Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza ID Vote on Motions 20-001349 Upon call, the following members of the public addressed Council: Sam Frank, Ivanka Saunders, James Mendez, Amber Crowell, Janine Nkosi, Grecia Elenes, Delimira Jimenez Angeles and Alexandra Alvarado. Councilmember Esparza motioned to explore a conversation with CCLS regarding a rights to legal counsel program for people facing eviction to be referred to COVID-19 committee for consideration using CARES Act dollars. Councilmember Soria seconded the motion. Motion PASSED 6-0, Councilmember Bredefeld absent. Councilmember Soria motioned to ensure we prioritize funding to prevent evictions by providing funding for awareness campaign on Tenant Eviction Rights and provide financial assistance beyond December 2020 through housing retention grants funded through housing Community Development Block Grant (CDBG) and or remove savings from General Fund vacancies to other funding sources available. Council President Arias seconded the motion. Motion PASSED 5-0, Councilmember Bredefeld and Council Vice President Caprioglio absent. Councilmember Karbassi motioned to allocate $100,000 to the Planning and Development Department to lay the groundwork for a cottage home program to help pay for associated startup costs. Councilmember Chavez seconded the motion. Motion PASSED 5-0, Councilmember Bredefeld and Council Vice President Caprioglio absent. City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final October 20, 2020 Councilmember Karbassi motioned to fill five (5) current vacant Community Service Officer (CSO) positions and add two (2) more CSO positions to Fiscal Year 2021 Revised Budget and to move two (2) CSO positions to the Department of Public Utilities to provide support for the Department of Public Utilities functions, including illegal dumping and allocate funding to create two (2) additional sworn Police Officers to the Police Department. Council Vice President Caprioglio seconded the motion. Motion PASSED 7-0. Councilmember Esparza motioned to add two Community Service Officers (CSO) to the Police Department. Council Vice President Caprioglio seconded the motion. Motion PASSED 7-0. Councilmember Karbassi motioned to allocate $250,000 toward improvements at Logan Park including a complete irrigation system upgrade and tot lot safety repairs. Councilmember Esparza seconded the motion. Motion PASSED 5-0, Councilmember Bredefeld and Council Vice President Caprioglio absent. Council President Arias motioned that the Position Authorization Resolution (PAR) contain only those positions that Council approved along with the Fiscal Year 2021 Budget in June, plus those positions Council has approved since June 30, and positions approved pursuant to Council motions (added, removed, or transferred) during the Revised Budget process and to eliminate any positions vacant for over 365 days, however, no eliminations to take place before January 1, 2020 and not to include the Police, Fire and Code Enforcement Departments. Councilmember Soria seconded the motion. Motion PASSED 5-0, Councilmember Bredefeld and Council Vice President Caprioglio absent. Council President Arias motioned to direct City Manager to prioritize and process all digital billboard applications for approval in the next 30 days. Councilmember Chavez seconded the motion. Motion PASSED 4-0, Councilmember Bredefeld, Councilmember Soria and Council Vice President Caprioglio absent. Councilmember Karbassi seconded the motion. Motion PASSED 5-0, Councilmember Bredefeld and Council Vice President Caprioglio absent. Councilmember Karbassi motioned for the Fire Chief to apply for a SAFER grant to add 42 firefighters, 21 firefighters in Fiscal Year 2021, along with funding a drill school at a cost of $587,000 per the Fire Department's recommendation list presented to Council. The total funding to equal $2 million in Fiscal Year 2021 to fund Motions 8, 20, and 35. To then meet with the Administration for any quantifiable improvements per the recommended list. Council Vice President Caprioglio seconded the motion.
