Addressing the motions from June 20, 2019 that we not voted on. Motions 46-51 will be addressed. 46. Councilmember Esparza motioned to add $300,000 towards Capitol Project and move it from Fiscal Year 2023 to Fiscal Year 2021 and to amend Capitol Project to reflect only First Street between McKinley and Olive and the remainder to be separated out to its own project. Council Vice President Arias seconded the motion. Motion PASSED 6-0. Upon call, the following member of the public addressed Council: Andy Hansen-Smith. 47. Councilmember Esparza motioned to add five (5) Community Services Officers to the Police Department. Council Vice President Arias seconded the motion. Motion PASSED 6-0. 48. Council President Caprioglio amended his motion to appropriate $1.5 million to PARCs to purchase and bring up to code a building located at Bulldog Lane and Sixth for the El Dorado Neighborhood to use any funds available at the mid-year review. Councilmember Soria seconded the motion. Motion PASSED 6-0 as amended. This motion was consolidated with motion 52. 49. Council President Caprioglio motioned to appropriate $10 million for Section 108 loan to build a multigenerational center in District 4. The removal of the $2 million currently designated in the Fiscal Year 2020 budget for the multigenerational center is contingent on receiving the full amount of the Section 108 loan and to direct staff to pursue the loan. Councilmember Chavez seconded the motion. Motion PASSED 5-1, Councilmember Bredefeld voted no. Council President Caprioglio amended his motion to use any funds available at the mid-year review to fund and complete Fountain Way and Cedar neighborhood for paving with funding from Community Development Block Grant (CDBG), property taxes, and/or ending fund balance. Councilmember Chavez seconded the motion. Motion PASSED 6-0 as amended. This motion was consolidated with motion 52. 51. Council President Caprioglio amended his motion to use any funds available at the mid-year review to fund and pave alleys in the El Dorado neighborhood. The funding source is the Economic Contingency reserve in the amount of $672,000. Councilmember Soria seconded the motion. Motion PASSED 6-0 as amended. This motion was consolidated with motion 52. New Budget Motions made on June 27, 2019: 52. Council President Caprioglio motioned to keep motions 48, 50 and 51 in the queue and add to carryover priority list as part of the mid-year review. Councilmember Chavez seconded the motion. Motion PASSED 6-0. 53. Councilmember Soria motioned to allocate $250,000 for 2020 Census outreach and to be prioritize and funded by the carryover. Councilmember Chavez seconded the motion. Motion PASSED 5-1, Councilmember Bredefeld voted no. Upon call, there was no public comment. 54. Council Vice President Arias amended his motion #20 to add $250,000 to fully fund the Industrial Compatibility Study. The additional $250,000 would fund the analysis of potential strategies to reduce conflict between land uses (i.e. industrial and sensitive). The funding would not only support the analysis of future land use compatibility, but also evaluate current land uses and identify mitigation strategies including rezoning. It is anticipated City of Fresno ***Subject to Mayoral Veto Page 8 City Council Meeting Minutes - Final June 27, 2019 that this analysis and associated community engagement would initiate in February 2020. Council President Caprioglio seconded the motion. Motion PASSED 6-0 as amended. Upon call, the following members of the public addressed Council: Carmen Navarro, Cesar CasaMayor, Jennifer Rojas, Marisa Moraza, Jackie Holmes, Nicolas Loera, Gracie Anninis and Yonas Paulos. Councilmember Soria spoke regarding Mayor Brand's letter to Council addressing a balanced budget and a possibility of being over budget by approximately $1 million. Mayor Brand responded. Councilmember Soria requested an amendment to the motion to prioritize the one time opportunities through the carryover process and attach the Code Enforcement Exhibit to the Annual Appropriations Resolution (AAR) prepared by the City Attorney's office. Councilmember Chavez and Council Vice President Arias agreed to the amendment. City Attorney Sloan discussed the Code Enforcement Exhibit and asked Budget Analyst Andy Health if the City of Fresno is adopting a balanced budget. Budget Analyst Health responded. The Council thanked the Administration for all their hard work and for working with Council to create a balance budget for Fiscal Year 2020. Councilmember Bredefeld addressed his concerns with the approval of the budget and the lack of approved sworn officers to the Police Department and stated he does not support the Fiscal Year 2020 budget as adopted. On motion of Councilmember Chavez, seconded by Vice President Arias, the 2020 budget was adoopted as amended. Councilmember Bredefeld asked staff several questions about the youth services, the bed utilization and how long they can be housed. He asked if they meet with a case manager monthly and what was the success of the program. Councilmember Bredefeld asked Misty Gattie-Blanco with Fresno County Economic Opportunities Commission if the individuals can use drugs and alcohol on site or be under the influence when arriving. He asked what was the primary goal of the program. Ms. Gattie-Blanco responded. Upon call, there was no public comment. Councilmember Bredefeld asked about the the 37 beds being utilized for the no camping ordinance and expressed his concerns with the no rules regarding sobriety and other's safety. Ms. Ketcheside responded. Council Vice President Arias asked how many housing units/rooms will be open and asked staff to reach out to the industrial neighbors and inform them of the upcoming Triage Center Services. RESOLUTION - Initiating the Specific Plan of the West Area Draft Land Use Map and Guiding Principles and the corresponding amendment of the General Plan, and repeal or amendment of the West Area Community Plan and Highway City Neighborhood Specific Plan pertaining to approximately 7,077 acres located in the West Development Area to allow for future adoption of the Specific Plan of the West Area pursuant to Fresno Municipal Code Sections 15-5803-C and 15-4902-B. The above item was introduced to Council by Planner III Horton, DARM Department. Upon call, the following members of the public addressed Council: Jeff Roberts, Lee Ayres, Tom Thomas, Daniel Brannick, Gurdeep Shergill, Ginger Rainey, John Edara, Gonzalo Arias, Susan Morrison, Renee Ramierez, Elisa Bilios and Tina McCalister-Boothe. Councilmember Soria thanked the community for their input and responded to some of the comments made during public comment. Council President Caprioglio left the meeting at 5:38 P.M. Councilmember Soria motion to approve as presented with the deletion of the proposed zoning changes to parcel 51207050 and retain its current zoning. Council Vice President Arias seconded the motion. Councilmember Soria stated she will continue to work with the Administration to ensure there are safe routes to schools in the West area. Council Vice President Arias asked staff several questions regarding the cost of developing the draft for the project and the cost of the Environmental Impact Review (EIR) and consultants. He asked staff how long they have been working on the project and to address the recommended area, Shields and Grantland and Clinton and Grantland by the steering committee. He directed staff to study the area for annexation to the City as part of the Master Plan. RESOLUTION 2019-140 ADOPTED AS AMENDED On motion of Councilmember Soria, seconded by Vice President Arias, that the above Action Item be adopted as amended.
