The motion carried by the following vote: Aye: 7 - Esparza, Maxwell, Perea, Karbassi, Arias, Chavez and Bredefeld ID 23-749 Revised Notice of Special Meeting - Signed City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final May 18, 2023 OPEN SESSION Upon Call, the following members of the public addressed Council: Fernando Elizando, Ruben Espinoza, Brandi Nuse-Villegas, Nishea Balajadia, Ashley Rojas, Camila Rivera, Lisa Flores, and Karla Martinez. A. ID 23-829 RESOLUTION - of Intention to Annex Parcel Map Number 2007-41 as Annexation Number 58 to the City of Fresno Community Facilities District Number 9 and to Authorize the Levy of Special Taxes; and setting the Public Hearing for Monday, June 5, 2023, at 10:00 am (Northeast and Southeast corners of East Tulare Avenue and North Clovis Avenue) (Council District 5) There was no staff presentation on the above item. Upon call for public comment, no member of the public addressed Council and there was no Council discussion. RESOLUTION 2023-144 ADOPTED On motion of Councilmember Chavez, seconded by Vice President Perea, that the above Action Item be APPROVED. The motion carried by the following vote: Aye: 7 - Esparza, Maxwell, Perea, Karbassi, Arias, Chavez and Bredefeld B. ID 23-758 Presentation of Mayor’s Proposed Fiscal Year 2024 Budget The above item was presented to Council by Mayor Dyer. Council discussion on this item included: general funds and grants; MuniServices sale tax projection; Measure "P" sales tax and status of spending; historical data of vacancies; comparison to last year's reserve; transparency of increased expenditures; correlation between police resources and reduction in crime; increased resources reflecting improved public services; how certain percentages were allocated and distributed; budget gaps in solid waste funds; new hire of Firefighters; the cost of utilities including PG&E; funding towards bonding capacity or other deferred maintenance; Fresno County's responsibility regarding wrap around services; congratulated staff for increased credit rating; appreciated addition of potholes crews; opportunities to grow tax space without raising taxes; affordable housing and commercial properties; Convention Center's future economic role; investments in traffic infrastructure and increased traffic enforcement for public safety, and; mentioned Camp Fresno and the need for services for affected youth. Council President Maxwell directed staff to provide updated list of uncompleted or partially funded infrastructure, motions over the last two fiscal budget years no later than Monday, May 22, 2023, and reference to proposed budget page number related to eviction protection program, zero fair, and senior center. PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a City Council meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Council President’s call for public comment. 2) Participate Remotely via Zoom: https://fresno-gov.zoom.us/webinar/register/WN_MKtgssXwTYKfiHVSPOfAfg a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a City Council meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address Council pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office).
