Councilmember Karbassi, Councilmember Arias, Councilmember Esparza and Vice President Perea all registered a “no” vote on motion No.84: motion to Fund $50,000 for the Obria Medical Clinic. Councilmember Bredefeld registered a "no" vote on the following motion numbers: 58, 78, 91, 92, 93, and 94. REQUEST FOR MORE INFORMATION WAS MADE DURING BUDGET OVERVIEW: Councilmember Karbassi amended direction No.24: Request that the Administration meet quarterly with the Council Budget Subcommittee to provide and review quarterly reports on revenue. Councilmember Karbassi requested a tray memo reviewing the 2017 report on the Planning Department “The Ramirez” report and a summary of accepted/rejected recommendations and how they have been implemented over the last 6 years. Councilmember Arias requested activity reports for the Office of Community Affairs members for the last 12 months. Changed from motion No.76 to direction No.151. Councilmember Arias requested motion to fund capital improvements remaining in the Northpointe Settlement Agreement. Councilmember Arias requested Fund and execute legislative charter officers’ welcome message and council district profile at Airport within 30 days. THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Karbassi amended motion No.37: to allocate $50,000 for the installation of irrigation infrastructure at vacant lot at the Contessa City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 14, 2023 Avenue landscape buffer. Councilmember Karbassi amended motion No.7: to allocate $100,000 for Project Spotlight to feed video images into the Fresno Police Departments Real Time Crime Center, or any other technology, equipment or service to combat organized retail crime. Councilmember Karbassi motioned to allocated $244,000 into the Shift Replacement Budget in the Fresno Fire Department to aid in achieving a minimum daily staffing level of 103. Vice President Perea seconded the motion. Councilmember Karbassi motioned to allocate $500,000 for improvements to the City’s community center in Pinedale. Council President Maxwell seconded the motion. Councilmember Karbassi motioned to allocate $40,204 for tablets for inspectors in the Public Works Department. Vice President Perea seconded the motion. Councilmember Karbassi motioned to allocate $900,000 to implement left turn phasing on West Shaw Avenue at Feland. Councilmember Bredefeld seconded the motion. Councilmember Karbassi motioned to allocate $800,000 to complete the security gate fencing project around the South lot at City Hall. Councilmember Bredefeld seconded the motion. Councilmember Karbassi motioned to allocate $69,000 to convert the tennis courts at Logan Park to pickleball courts. Councilmember Bredefeld seconded the motion. Councilmember Karbassi motioned to set aside $1 million for organizations to apply for funds for projects that fit within the scope of Measure P. Specific criteria and guidelines to be set by a subcommittee of the Measure P Commission (in compliance with applicable laws). Councilmember Bredefeld seconded the motion. Councilmember Arias amended motion No.55: Motion to identify Basin XX as a high-priority, high-needs for the joint use agreement with the Flood Control District to make it a dual-purpose space; green space and water basin and allocate $1M from the existing $8M designated for New Parks/Facilities under Measure P for the construction phase of Basin XX. Councilmember Arias rescinded motion No.72: Motion to fund capital improvements remaining in the Northpointe Settlement Agreement. Councilmember Karbassi motioned to allocate $200,000 for the City Attorney’s office to lease additional office space. Vice President Perea seconded the motion. Councilmember Arias rescinded motion No.73: to fund and execute legislative charter officers’ welcome message and council district profile at Airport within 30 days. Councilmember Bredefeld rescinded motion No.19: Fund $800,000 in construction costs to finish the Pickleball Facility at Rotary East Park at Sierra and Cedar. This will update the number of courts, add amenities, and meet the ADA accessibility requirements. Councilmember Bredefeld rescinded motion No.21: to allocate $52,500 for 3 Code Enforcement cameras to catch illegal dumping. Councilmember Esparza amended motion No.22: motion to fund the construction of a roundabout on Wishon and Fountain for $900,000. Vice President Perea amended motion No.42: Allocate $2.8 Million to complete a grind and overlay on Fruit Avenue from Clinton to Dakota. Vice President Perea rescinded motion No.38. Motion for $65,000 to close the Gap funding needed to complete the Yale paving project Council President Maxwell amended motion No.2: Motion for $500,000 to fund Zero Fare for seniors, persons with a disability, Medicare card holders, and children aged 0-12 contingent upon the City of Fresno not receiving grant funding to offset the costs. Council President Maxwell amended motion No.1: Motion to treat 100 homes through the Airport Noise Abatement Program in Fiscal Year 2024. Council President Maxwell amended motion No.3: Motion to add $23,000 for the design of 9 district 4 bus stops to the list of 75 bus stops in our ADA transition plan. Council President Maxwell motioned to add $1,000,000 to fund the District 1 and 4 ARPA façade improvement program for businesses and non-profits. Vice President Perea seconded the motion. Council President Maxwell motioned to add $2.25 Million to the City Attorney's Budget to continue funding the City of Fresno's Eviction Protection Program (EPP) Vice President Perea seconded the motion. Council President Maxwell motioned to carryover the $50,000 allocated in Fiscal Year 2023 under the City Manager's budget to dedicate toward outreach for EPP/Tenant Relocation Benefits Vice President Perea seconded the motion. Vice President Perea seconded the motion. Council President Maxwell motioned to add $10,000 to increase all water conservation rebates at the same rate of CPI for the last 12 months. Vice President Perea seconded the motion. Council President Maxwell motioned to add $2.8 Million to fund the road paving of the Tioga Middle School Neighborhood at Fairmont-Millbrook-Gettysburg-First. Vice President Perea seconded the motion. Council President Maxwell motioned to fund more frequent District 4 median island litter removal. Vice President Perea seconded the motion. Council President Maxwell motioned to add $500,000 in general fund dollars for Reedy Park Improvements. Vice President Perea seconded the motion. Council President Maxwell motioned to reprogram $30,000 from to the University Park monument to Reedy Park improvements. Vice President Perea seconded the motion. Council President Maxwell motioned to add $150,000 to fund the design and construction of a splash pad shade structure at Melody Park. Vice President Perea seconded the motion. Council President Maxwell motioned to add $1.7 Million to fund the construction of a rod iron fence along the perimeter of Rotary West Park. Vice President Perea seconded the motion. Vice President Perea seconded the motion. Council President Maxwell motioned to fund the construction of rod iron fencing along the perimeter or Reedy Park. Vice President Perea seconded the motion. Council President Maxwell motioned to fund the road paving of McKinley Avenue from Chestnut to Clovis. Vice President Perea seconded the motion. Council President Maxwell motioned to fund the full construction of a multi-use futsal and pickleball court at Vinland Park. Vice President Perea seconded the motion. Council President Maxwell motioned to Motion to allocate $200,000 to fund upgrades for the Valley Dream Center, a local 501(c)3 community benefit organization. Vice President Perea seconded the motion. Councilmember Arias motioned to repave Echo Ave. between McKinley and Olive Avenues using Measure C Street Maintenance funds or other available City infrastructure funds. Councilmember Bredefeld seconded the motion. Council President Maxwell noted the following motion number were rescinded by the makers: 19, 21, 38, 72, 73 and 76. Motion 84 did not receive enough votes to move forward. Councilmember Arias motioned to approve the remaining motions.
