Sloan City Clerk - Todd Stermer, CMC City Council Meeting Minutes - Final February 17, 2022 The City Council for the City of Fresno convened in special session on February 17, 2022 at 9:00 A.M. This special meeting was heard by Council concurrently with the regular meeting scheduled for the same date and time. ROLL CALL Council President Esparza called the meeting to order at 9:03 A.M. Present: 7 - Council President Nelson Esparza Vice President Tyler Maxwell Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Miguel Angel Arias Councilmember Luis Chavez Councilmember Garry Bredefeld APPROVE AGENDA AGENDA APPROVED On motion of Councilmember Arias, seconded by Vice President Maxwell,the agenda was APPROVED. The motion carried by the following vote: Aye: 7 - Esparza, Maxwell, Soria, Karbassi, Arias, Chavez and Bredefeld ID 22-334 Notice of Special Meeting - Signed OPEN SESSION The below items (ID 22-332 and ID 22-333) were presented to Council by City Manager White and the two items were taken together under one motion and vote. City Manager White and Assistant City Manager Barfield responded to questions. Upon call, the following members of the public addressed Council on these items: Brandi Nuse-Villegas, Marisa Moraza, Alexandra Alvarado, Lisa Flores, and Ruben Espinoza. Discussion on these items included the following: setting aside one time funds for neighborhood improvements across the city; debt on existing fleet; City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final February 17, 2022 business corridor support funds; community sanitation funds for media islands in the city; timeline on returning to council; rent relief programs for small business impacted by Covid-19; funding for homeless projects; and workshops and community meetings related to ARPA funds. ID 22-332 ***Consider the 54th amendment to the Annual Appropriation Resolution (AAR) to appropriate FY 2022 General Fund surplus to various departments and purposes (requires 5 affirmative votes) (subject to veto). RESOLUTION 2022-058 ADOPTED On motion of Councilmember Chavez, seconded by Councilmember Arias, the above Action Item was ADOPTED. The motion carried by the following vote: Aye: 5 - Esparza, Maxwell, Soria, Arias and Chavez Absent: 2 - Karbassi and Bredefeld ID 22-333 ***Consider the 55th amendment to the Annual Appropriation Resolution (AAR) to appropriate American Rescue Plan Act (ARPA) funds to various departments and purposes (requires 5 affirmative votes) (subject to veto). RESOLUTION 2022-059 ADOPTED On motion of Councilmember Chavez, seconded by Councilmember Arias, the above Action Item was ADOPTED. The Council meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address City Council: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Council meeting and closed at the end of the meeting and will be a part of the official record. Pursuant to Rule 11 (c) of the Rules of Procedure for the City Council of the City of Fresno, no documents shall be accepted for Council review unless submitted to the City Clerk at least 24 hours prior to the Council Agenda item be heard. All participants will be on mute until they are called upon at which point they will be unmuted. To prevent participants from having their video on, we will remove the option to show their video.
