City Clerk Spence announced the following changes to the agenda: File ID
20-001411 (1-A) - Actions pertaining to the Cares Act Emergency Solutions
Grant Rounds 2 (ESG-CV2) funding from the United States Department of
Housing and Urban Development (HUD), the resolution does not require 5
affirmative votes.
Councilmember Bredefeld recused himself from File ID 20-001479 (1-B) -
Approve material terms of agreement between City of Fresno and Fresno
housing Authority related to HomeKey program and File ID 20-001476 (1-C)
- Actions pertaining to the purchase of hotels to provide interim housing for
at-risk residents due to COVID-19.
The following items were pulled from Consent Calendar and moved to
Contested Consent for further discussion:
File ID 20-001486 (1-D) - BILL (for introduction) - repealing the Money back

Substantial Amendment 2019-05 to the 2019-2020 Annual Action
Plan to the U.S. Department of Housing and Urban Development
(HUD) to program $8,845,443 in Emergency Solutions Grant Round
2 (ESG-CV2) funds to prevent, prepare for, and respond to the
Coronavirus (COVID-19) and authorizing the City Manager to sign
all necessary implementing documents (Requires 5 affirmative
votes) (Subject to Mayor’s Veto); and
2. Approve an Amendment to the HEARTH Emergency Solutions
Grant (HESG) Agreement with the County of Fresno Department of
Social Services in the amount of $2,100,000 for a total award of

CONTESTED CONSENT
1-D ID BILL (for introduction) - Repealing the Money Back Guarantee/Business
20-001486 Streamlining Act
Upon call, the following member of the public addressed Council: Lisa
Flores.
Councilmember Bredefeld addressed several of his concerns with repealing
the Money Back Guarantee program and suggested not to repeal the
City of Fresno ***Subject to Mayoral Veto Page 4

program but to improve it. He asked staff several questions regarding the
pros and cons of the program and if the Department has paid back any
money to developers since the program began. Director Clark responded.
Discussion was held between Councilmembers expressing their opposition
in continuing the program and support the repealing of the program.
Councilmembers spoke regarding the fundamentals, if there is a need for a
competitive pay increase for employees, and cross training in the
department. Councilmember Chavez expressed his concerns with keeping
the department accountable and stated he expects his 18 projects to
continue to be worked on.
BILL 57 APPROVED, INTRODUCED AND LAID OVER
On motion of President Arias, seconded by Councilmember Karbassi,
that the above Action Item be approved. The motion carried by the
following vote:

District 2. Upon call, there was no public comment.
Councilmember Karbassi motioned to continue the item to November 5,
2020. Council President Arias seconded the motion.
Councilmember Karbassi spoke regarding his concerns with the ultraviolet
lights and if it stops viruses. He asked if the CARES Act can go to Fire,

Police, and then PARCs. Director Mozier and Assistant City Manager
Schaad responded.
Councilmember Soria asked if the matter was time sensitive and asked that
the PARCS not be pushed to the back and that the Community Center
continue to be focused on and made safe.
On motion of Councilmember Karbassi, seconded by President Arias,
that the above Action Item be continued. The motion carried by the
following vote:

2. BUDGET HEARINGS (CONTINUED)

Upon call, the following members of the public addressed Council: Brandi
Villegas, Lisa Flores, and Ivanka Saunders.
Discussion was held between the Councilmembers regarding the Police
Reform Committee. Councilmembers thanked the Mayor and the
Administration of all their hard work on presenting the budget to Council.
Councilmember Bredefeld asked if the $6 million that was approved for the
PARCS budget will fix the irrigation at Woodward Park and asked Chief
Donis if she was applying for the Staffing for Adequate Fire and Emergency
Response (SAFER) Program as directed and approved. Chief Donis
responded.
Council President Arias motioned to adopt the Mayor's Proposed Revised
Budget as amended by Exhibit A, plus the Council's motions not replaced by
Exhibit A. Councilmember Soria seconded the motion.
On motion of President Arias, seconded by Councilmember Soria, that
the above Action Item be approved. The motion carried by the
following vote:
