Present 5 - Vice Chair Tiffany Potter, Board Member (ex officio) Carlos Duarte, Board Member Ken Elvington, Board Member Mary Beth Randall, and Board Member Kyra Schleef Excused 3 - Chairperson Frances Reyes Acosta, Board Member Heather Flores, and Board Member Dr. Jenelle Pitt 2. Approval of Minutes ID17-386 Approval of the Disability Advisory Commission Minutes from February 14, 2017 On motion of Board Member Randall, seconded by Board Member Schleef, that the above Action Item be approved. Member Reports and Comments City of Fresno ***Subject to Mayoral Veto Page 1 Disability Advisory Meeting Minutes - Final March 14, 2017 Commission No member reports. 4. Secretary's Report Secretary Mulhall reported that the Self-Evaluation is currently in review in the City Manager's Office. When it becomes available she will announce the date that that will be brought before council for adoption. This afternoon the Information Service Department will be going to the Valley Center for the Blind to participate in a demo of the website and online services when accessed through assistive technology. Mulhall recently returned from the CSUN Assistive Technology Conference, where she received a wealth of information related to accessible websites and other online content. The Airports is partnering with The Arc Fresno-Madera Counties for the Wings for Autism program. On May 13 they will partner to provide simulations of air travel for individuals with intellectual and developmental disabilities and their families. The Police Department, in conjunction with NAMI has begun Crisis Intervention Training for officers. This is a 40 hour course designed to give law enforcement officers tools to more effectively respond to mental health crises and for de-escalation strategies. Members of the public have asked that the following events be announced: Exceptional Parents Unlimited is having their Fiesta de los Ninos on 5/20. California Telephone Access Program is holding free hearing screenings on 3/15 and 4/3. 5. Unscheduled Communication / Public Comments Glenna Gammel addressed the commission, stating that she is a member of the RICV Disability Advocacy Team. on 3/17 at 1:30pm there will be a presentation on the Careable Act from the State Council on Developmental Disabilities. Sarah Harris addressed the commission, sharing that there is a California Council of the Blind flap jack fundraiser on 3/20 at the West Shaw Applebee's. Yonas Paulos addressed the commission, expressing gratitude to FAX personnel for meeting with him and for the work on the demo of L street. The DAC is generally legally prohibited from taking any action on informationpresented in unscheduled communication until subsequent meetings. 6. Presentations 6-A. ID17-387 Police Department CodeRed Notification System Sergeant Reynolds and Officer Barajas provided a demonstration of the Code Red System. Code Red is a high-speed emergency/community notification solution to help keep residents and businesses informed with important information that may immediately impact their safety. The system uses multiple modalities for communication including calls, text, email, voice text, tdd/tty, twitter, Facebook, and in the future video. Member Elvington asked for clarification if this system is different than Amber Alerts and alerts of the Emergency Broadcast System. Officer Barajas responded in the affirmative, that this was only used for personnel and residents who either have registered or whose numbers were provided by the vendor. Member Elvington asked if this could be used to inform individuals when there are helicopter police activity in the area. Officer Barajas responded that the system is flexible and there are diverse options for utilizing it. Vice Chair Potter asked if this system could be used during disasters and emergency incidents. Officer Barajas responded that yes, it could be used that way. The Fresno County Sheriff's Department uses a different system so when they send out alerts the city could duplicate the message and send out Vice Chair Potter followed up asking if the jurisdictions were able to share the information and use of the systems. Barajas stated that this is possible, and that Clovis is using the same system. Vice Chair Potter asked when it would be rolled out to the public. Officer Barajas stated that it is currently operational and they are soft testing it as needed. As soon as they have the online registration available they will do a press release for the public to sign up. Potter followed up to ask if parents would be able to use the school address for alerts near their kids. Barajas responded in the affirmation, mentioning that schools typically have their own notification system as well. The floor was opened for comments from members of the public. Sarah Harris asked if a person doesn't have the application on their phone, but have subscribed using their home address, would they still receive notifications? Barajas responded in the affirmative. Glenna Gammel asked if she would receive a phone call if she registered. Barajas stated that yes, and first it would announce that it is a message from Fresno Police Department. Sam Morgan asked if a person can register with multiple forms of contact? Barajas responded yes. Morgan followed up asking if it would prioritize or send alerts to all modes? Barajas responded all modes. Morgan asked about the cost and comparability to Everbridge. Barajas stated that it is comparable and that it costs about 10% of the cost of competitors. Secretary Mulhall mentioned that in the future they hope to use the system to send out video messages alerts in sign language. Barajas added that currently they have the option of attaching mpeg files to email messages. Member Elvington commended Fresno Police Department for the use of a system that has multiple modalities, as this will reach the greatest number of people with disabilities. 7. Subcommittee Reports 7-A. Outreach Subcommittee Nothing to report. 7-B. Transportation Subcommittee Commissioner Randall reported that there is a small test group for Handy City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final March 14, 2017 Commission Ride reservations thorugh the Interactive Voice Response (IVR). They are already getting good feedback and the testing will continue. 8. Task Forces ID17-385 Police Department Policy Task Force Report Appointed to this Task Force are Member Elvington, Member Flores, and Community Member Sam Morgan. The task force reported that they had reviewed the policy and were providing comments directly. ID17-382 Website Review Task Force Report Appointed to this task force are Member Randall, Member Schleef, and Community Member Sarah Harris. Harris commented that there were many issues that she noted, including issues with labels missing on buttons, icons, and links as well as menus reading things off in duplicate. Member Schleef noted that she did not have issues visually with navigating the website but noted that there were multiple videos without captioning or transcripts. Secretary Mulhall stated that she would be meeting weekly with the webmaster to focus on the accessibility remediation efforts.
