Call To Order The meeting was called to order by Chair Randall at 10:07am Present 6 - Chairperson Mary Beth Randall, Vice Chair Frances Reyes Acosta, Board Member Susan Coulter, Board Member (ex officio) Heather Flores, Board Member Norman Norwood, and Chairperson Jenelle Pitt Excused 1 - Board Member Ken Elvington Absent 1 - Board Member (ex officio) Carlos Duarte 2. Approval of Agenda On motion of Vice Chair Reyes Acosta, seconded by Board Member (ex officio) Flores, the above item was approved. Approval of Minutes ID18-1200 Approval of the Disability Advisory Commission Minutes from September 11, 2018 On motion of Vice Chair Reyes Acosta, seconded by Board Member Coulter, that the above Action Item be approved. Member Reports and Comments Member Flores reported that on Tuesday October 16, 5:30pm, Assemblymember Jim Frazier will hold a hearing on Intellectual and Developmental Disabilities and the Lanterman Act at the City Hall Council Chamber. All are invited to attend. Flores further reported that the Step Up for Down Syndrome event will be held on October 20. October is Down Syndrome Awareness month. Vice Chair Reyes Acosta reported that Net Neutrality provisions were passed by Governor Brown for the state of CA. She further reported that RICV has updated their website and posts many events on the website. Chair Randall reported that October is Disability Awareness month and White Cane Day is on October 15. Member Norwood shared that later this afternoon he will provide a training and share about the DAC at the spinal cord support group. 5. Secretary's Report Mulhall reported that the new paratransit specialist, Robert Mesel, will start on October 15. The Facilities Transition Plan Addendum should be ready by the December meeting. On November 14 the CA Commission on Disability Access will be holding an accessibility forum in Fresno, focused on the Restaurant Industry. The Awards ceremony will be held on October 11, at 9am in City Hall Council Chambers. Mulhall introduced Staff member Dawn Lang, who works in the City Attorney's office and is interested in appointment to the DAC as an ex officio member. Unscheduled Communication / Public Comments The following members of the public addressed the commission. Sarah Harris hared that RICV Self Advocacy conference registration is open at www.ricv.org. Other events upcoming include an Alexa workshop on October 23 and the Disability Advocacy Team meeting on October 19. Yonas Paulos shared that Government bill AB 2162 will speed up the housing assistance for homeless. He further shared that the League of Women voters will have a legislative forum tomorrow where they will discuss the gas tax and other ballot measures. Tommy Tahami shared that there are drainage issues at Fresno/Webster and that alley clean up is an issue. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Presentations 7-A. ID18-1201 Southern Blackstone Avenue Smart Mobility Plan Long Range Planner Rodney Horton and Keith Bergthold of Metro Ministries presented about the Southern Blackstone Avenue Smart Mobility Plan, expanding on the objectives and the steps taken to date. The floor was opened for commission comment and questions. City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final October 9, 2018 Commission Member Pitt noted that the complete street example is from Palo Alto, an area with significantly higher tax revenue, stating that there should be a poverty comparison. Member Flores asked if the rail road crossing on Blackstone near Fresno City College will be included. Horton responded no, but it is being studied separately. Vice Chair Reyes Acosta asked how they are including people with disabilities in the planning process, and to which community groups have they done outreach. Horton responded that they have had some individuals with disabilities come to the steering committees. Bergthold stated that that is part of the purpose in being here now with the DAC, as they are in the visionary stage of the plan. Member Norwood stated that he is on Blackstone Avenue on a daily basis, with good perspective of the needs. He has noted that in addition to the infrastructure, there are issues with sandwich boards, food carts, cell phone vendors, and other sidewalk obstructions. He recommends that this effort includes an increased enforcement as a gap measure until the sidewalks are able to be widened. The floor was opened for community member comments. Glenna Gammel stated that crosswalks can be impossible, because cars don't look before turning right. This is an area where she sees a need for improvement. Sarah Harris strongly encouraged including the community to look at usability, not just compliance. She inquired about the dates and timelines for the efforts. Horton responded they are in the planning, study, and drafting stage. When the draft is available he requests that the DAC and community review and provide comment. Reva Guimont requested intentionality in coming back to the DAC and disability community, so that it is not overlooked. City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final October 9, 2018 Commission Yonas Paulos stressed that adequate street lighting is important for people who have visual impairments and should be included in the Blackstone plan. Member Pitt emphasized the necessity of a diversity and inclusion mindset, especially with the development of mixed use zones. Vice Chair asked for volunteers for appointment to a task force to participate in the planning meetings and to review the draft plan when it is available. ID18-1202 ADA Title II Annual Report Mulhall presented an overview of the ADA Title II Annual Report and distributed print copies. 8. Subcommittee Reports 8-A. Outreach Subcommittee Member Pitt reported that they are still working with CSUF to identify the Humanics students that will work on the project. 8-B. Transportation Subcommittee The commission requested that the following items be discussed in the next subcommittee meeting: 1) Trip durations for Handy Ride; and 2) Issues with Ticket Vending Machines.
