The meeting room was called to order at 9:00am.
1. Roll Call
Present 3 - Chairperson Michael McDonald, Vice Chair Jack Tracy, and
Board Member Lynda Snauffer
Absent 1 - Board Member Maryann Rogozinski
2. Approval of Minutes
A. November 2, 2015
On motion of Board Member Snauffer, seconded by Vice Chair Tracy,
that the above Action Item be approved. The motion carried by the
following vote:
Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board
Member Snauffer
Absent: 1 - Board Member Rogozinski
B. November 19, 2015
On motion of Board Member Snauffer, seconded by Vice Chair Tracy,
that the above Action Item be approved. The motion carried by the
following vote:
Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board
Member Snauffer
Absent: 1 - Board Member Rogozinski

3. New Business
A. Closed Session - Request for Review of Director’s Action of
Removal from Eligible List [Pursuant to Fresno Municipal Code
Section 3-249]
The Appointing Authority's representative, Lydia Carrasco, Police Captain,
was present and was represented by Felicia Espinosa, Deputy City
Attorney. Also present were TJ Miller, Assistant Director of Personnel
Services, Sandra Chavez Martin, Human Resources Manager, and Bill
Merryman, Senior Human Resources Analyst.
The Applicant was present.
The Applicant summarized the reasons his name should be restored to the
Police Officer Recruit eligible list and Captain Carrasco summarized the
reasons why the Board should uphold the Director's action.
The Board convened into executive session at 9:15am to deliberate the
matter and reconvened into closed session at 9:19am.
On motion of Vice Chair Tracy, seconded by Member Snauffer, to
uphold the Director's action. The motion carried by the following vote:
Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board
Member Snauffer
Absent: 1 - Board Member Rogozinski
B. Closed Session - Request for Review of Director’s Action,
Rejection of Applications [Pursuant to Fresno Municipal Code
Section 3-249]
The Appointing Authority's representative, Sandra Chavez Martin, Human
Resources Manager, was present and was represented by Felicia Espinosa,
Deputy City Attorney. Also present were TJ Miller, Assistant Director of
Personnel Services, and Bill Merryman, Senior Human Resources Analyst.
The Applicant was present.
The Applicant summarized the reasons he should be allowed to participate
in the Firefighter Trainee examination process and Ms. Espinosa
summarized the reasons why the Board should uphold the Director's action.
At the Board's request, Ms. Martin gave an overview of the minimum

qualifications for the position as stated on the job announcement.
The Board convened into executive session at 9:34am to deliberate the
matter and reconvened into closed session at 9:39am.
On motion of Member Snauffer, seconded by Vice Chair Tracy, to
uphold the Director's action. The motion carried by the following vote:
Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board

Absent: 1 - Board Member Rogozinski
C. Closed Session - Request for Review of Director’s Action of
Removal from Eligible List [Pursuant to Fresno Municipal Code
Section 3-249]

Waste Collector Leadworker eligible list and Ms. Espinosa summarized the
reasons why the Board should uphold the Director's action. At the Board's
request, Ms. Miller and Ms. Chavez gave an overview of the City's online
application process.
The Board convened into executive session at 10:08am to deliberate the
matter and reconvened into closed session at 10:11am.
On motion of Member Snauffer, seconded by Vice Chair Tracy, to
uphold the Director's action. The motion carried by the following vote:
Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board
Member Snauffer
Absent: 1 - Board Member Rogozinski
4. Hearing on Disciplinary Appeal
A. Closed Session - Public Employee Discipline/Dismissal/Release
[Pursuant to Government Code Section 54954]
The Appointing Authority's representative, Craig Agabashian, Administrative

Manager, was present, and was represented by Felicia Espinosa, Deputy
City Attorney.
The Appellant was present and was represented by Heather Phillips, Esq.,
Goyette & Associates.
The hearing was declared closed and witnesses were sequestered. The
reading of the Order was waived by the parties.
Witness testimony was heard, and breaks were taken as needed.
The parties presented exhibits of evidence during the testimony, and they
were filed and moved into the record.
At 4:45pm, following summaries and closing remarks from the parties, the
Board convened into executive session to deliberate the matter.
At 5:20pm, the Board reconvened into closed session and voted on the
charges as read by Jackie Larkin, Acting Secretary Designee.
All charges were sustained on a 3-0 vote.
On motion of Vice Chair Tracy, seconded by Member Snauffer, to
uphold the Director's action. The motion carried by the followng vote:
Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board
Member Snauffer
Absent: 1 - Board Member Rogozinski
The Board reconvened into open session at 5:26pm and announced the decisions of
the Board, in accordance with the Brown Act.
5. Unscheduled Public Communications
None.
6. Adjournment
There being no further business to come before the Board, the meeting was
adjourned at 5:29pm.
