ID Information Services Department
20-001276
The Information Services Department budget was presented to Council by
Chief Information Officer Horn, Information Services Department (ISD) and
Budget Manager Fierro, City Manager's Office. Upon call, there was no
public comment.
Discussion was held between Councilmembers and staff regarding vacant
positions in the department, converting the Assistant Directors position to a
lower level position, the City of Fresno Cyber Security, the amount of City
employees working remotely and the safety measures ISD is taking to
ensure the network is secure. Councilmembers requested a workshop in
Closed Session to discuss the cyber security for City of Fresno.
Councilmembers discussed the integration of Macintosh Computer (Mac)
and requested the meetings continue to include Zoom as an option for
public participation.
Councilmember Soria requested a report of how much of ISD's Internal
Services Fund appropriations are paid for by the General Fund in Fiscal
Year 2021.
Council President Arias requested the dollar amount ISD has been
reimbursed by CARES Act and asked for a replacement plan for the various
software and devices.

ID Personnel Services Department

The Personnel Services Department budget was presented to Council by
Director Cardell, Personnel Services Department and Budget Manager
Fierro, City Manager's Office. Upon call, there was no public comment.
Discussion was held between Councilmembers and staff regarding vacant
positions in the department, the Liability Self-Insurance Fund, which claims
and lawsuits were anticipated to be finalized this Fiscal Year to justify the
$500 million, and Councilmembers asked about the Risk Management
department. Councilmembers spoke regarding special events, block parties
and the insurance process for the events.
Councilmember Soria requested an audit of the current Alternative Dispute
Resolution vendor and that small business and minority businesses that are
allowed to participate in the discussion regarding Personnel Services
Department barriers on bidding opportunities.
Council President Arias requested a full list of claims to be paid by Liability
Self-Insurance Fund, including those carried over from Fiscal Year 2020
and he requested a workshop by Personnel Services Department regarding
risk assessments for vendors and levels of coverage.

The Finance Department budget was presented to Council by Director Lima,
Finance Department and Budget Manager Fierro, City Manager's Office.
Upon call, there was no public comment.
Council President Arias requested a current list of risk assessment of
internal audits.
Councilmember Soria motioned to fully staff and prioritize to fill the Central
Printing vacancy. Councilmember Karbassi seconded the motion.
Discussion was held between Councilmembers and staff regarding the

Central Printing Department and the vacancy for a full time employee.
Councilmembers asked about the Parking and Police audits and when
Council will have a list of all the final audits up-to-date.
City Council recessed from 10:34 A.M. and returned from recess at 10:50 A.M.

The Police Department budget was presented to Council by Chief Hall,
Police Department and Administrative Manager Watahira, Police
Department. Upon call, the following members of the public addressed
Council: Mariah Thompson, Ivanka Saunders, Kathryn Forbes, Kimberly
McCoy, Marisa Moraza, Gloria Hernandez, Lisa Flores, Dez Martinez,
Brandi Villegas, Andy Levine, Alexandria Ramos-O'Casey, and
D'Aungillique Jackson.
Discussion was held between Councilmember and staff regarding Advance
Peace, Community Service Officers (CSO) and additional raises for Police
Officers.
Council President Arias requested the dollar amount of 3% salary increase
for the Police Officers and for a current list of businesses using Contract
Law Enforcement Services.
Councilmember Esparza requested for the Police Department to keep
Council in the loop regarding changes to Policing District boundaries and
Community Services Officers contracts.
Councilmember Karbassi motioned to direct staff to meet with the Sheriff
Department, US Attorney, and District Attorney to explore a partnership for
targeting validated gang leaders and have the ability to hold them in jail
cells to try and reduce the exploding gang shootings occurring in the City of
Fresno. Councilmember Chavez seconded the motion.
Council Vice President Caprioglio motioned to fill five (5) current vacant
Community Service Officer (CSO) positions and add two (2) more CSO
positions to Fiscal Year 2021 Revised Budget for each district.
Councilmember Esparza seconded the motion.

City Council recessed for lunch at 12:25 P.M. and returned from lunch at 2:05 P.M.
ID Fire Department
20-001280
The Fire Department budget was presented to Council by Chief Donis, Fire
Department. Upon call, there was no public comment.
Discussion was held between Councilmembers and Chief Donis regarding
the Staffing for Adequate Fire and Emergency Response (SAFER) Grant,
the $2.2 million increase in revenue, and the five (5) year costing projects
for Fire Department. Councilmembers spoke regarding the recent Creek
fires, the revenues received, and asked where the reimbursements will go in
the General Fund.
Council President Arias requested Fire Department provide Council with
what new services would be provided with $2.2 million additional Inspection
and Fire Hydrant fees.
Councilmember Soria motioned to start the planning process to explore the
building of a Fire training facility. Councilmember Bredefeld seconded the
motion.
Councilmember Karbassi motioned for staff to come back in 90 days with a
plan for acquisition of land for Fire Station 12. Councilmember Chavez
seconded the motion.
