Sloan City Clerk - Yvonne Spence, MMC City Council Meeting Minutes - Final November 19, 2020 City Council met in special open session, City Hall on the date and time written above. Approve Agenda Council President called the special meeting session to order at 1:27 P.M. On motion of Vice President Caprioglio, seconded by Councilmember Esparza,the above Action was approved. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza Open Session: A. ID Approve first amendment to agreement with the following: 20-001593 1. Fresno Building Healthy Communities, regarding COVID-19 testing, tracing, and quarantine support. 2. North Fresno Primary Care, Inc., regarding COVID-19 testing, tracing, and quarantine support. 3. UCSF regarding COVID-19 testing, tracing, and quarantine support. The above item was introduced to Council by Council President Arias, District 3, Mayor Brand, Mayor's Office and Sandra Celedon with Building Healthy Communities. Upon call, Lisa Flores and Brandi Villegas. Discussion was held between Councilmembers regarding prioritizing the hotspots according to the data, looking for more resources to do more, the process for COVID testing, and accessibility COVID testing. Councilmembers spoke regarding safe and reliable testing, and drive through testing. Councilmember Chavez mentioned City of Fresno zip codes 93727, 93706, and 93725 have been affected by COVID. Councilmember Bredefeld expressed his concerns about the contract extensions and the additional money being recommended. Councilmember Bredefeld asked several questions regarding the current CARES Act money and how its being monitored, what oversight has been done, how is the money being determined and asked about the audit and compliance check. APPROVED On motion of President Arias, seconded by Councilmember Bredefeld, that the above Action Item be approved. The motion carried by the following vote: Aye: 6 - Arias, Soria, Karbassi, Chavez, Bredefeld and Esparza Absent: 1 - Caprioglio B. ID Approve first amendment to agreement with Fresno Economic 20-001596 Opportunities Commission regarding COVID-19 testing, tracing, and quarantine support. Councilmember Chavez recused himself from the above item. There was no introduction to Council, no public comment and no Council discussion. APPROVED On motion of President Arias, seconded by Councilmember Bredefeld, that the above Action Item be approved.
