TIME: 11:00 A.M. Council President Caprioglio called the special meeting to order at 1:31 P.M. Present: 7 - Vice President Paul Caprioglio President Miguel Angel Arias Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza ID20-00019 SIGNED Special Meeting Notice ID20-00016 ***RESOLUTION - To appoint a General Plan Review Committee (Subject to Mayor’s veto) The above item was introduced to Council by Councilmember Chavez, District 5 and Councilmember Karbassi, District 2. Councilmember Chavez stated the City Council pulled back the initiation of the amendment and replaced it with the establishment of the General Plan Review Committee comprised of 17 members, two of them appointed by each Councilmember and three appointed by the Mayor. Councilmember Chavez motioned to establish the General Plan Review Committee, come back to Council in six months at which point the City Council will make a decision along with a source of funding. Councilmember Karbassi seconded the motion. Upon call, the following members of the public addressed Council: Kimberly McCoy, Aubrey Willis, Kiel Lopez-Schmidt, Nyla Zender, Joe White, Ivanka Saunders, Radley Reep, Christie Barker, Brian Jefferson and Pam Castro. Discussion held. Councilmember Esparza amended the motion to strike paragraph four of the City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final December 12, 2019 resolution "The Administration shall propose sufficient funding in the Fiscal Year 2020-21 budget for a General Plan update" and to limit the scope of work. Councilmember Karbassi and Councilmember Chavez did not accept the amendment. Councilmember Karbassi respectfully disagreed with the amendment stating the purpose of the General Plan Review Committee is to have an open process and all options on the table. Councilmember Soria requested an annual report, to prioritize the funding, and include it in the budget six months from now. Councilmember Soria requested to strike the amount and replace it with a funding source will be identified based on the results of the General Plan Review Committee. Councilmember Chavez agreed to the request. RESOLUTION 2019-264 ADOPTED On motion of Councilmember Chavez, seconded by Councilmember Karbassi, that the above Resolution be adopted.
