Member Pitt attended via phone. Approval of Minutes ID18-0365 Approval of the Disability Advisory Commission Minutes from February 13, 2018 On motion of Board Member Coulter, seconded by Board Member Elvington, that the above Action Item be approved. Member Reports and Comments Member Coulter reported the that Deaf and Hard of Hearing Service Center is beginning a collaboration with the Fresno Police Department domestic violence unit and will be meeting soon to discuss communication needs in these circumstances. 5. Secretary's Report Secretary Mulhall reported that the presentation by the Landscape division has been moved to May. They will present about the new contract with SVS, a company that provides employment services to people with intellectual and developmental disabilities. Next month will be a presentation from the PARCS department and introduction of new PARCS director Parvin Neloms. Next week Mulhall will be out of the office, presenting at the INternational CSUN Assistive Technology conference; she will be available via email and mobile phone. Mulhall reported that this year she has received multiple requests for Accessible Pedestrian System (APS) retrofits. She has a limited ADA infrastructure budget to respond to requests and won't be able to do all of them, however she is currently working with the traffic engineering division to assess and prioritize these locations. So far this year they have moved forward with installing an APS near Roosevelt High school, where there are several students who are blind/visually impaired. Unscheduled Communication / Public Comments Community member Sarah Harris, California Council of the Blind and RICV Bridges Counselor addressed the commission. She extended an invitation to attend a pancake breakfast fundraiser that will support their summer program. On April 7 and 8 CCB will host a book signing and storytime at Barnes & Nobel. See her for more information about both events. Liz Zemke, RN addressed the commission to share that April is Limb Loss Awareness month. on April 14 there will be a gait and mobility clinic at CSUF. On April 20 there will be a fun day prosthetics clinic at Children's Hospital, with events for kids including horseback riding by the Heart of the Horse. Yonas Paulos addressed the commission to state that he recently met with District 6 Council member Bredefeld about his concerns for homeless veterans. He stated that the next Housing Authority meeting will be on March 14 at 12pm. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Action Items 8. Presentations ID18-0367 Public Works Department Traffic Operations Center Christopher Salazar, Traffic Operations Center (TOC) manager presented to the commission about the functions of the TOC, which maintains the signal timing on over 600 signal throughout the city and county, which includes the City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final March 13, 2018 Commission Intelligent Transportation System (ITS). Salazar provided information about the signal prioritization and timing for the Q bus, stating that pedestrians will always have the priority if they have actuated the pedestrian signals.Member Duarte asked about the minimum time for pedestrian crossing. Salazar responded that they follow the guidelines in the CA Manual on Uniform Traffic Control Devices (MUTCD) however they can make adjustments when requested. Member Elvington asked about the ability to press one button to actuate for both North-South as well as East-west, such as at the APS at Tulare/P. Salazar responded that that is not possible with the technology. Member Norwood asked about the standard height of the push button. Salazar responded between 32 inches and 42 inches. Norwood relayed that at Bullard and Blackstone he has noted that the adjacent car lot tends to knock over the push button pole a lot, each time the pole is replaced the button is higher. Salazar responded that the city does these repairs and they should be within the appropriate height ranges for the standards. He stated that these kinds of issues can be reported via FresGo, which gets a quick response from their division. Vice Chair Randall asked if it might be possible to move or retrofit poles in the right of way. She provided an example of the Northeast corner of Gettysburg and Cedar, where there is one pole that is further away than the other. Mulhall responded that capital projects address these. When there are retrofits it can be a challenge to identify the best location, which sometimes in a non-standard location. Sarah Harris addressed the commission, stating that near the center for the blind there is an extended press and asking why it is there, why that isn't at all locations, and what percentage of locations have this. Mulhall responded stating that this was put in at the request of the center. Requests for this can be run through the ADA Office. The other location that this was requested and implemented was at Fresno/Shields, near RICV. Mulhall stated that it is not standard because it makes an impact on the traffic synchronization and requires a bit of tricky coordination for the TOC. These are the only two known locations. Glenna Gammel addressed the commission, stating that some intersections don't provide enough time for crossing and asking what can be done. Salazar responded to report these locations on Fresgo and they will adjust City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final March 13, 2018 Commission the timing. Veronica Hernandez addressed the commission to inquire about the maintenance schedule. Salazar responded that they are inspected annually but that they will respond immediately when maintenance issues are reported on Fresgo. Kenny Claussel addressed the commission to ask about how to get a dedicated left-turn signal at an intersection, asking specifically about the one at Shaw/Valentine. Mulhall responded that Traffic Engineering creates a left-turn phasing priority list annually. Each location is assessed based on a specific set of warrants and priorities based on those. These are then used to request grant funding for improvements, so the actual timelines for retrofitting vary depending on whether or not certain locations have been funded. Mulhall will look at the list and see if Shaw/Valentine is on it. ID18-0366 High Speed Rail Update Toni Tinoco, Public Affairs for the High Speed Rail (HSR) Authority provided an overview of the project and impact to the Central Valley, including the design efforts and the plans for the rail cars. Member Duarte noted that they intend to have two wheelchair spaces per car and asked how many cars will be in a train. Tinoco responded that there will be eight to twelve cars. Member Norwood asked how many total passengers they anticipate will fit on a train. Tinoco responded 450 passengers. Vice Chair Randall stated that with 11 cars and only two wheelchair spaces per car 22 people will fill the space quickly. She encouraged HSR to consider adding additional accessible spaces. Tinoco stated that they will look into this, primarily looking at Amtrak for best practices. She noted that there would be priority for people with disabilities, but that eventually it will be a private company, such as with Amtrak, that is running the train with HSR oversight. Randall further asked if there would be a route to Oakland via Richmond. Tinoco responded that there would not be, however they are designing the routes to connect to existing systems such as Cal-Train and BART. Member Duarte and Member Norwood both volunteered to test and provide feedback. Tinoco responded that it would probably be two to three years before they begin testing, and welcomed their participation at that time. He asked the speed of the train. Tinoco responded that the train will be able to go 22o MPH with passengers and up to 240 mph for testing. Member Coulter asked what kind of visual displays will they have for people who are Deaf or Hard of Hearing, and especially during an emergency incident. Tinoco responded that they will be following the federal government requirements related to communication of information. Member Norwood asked if there were examples from ofter systems that they have reviewed tha have access. Tinoco will look into this. Member Elvington noted that the system is probably around 15 years away, so there needs to be consideration about the aging population. two accessible spots per train won't be enough. Tinoco expressed understanding, stating that those are minimum requirements and they will look into going beyond the minimums. Member Norwood asked if the aesthetics and amenities of the stop in Fresno would be on part with what will been seen in some of the other big cities in the state, noting that Fresno should be treated as a destination location. Tinoco responded that they City will be taking the lead in station planning, holding a host of workshops for input. All stations will be designed to be comparable in amenities and feel. Tristan Kelly, CCB member, addressed the commission to ask who owns the property, as state is required to work with Randolf Shepherd vendors. Tinoco responded that the state owns it and that she will bring this up to the labor team to make sure they are aware of the requirements under the act. Kelly further noted that he has seen models from Japanese trains that include four accessible spaces in a car. Sarah Harris addressed the commission to provide a CCB contact card to Tinoco if HSR is interested in connecting with the blind community. Glenna Gammel addressed the commission to ask how HSR is approaching wayfinding in the cities. Tinoco responded that they are placing the stops near existing systems in all Cities, such as Greyhound, Amtrak, BART, and FAX. Yonas Paulos addressed the commission to ask about the projected cost for riders. Tinoco responded that they are trying to keep the cost lower than air travel. It is projected that from San Francisco to LA it would be $80 one way, City of Fresno ***Subject to Mayoral Veto Page 6 Disability Advisory Meeting Minutes - Final March 13, 2018 Commission so from Fresno to either destination is projected at around $40. Member Duarte asked what is the cost to the HSR system per passenger, providing an example from the FAX and Handy Ride systems. Tinoco responded that she is unsure. 9. Subcommittee Reports 9-A. Outreach Subcommittee Member Pitt reported that the Outreach subcommittee is partnering with the CSUF Humanics program in the fall to produce the media resource guide. They are still looking for public input on questions that should be answered with the guide. Vice Chair Randall asked if they have a draft ready? Pitt responded that is a first draft that will be provided to the students from which they can develop a larger guide. Gratitude was extended to community member Gammel for volunteering to participate on the subcommittee. 9-B. Transportation Subcommittee Member Duarte reported that he and member Randall reviewed the Ticket Vending Machines (TVM) again last week in addition ot the testing that was done by the task force. He encouraged members of the public to continue to provide feedback on their experiences. Gratitude was extended to subcommittee member Harris for writing the report on the TVM testing. 10. Task Forces ID18-0368 Airports SARA Task Force Member Duarte and Community Member Veronica Hernandez provided a report on the Service Animal Relief Area (SARA) task force meeting that was recently held with the airports and their SARA designer. They provided a recap on the feedback that was provided, including related to wayfinding, floor materials in the SARA, handwashing, tactile maps, low vision considerations, and education of staff.
