Present 6 - Chairperson Frances Reyes Acosta, Board Member (ex officio) Carlos Duarte, Board Member Heather Flores, Vice Chair Mary Beth Randall, Board Member Susan Coulter, and Board Member Norman Norwood Excused 2 - Board Member Ken Elvington, and Board Member Dr. Jenelle Pitt 2. Approval of Agenda On motion of Board Member Flores, seconded by Vice Chair Randall, the above item was approved. Approval of Minutes City of Fresno ***Subject to Mayoral Veto Page 1 Disability Advisory Meeting Minutes - Final December 12, 2017 Commission ID17-1664 Approval of the Disability Advisory Commission Minutes from October 10, 2017 Member Coulter indicated a spelling error. On motion of Vice Chair Randall, seconded by Board Member Flores, that the above Action Item be approved as amended. The motion carried by the following vote: Aye: 5 - Chairperson Reyes Acosta, Board Member (ex officio) Duarte, Board Member Flores, Vice Chair Randall, Board Member Coulter and Board Member Norwood Excused: 2 - Board Member Elvington and Board Member Pitt 4. Member Reports and Comments Chair Reyes Acosta and Member Flores provided an update on a meeting between the commission and Mayor Brand. Reyes Acosta further announced that Resources for Independence Central Valley has a new Executive Director Larry Wanger who will start on January 3, 2018. Member Flores announced that EPU has a new Director, Lowell Ens who most recently was with Stone Soup. Member Norwood recently represented the DAC at the Fresno County Voters Advisory meeting. He was able to test equipment and gave input on issues that he noted. 5. Secretary's Report Secretary Mulhall shared that the City has created a Frequently Asked Questions brochure on Service Animals which are available. Attendees are welcome to take a stack for their advocacy efforts. 6. Unscheduled Communication / Public Comments The following individuals addressed the commission. Yonas Paulos shared that he recently began attending the Housing Authority public meetings to represent issues related to veterans and homelessness. Member Duarte responded briefly about the requirements for service animals under the FTA and offered to discuss more with her later. Jan Carmichael commented on the discussion about the businesses that the Mayor is bringing into Fresno, stating that the education of businesses on employing people with disabilities should be the responsibility of job development organizations, rather than the city. Veronica Hernandez, Vice president of the California Council of the Blind, shared that she is currently an FUSD volunteer with their VI program. She indicated that CCB is interested in being involved with outreach events or activities and can be contacted. Dr. Bill Dailey stated that he has had an issue with service dogs at the Table Mountain Casino, which has stringent requirements for service dogs. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Action Item ID17-1670 Approval of the 2018 DAC Schedule On motion of Board Member Flores, seconded by Vice Chair Randall, that the above Action Item be approved. Presentations ID17-1669 Accessible Fresno Small Business Initiative Overview Secretary Mulhall provided an overview of the Accessible Fresno Small Business Initiative, a proactive program to encourage businesses to take steps toward construction related accessibility compliance. The program consists of free training and resources and will eventually offer Certified Access Specialist (CASp) inspections to eligible businesses at no cost. Member Duarte noted that this program will be a good benefit for people with disabilities and for business owners. The floor was opened for public comment on this item. Jerry Zuniga from Habitat for Humanity asked how many business license certificates are issued each year. Mulhall stated she was unsure, but knows that the invoices go out in batches, with the most recent batch being around 20,000 license renewals. Dailey addressed the commission to state that his brother is a CASp, and they are valuable people to look at access, specialists with vast knowledge. He noted that it really is a benefit for businesses, as these lawsuits are giving people with disabilities a bad name. Carmichael stated that it is excellent that the City is doing this and she has noticed that many businesses are scared when it comes to disability access. She further asked if the tax bill will impact the Disability Access tax initiative. Mulhall was unsure and will investigate. She further asked if there was money available to do PR for commercials and announcements. Mulhall stated that she would look into this and will continue to work with news agencies to produce stories on this. Outreach Subcommittee Chair Reyes Acosta stated that the work of this committee is on hold. 9-B. Transportation Subcommittee Member Duarte reported that the Ticket Vending Machines (TVM) will be rolling out on February 19; prior to the roll out subcommittee members Hyatt and Harris will be testing. In November the Handy Ride On Time Performance (OTP) was 97.5%. From December 1 through 12 it is at 90.5% and they anticipate this will improve as the month progresses. They have implemented charts that show individual driver OTP to assist with their performance awareness. They are working on customer service improvements and training on geocoding. There were issues brought up in the meeting in regards to the cleanliness of the buses, communication, and transparency, which will be addressed by staff. The floor was opened for public comment. Yonas Paulos addressed the commission to give kudos for the FAX commercials that he saw.
