Sloan City Clerk - Todd Stermer, CMC City Council Meeting Minutes - Final May 31, 2022 The City Council for the City of Fresno convened in special session on May 31, 2022, at 2:00 P.M. 2:02 ROLL CALL Councilmember Soria was absent during roll call and joined the meeting at 2:03 P.M. Present: 6 - Council President Nelson Esparza Vice President Tyler Maxwell Councilmember Esmeralda Z. Soria Councilmember Miguel Angel Arias Councilmember Luis Chavez Councilmember Garry Bredefeld Absent: 1 - Councilmember Mike Karbassi APPROVE AGENDA AGENDA APPROVED On motion of Councilmember Soria, seconded by Vice President Maxwell, the above agenda was APPROVED. The motion carried by the following vote: Aye: 5 - Esparza, Maxwell, Arias, Chavez and Bredefeld Absent: 2 - Soria and Karbassi ID 22-903 Notice of Special Meeting - Signed OPEN SESSION 1. ID 22-900 ***RESOLUTION - Supporting the Housing Authority of the City of Fresno’s development and construction of affordable housing at 1101 N. Parkway Drive and expressing the City’s intent to contribute to the Project an additional amount not to exceed $2,500,000 (Subject to Mayor’s Veto) The above item was presented to Council by Councilmember Arias. City Manager White, Planning and Development Assistant Director Skei, CEO of Fresno Housing Tyrone Williams, Assistant Director of Resident Empowerment with Fresno Housing Doreen Eley, and Mayor Dyer responded to questions. Upon call, the following members of the public addressed Council: Cindy Piombino, Brandi Nuse-Villegas, and Robert McCloskey. City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final May 31, 2022 Discussion on this item included: the demographics group who will be housed; low barrier shelter on Clinton and 99 status; prioritizing women and children to be housed; number of units in the project; units for single individuals; step up shelter; data and funds of those who have transitioned into permanent housing; cost per unit; cost of affordable housing and the affordability rate; advance notification of the special meeting to all the Councilmembers, and; subsidies to bring down the cost of affordable housing. RESOLUTION 2022-130 ADOPTED On motion of Councilmember Arias, seconded by Councilmember Soria, that the above Action Item be ADOPTED. The motion carried by the following vote: Aye: 5 - Esparza, Maxwell, Soria, Arias and Chavez No: 1 - Bredefeld Absent: 1 - Karbassi 2. ID 22-902 Approve a $2.7 million HOME Investment Partnerships Program Agreement with Fresno 1101 Parkway, LP for the proposed Sun Lodge project which consists of the rehabilitation of the former Days Inn Motel and the introduction of new construction to the site, to create a 64-unit affordable housing project in west central Fresno (District 3). There was no staff presentation on the above item and no Council discussion. Upon call, the following member of the public addressed Council: Lisa Flores. APPROVED On motion of Councilmember Arias, seconded by Councilmember Soria, that the above Action Item be APPROVED. The Council meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address City Council: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Council meeting and closed at the end of the meeting and will be a part of the official record.
