno Unified School District and the Police Department. He directed
staff to provide him the numbers regarding the interactions between the
students and police officers. Council Vice President Arias asked about the
MOUS' obligations and non-MOU obligations. He asked staff to explain the
differences in the three types of overtime and what they do with the vehicles
they impound. He asked staff about the body cameras and what the
replacement time was on the body camera equipment. He directed staff to
provide a monthly salary savings total for Fiscal Year 2019 and asked how
much has gone into the contingency account. He requested a class and

compensation study for police officers, how the City of Fresno compares to
other cities and requested information for contract negotiations. He asked
how the budget for the liability self-insurance account is determined. Staff
responded.
Councilmember Soria asked about the $2.8 million personnel contingency.
Staff responded.
Councilmember Esparza asked how many Community Service Officers
positions are in each district. Staff responded.
Council Vice President Arias asked staff what the top priority item was for
the Police department that was not proposed in this budget. Staff
responded.
Council recessed at 3:42 P.M. and returned from recess at 3:51 P.M.
ID19-1726 Fire Department
Budget Manager Fierro and Chief Donis presented an overview of the Fire
Department for the Council.
Upon call, there was no public comment.
Councilmember Esparza asked staff several questions regarding staffing,
space for staff and the previous allocated dollars in Fiscal Year 2018. Staff
responded.
Councilmember Esparza motioned to add six firefighters to the Fire
Department. Councilmember Soria seconded the motion.
Councilmember Soria spoke regarding the staffing, vacant positions and
overtime. She asked staff what their priority requests are for this proposed
budget and she questioned some of the categories and asked why there was
such a big shift in salaries. She discussed Station 18 and the current and
future impact fees for that station. She asked staff about the deferred
maintenance, the audits and their needs for remolding. Councilmember
Soria requested information on Station 9. Staff responded

Councilmember Soria motioned to add $85,000 for a fire inspector.
Councilmember Chavez seconded the motion.
Council Vice President Arias spoke regarding the staffing and the decrease
in fires. He asked if six additional inspectors would be helpful to the
department and if the department plans on buying smaller trucks. He asked
staff about the maintenance facility and requested more information on the
moratorium on occupancy permits for North West Fresno regarding the
builders who have completed their construction but have not been able to
obtain an occupancy permit until the fire stations are built. Staff responded.
Councilmember Bredefeld spoke regarding the Emergency Medical
Services (EMS) calls for service with American Ambulance and the
increased rates. He asked about the annual revenue that is generated and
asked what the current cost would be for one call.
Council Vice President Arias stated he would be open to having legal
counsel assist and asked why we can’t separate from the County and have
the City of Fresno do its own bid process. He stated he does not want staff
to give away the house on salary increases, that staff not put a big rainy
fund away that shows tax payers that we have more money than are
spending, before we ask for some resources, and lastly, revisit the
deployment strategy and be more cost effective.

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action. The
City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be present
throughout the meeting to ensure their presence when the item is called.
