Attended the Special Olympics Northern California law enforcement torch run, where many Fresno police officers were present. Attended the first-ever "Make Music" festival held in the City of Fresno, which included crafts for children and music performances at Collegian Park. Acknowledged and congratulated World War II veteran George Schneider, a Northwest resident, for turning 100 years old. He is recognized as Fresno's newest centenarian. Councilmember Arias Reports and Comments: Announced the reopening of Playland on June 24, 2023. Hosted a District 3 family day at Playland, covering the admission cost for District 3 families. Discussed advertisements for new bike lanes on Palm and Belmont streets and asked the administration when construction will began. Invited the community to visit the downtown Fresno's Bespoke, a new place next to Modernist, which has been described to them as an introverted and cozy setting for intimate conversations. Announced and extended an invitation to attend the Chukchansi Park fireworks show on the July 4, 2023. Congratulated the State Center Community College District and mention that the new West Fresno City College campus is nearly complete and already has 1,400 students registered for the first semester. Councilmember Chavez Reports and Comments: Acknowledged Father Jose Sanchez from Saint Anthony Claret for their assistance in organizing a cleanup event last weekend. This was the first "Beautify Calwa" event, and more are planned to prepare the trail for future work. Acknowledged Miguel Lopez, the president of the food vendors. Councilmember Esparza Reports and Comments: Acknowledged the Fresno Pro-Am Foundation for inviting them to kick off their six-week basketball summer league at Fresno City College. Acknowledged 40 local and regional high school students from the Chicano Latino Youth Leadership Project. There was no staff presentation. Council President Maxwell addressed the budget adoption on June 14, 2023 stating "the Council adopted 120 Budget motions which resulted in the General Fund for the proposed Fiscal Year 2024 Budget being out of balance. The Administration and Council Budget Subcommittee met to negotiate a resolution that would allow the Council to adopt a balanced budget as required by the City Charter. The Annual Appropriations Resolution and related budget documents for consideration will accomplish the balanced budget requirement. A reconciliation summary sheet outlining the changes contained in the AAR has been distributed along with the budget documents." Council discussion on this item included: Acknowledgment and gratitude was given to the administration for budget compromises during the budget process; concerns were addressed regarding the need for thorough financial oversight, particularly regarding funds allocated to entities like the Chukchansi Park improvements, and the Grizzlies baseball team, community based organization, mobile food vendors, cannabis industry, and card rooms, a request for a memo outlining the requirements for third-party entities receiving funds and how the expenditures would be monitored; and it was emphasized that the budget and allocations are subject to review and potential reevaluation in the future. Councilmember Esparza registered a "no" vote on item D (ID 23-993) regarding the Resolution FY 2024 GANN Appropriation Limit Resolution.
