File ID 21-085 (1-B): Submission and Acceptance of the City of Fresno Comprehensive Annual Financial Report (CAFR) and the Comprehensive Annual Debt Report (CADR) for Fiscal Year 2020 was pulled by Councilmember Maxwell. 2. File ID 21-0217 (1-N): Approve Second Amendment to the Cooperative Agreement with Fresno County Transportation Authority (FCTA) for the Highway Litter Abatement Program in the amount of $100,000, increasing the total agreement amount to $200,000. File ID 21-0233 (1-T): Actions pertaining to deferment of projects to fund Citywide tree trimming was pulled by Councilmember Maxwell and Councilmember Arias, City Manager’s Office will be adding an amendment to the resolution clarifying an item. City of Fresno ***Subject to Mayoral Veto Page 4 City Council Meeting Minutes - Final February 4, 2021 ID 21-235 Proclamation Presentation for Teen Dating Violence Awareness Month - February. ID 21-250 Proclamation for “National Human Trafficking Awareness Month” COUNCILMEMBER REPORTS AND COMMENTS Councilmember Soria announced the next two food distribution will be on Wednesday, February 17, 2021 from 7:00 A.M. to 9:00 A.M. located at Keaton Elementary. After that, Saturday, February 27, 2021 form 10:00 A.M. to 1:00 P.M. located at Lion's Park in the parking lot. She spoke briefly about her joint community meeting with District 3, Councilmember Arias regarding the Belmont and Palm Avenue bike way. She is encouraging community input and stated the information and zoom link will be found on social media platforms. She spoke regarding Women of the Year for District 1 and asked for nominations of women in the community no later than March 2, 2021, there will also be a City Women of the Year. Councilmember Soria acknowledged the recent street racing happening West of the 99 and stated there has been recent law enforcement and discussion on safer alternatives. Councilmember Karbassi announced the Senior Aide Food and Resources (SAFR) program will resume, starting next week on Wednesday, February 10, 2021, however, sign-ups will start Mondays. Sign-ups can be found on Fresnocovidhelp.com or call the hotline at 559-621-7237. He also acknowledged the North West Police Station, Captain Anthony Martinez and stated Captain Burke Farrah has moved to the Central District. He thanked Captain Farrah for his participated in the Pinedale Santa Village in previous years. Councilmember Karbassi attended the memorial services for Allison Chang who was the editor and chief in her school paper, a swimmer and very outgoing. Allison was one of the victims of the terrible accident at Bullard and Palm around the holidays. Councilmember Arias spoke regarding food distribution centers that will be publicized to the community through Facebook and he invited the community to participate in the District 3 Meet Mayor Dyer Community meeting on Thursday, February 11, 2021 at 5:30 P.M. through Zoom. City of Fresno ***Subject to Mayoral Veto Page 5 City Council Meeting Minutes - Final February 4, 2021 Councilmember Maxwell announced Saturday, February 6, 2021 at 11:00 A.M. located at Cary Park, District 4 will be starting the 100 days 100 trees initiative and will continue to plant trees until Earth Day. He will be teaming up with the Mayor and Administration starting at Cary Park and organize with the community to clean up the park, trim trees, clean up the trash and get involved with the community. He announced they are looking for candidates for the Bicycle and Pedestrian Committee and encouraged members to apply to the committee and also looking for a District 4 representative on the Immigrant Affairs Committee. He spoke regarding an Ad Hoc District 4 Community Engagement Commission, training individuals on how to engage the community, cleaning up parks on a daily basis, using FresGo, etc. Please send applications to District 4 at District4@fresno.gov. Council Vice President Esparza spoke regarding the successful Blood Drive on Saturday, January 31, 2021 in partnership with SEIU 521 and Central California Blood Center. There were about 50 people who donated. He announced Thursday, February 4, 2021 at 5:00 P.M. there will be a food distribution at Webster Elementary. He stated on Saturday, February 6, 2021 at 3:00 P.M. located at the Sikh Institute Fresno, he will be standing in solidarity with the Indian community with the protest that is occurring in India by Indian farmers. Council President Chavez thanked all the Nonprofits and Community Base Organizations who have served over 3,000 families for the food distribution. He spoke regarding the vaccine distribution in City Hall and stated Assistant City Manager Barfield is working on the project and announcements will be coming shortly. MAYOR/MANAGER REPORTS AND COMMENTS Mayor Dyer thanked Councilmember Karbassi for participating on Saturday, January 31, 2021 for Beautify Fresno off Shaw and 99; there were about 100 volunteers. He stated they picked up over 800 pounds of trash. He spoke regarding Project Off Ramp and successfully placed 10 individuals and cleaned up a great amount of trash on the freeway. There will be another relocation next Friday, February 11, 2021. Mayor Dyer stated he will be with Council Vice President Esparza on Saturday, February 6, 2021 standing in solidarity with the Indian community in support of the Indian City of Fresno ***Subject to Mayoral Veto Page 6 City Council Meeting Minutes - Final February 4, 2021 farmer. On Saturday, February 6, 2021 Mayor Dyer and Councilmember Arias will be at the Southeast corner of Amador and B Street to dedicate four (4) homes with Habitat for Humanity. Council President Chavez stated there will be a number of workshops for the public and council to have a conversation regarding the homeless problem, the increase in crime, potholes, etc. for the public to weigh in on and for the Administration and council to formulate a plan and work through some of the challenges the City of Fresno faces. City Manager Esqueda gave an updated on the tray memos that have been distributed to Council. 1. Discussion was held between Councilmembers and staff regarding the time sensitivity of the report and directed staff to provide Council a workshop on the auditing process in the future. Councilmember Bredefeld motioned to accept the report. Motion FAILED for lack of second. Council President Chavez motioned to accept the report and directed staff to reach out to the Councilmembers and provide them questions and answers, and develop a process for next year.
