The City Council for the City of Fresno convened for in a special session on April 27,
2022, at 1:00 P.M.
ROLL CALL
Council President Esparza called the meeting to order at 1:08 P.M.
Councilmember Arias was absent during roll call and joined the meeting at
1:10 P.M.
Present: 7 - Council President Nelson Esparza
Vice President Tyler Maxwell
Councilmember Esmeralda Z. Soria
Councilmember Mike Karbassi
Councilmember Miguel Angel Arias
Councilmember Luis Chavez

APPROVE AGENDA
On motion of Councilmember Soria, seconded by Councilmember
Chavez,the above agenda was APPROVED. The motion carried by the
following vote:

ID 22-628 WORKSHOP - One Fresno Housing Plan
The above workshop was presented to Council by Mayor Dyer, Deputy
Mayor Grundy, Planning and Development Director Clark, Planning and
Development Assistant Director Skei, and Homeless Services Director
Spees.
Upon call, the following members of the public addressed Council: Kyle
Lopez-Schmidt; Don Scordino; Nickolas Wildstar; Gloria Hernandez; Eric
Payne; Terry (TJ) Shelton; Matthew Jendian; Nicole Linder; Erika Kruse;
Lance Kruse; Crystal Reed; Adam Goldfarb; Chrisand Darling; Kimberly
McCoy; Charlene Brewet; Janice Schaefer; and Adrian Rivera.
PRESENTED
Council discussed the Here to Stay report and the One Fresno Housing Plan
together after presentation of both items.
Deputy Mayor Grundy, Mayor Dyer, Director Clark, and City Manager White
responded to questions.
Discussion of these workshops included: rent increases; affordable housing;
the need for increased incomes; investors in the City of Fresno;
communication with the stakeholders; addressing homelessness;
incentivizing homeownership; vacant homes; down payment assistances for
first homeowners; housing supply and demand; census data; affordable
apartments; pandemic and housing resources; rent control; a regional
approach to address housing issues; fully funding the affordable housing
trust fund; streamlining the planning process; unrealistic goals regarding
11,000 units; progress over the previous three years; tiny homes; reducing
or waiving fees; financial literacy; State grants for down payment
assistance; lease to own program; policy to expedite building on vacant lots;
fee waiver incentive for the economically challenged, and; insurance
requirements; root causes f homelessness; open borders; pandemic
impacts on employment; war on poverty; housing developments in
neighboring jurisdictions; removing regulations that hinder development,
and' the Fiscal Year 2023 Budget.

Councilmember Arias left the meeting at 5:30 P.M.
ADJOURNMENT
City Council adjourned the special meeting at 5:52 P.M.
These minutes were approved by unanimous vote of the City Council during the May
12, 2022 Regular Council meetings.

“video” for the corresponding meeting. The Council meeting can also be viewed live
at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99.
The City Council Chambers are open for public participation. However, members of
the public are encouraged to participate electronically because of reduced capacity
of seating in the Chambers to allow for social distancing, and masks will be required
for the vaccinated and unvaccinated.
PUBLIC COMMENT: The following options are available for members of the public
who want to address City Council:

a) eComments is a tool for citizens to use to make comments on agenda items. It will
be open during the Council meeting and closed at the end of the meeting and will be
a part of the official record. The User Agreement and Procedures document for

b) eComments will be a maximum of 450 words.

Pursuant to Rule 11 (c) of the Rules of Procedure for the City Council of the City of
Fresno, no documents shall be accepted for Council review unless submitted to the
City Clerk at least 24 hours prior to the Council Agenda item be heard.
All participants will be on mute until they are called upon at which point they will be
unmuted. To prevent participants from having their video on, we will remove the
option to show their video.
The City of Fresno’s goal is to comply with the Americans with Disabilities Act, If you
need additional accommodations such as interpreters, sign language signers, or the
