APPROVE AGENDA
Assistant City Clerk Parra announced the following changes to the agenda:
The following items were requested to be pulled from the agenda, to a future
date.
1. File ID 21-017 (1-A): Approval of minutes for April 22, 2021 Regular
Meeting, and April 22, 2021 Special Emergency Meeting was continued to
May 13, 2021 by the City Clerk’s Office.
2. File ID 21-599 (1-T): Ordinance (for introduction) - Amending FMC
sections 4-203 and 4-204 concerning disposition of City real property was
continued to May 13, 2021 by Councilmember Maxwell and Vice President
Esparza.
The following are changes to the agenda:
1. File ID 21-506 (1-E) - Actions pertaining to the Leaky Acres Groundwater
Facility: There is an administrative correction. The second to last paragraph
states that the insurance certificates have been approved by the Risk
Management Division, it should state the insurance certificates “are subject

The following items were requested to be pulled from the Consent Calendar
and moved to Contested Consent for further discussion.
1. File ID 21-527 (1-F) - ***RESOLUTION - Authorizing the preparation and
submission of financial assistance applications to the California State Water
Resources Control Board for planning, design, and construction of sewer
infrastructure for the Daleville residential community (Fresno County) was
pulled by Councilmember Arias for further discussion.
2. File ID 21-404 (1-I) - Approve the award of a product requirements
contract, with two optional one-year extensions, to Casey Printing of King
City, California, for FAX schedule guide printing services for a total
$60,999.61 for the first two years, not to exceed $121,999.22 over four years
(Bid Eval 9572) was pulled by Councilmember Bredefeld for further
discussion.
3. File ID 21-538 (1-N) - Approve a three -year agreement, with an option to
extend for one additional year, with the County of Fresno to reserve five bed
spaces in the Fresno County Jail for the purpose of housing Fresno Police
Department Arrestees, at a rate of $520.00 per day for a total of $189,800
through Fiscal Year 2023 was pulled by Councilmember Arias for further
discussion.
4. File ID 21-596 (1-R) - Ordinance - The Public Transparency Act (for
introduction) - Amend FMC 2-316 to require all Council committees to be
subject to the Brown Act was pulled by Councilmember Arias for further
discussion.
5. File ID 21-598 (1-S) - Approve the Mayor’s Appointments to the Parks,
Arts and Recreation Commission established by Measure P was pulled
Councilmember Bredefeld for further discussion.
6. File ID 21-600 (1-U) - Award a service agreement to Genfare, a division
of SPX Corporation, of Elk Grove Village, Illinois, to maintain the
Department of Transportation Fresno Area Express’s fare collection system

in a state of good repair, for one year with four optional one-year extensions,
with the total contract value with extensions of $2,235,432, and authorize
the Director of Transportation, or designee, to execute the contract

further discussion.
On motion of Councilmember Karbassi, seconded by President
Chavez, the above Action was adopted as amended. The motion
carried by the following vote:

CEREMONIAL PRESENTATIONS
There were no Ceremonial Presentations.
COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Soria announced a neighborhood clean-up event for
Saturday, May 1, 2021 at Shields and West from 9 AM to 11 A.M. She
thanked the Administration and volunteers who participated in the Beautify
Fresno efforts at Lions Park and Tower District. Council District 1 is
conducting a survey for the Emerson Avenue median island and trails. It is
available on social media platforms. On Sunday, May 2, 2021 at 4 P.M.,
Councilmember Soria and Fresno County Bicycle Coalition will host a
virtual movie screening and panel discussion for the documentary
"Motherload," about the movement to replace cars with purpose-built bikes.
Councilmember Karbassi honored "Argo," and Brian Sturgeon (Argo's
handler). Argo, a City of Fresno police patrol canine, was stabbed multiple
times while on duty. Councilmember Karbassi presented Argo with a
certificate, dog snacks and toys. Mayor Dyer offered commendations.
Councilmember Karbassi announced a clean-up event at Logan Park on
May 15, 2021 as part of the Beautify Fresno initiative. He thanked Ryan
Trevino for reaching out to his office to organize the event. He thanked and
recognized Michael Moreno for his kindness and generosity of human
kindness. Michael is a high school student at San Joaquin Memorial, who
purchased and shared a meal with Vince, a local homeless man.
Councilmember Arias thanked the Administration for placing items 1-F and
City of Fresno ***Subject to Mayoral Veto Page 4

1-H on the agenda, regarding application submissions to the State Water
Resources Control Board for sewer infrastructure in the Daleville community
and water connection at Three Palms Mobile Home Park, respectively. He
requested the Administration provide an update regarding Downtown safety
and property crime concerns made by business and property owners.
Councilmember Maxwell thanked Director Standriff and the 50 or so
participants who took part in the Great American Clean-Up event at the
Airport District. The next event will take place in the Cedar Corridor/Granite
Park in May. He thanked sponsors of the 100 Days, 100 Trees initiative,
including Mona Cummings, CEO of Tree Fresno for donating all 100 trees.
Ten trees were planted at Robinson Park on Earth Day, and 6th graders
from Robinson Elementary recited poetry before the event. He also thanked
Principal Kelly Austin.
Council Vice President Esparza thanked the Administration and their efforts
regarding the Great American Clean-Up event. Over 80 volunteers
participated at Roosevelt High School and Fort Miller. He announced that
Southwest Airlines' California One airplane touched down at the airport on
Sunday on its maiden flight.
Council President Chavez thanked the Administration and Mayor's efforts to
Beautify Fresno. He thanked the over 1,100 volunteers, especially those in
southeast Fresno. He invited the public to attend the Cruising for Peace
event on Sunday May 2, 2021 at Kings Canyon and Willow. Participants will
make their way towards Chukchansi Park, where the public can enjoy food
vendors and a car show.
MAYOR/MANAGER REPORTS AND COMMENTS
Mayor Dyer thanked all councilmembers for embracing the Beautify Fresno
initiative. The past weekend, over 1,200 volunteers removed 10,500 pounds
of trash and over 4,000 square feet of graffiti. The Mayor and City Manager
Esqueda met with sanitation workers to thank them for their efforts. The
event culminated with a celebration at Chukchansi Park.
The Mayor spoke regarding the first Police Reform Implementation Team
meeting held on April 27, 2021. The meeting was well attended and

Chairman Baines assigned various subcommittees for the recommendations
and set future dates.
City Manager Esqueda announced the Administration will meet with the
Budget Commitee on May 6, 2021. All information will be provided to
Council. He stated the emergency rental assistance program sample report
was provided to councilmembers. He recognized the ISD Department for
creating a software packet to manage the rental applications.
