ID18-1526 Approval of the Disability Advisory Commission Minutes from October 9, 2018 On motion of Board Member Coulter, seconded by Vice Chair Reyes Acosta, that the above Action Item be approved. Member Reports and Comments Chair Randall announced that the Mayor has selected Dawn Lang as a new ex officio member of the commission, pending council confirmation in early January. Vice Chair Reyes Acosta announced that RICV is holding a flapjack fundraiser in February to raise money for transportation to Capital Action Day. Tickets are available for $10. 5. Secretary's Report Secretary Mulhall reported that the Convention Center ADA improvements are currently under construction. This includes renovation to the parking lot and restrooms at Selland, New Exhibit Hall, Valdez Hall and Saroyan theater as well as an auditorium. Vice Chair Reyes Acosta asked if people with disabilities had an opportunity to review the design; Mulhall responded in the negative, however a CASp was involved and Mulhall had an opportunity to review. Reyes Acosta requested that in the future people with disabilities be given a chance to review plans during design. Mulhall shared that the new City Hall accessible exterior doors on the second floor are nearly completed. City Hall will have new security measures, which should be effective by mid-February. The first floor will become the only public entrance, and will include metal detector screening for entry. Member Norwood noted that his wheelchair does not always fit through security screening devices, and recommended that that be a consideration when choosing equipment. Chair Randall stated that there needs to be training for security personnel related to people with disabilities and service animals, which often set off metal detectors with their tags and harnesses. Mulhall will take these concerns to Facilities Management. Mulhall reminded commissioners that they need to complete Ethics training online before the end of the year for compliance with state regulations. Mulhall shared information about upcoming workshops for the Housing and Community Development Division to get input on where grant funding should be applied. Members of the public are highly encouraged to attend. 6. Unscheduled Communication / Public Comments Yonas Paulos addressed the commission. He shared about an experience being assaulted at City View apartments and that he recently has moved to Easton as a result of feeling unsafe. He shared information about various events in the community for homeless veterans. Vidal Medina, Resources for Independence, Central Valley (RICV) Systems Change Advocate addressed the commission to introduce himself, indicating he will continue to attend the meetings on behalf of his agency. The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Action Items 7-A. ID18-1527 Public Works Grants Update Shelby MacNab, Public Works Grand Administrator, presented about the available grants, their criterion, and the application process. Member Norwood asked if there is a meeting schedule for public input on planning efforts. MacNab responded that the Long Range Planning Division has a schedule for meetings on their website; she will provide the link to Mulhall for distribution. Member Norwood asked how Public Works addresses gaps in the sidewalk, noting for example that there are many areas of Herndon avenue that are undeveloped. MacNab responded that sidewalk installation is typically development-based. Typically grants disallow the new development of infrastructure and Herndon area is particularly challenging because they are not categorized as a disadvantaged area eligible for grand funding. She did note, however, that some trail-fill projects on Herndon have been funded, as well as the completion of sidewalks in the residential neighborhood of Pinedale as a CDBG grand. CDBG grants can connect neighborhoods to schools in disadvantaged areas. The floor was opened for public comment. Community member Rain Chamberlain addressed the commission with a comment regarding the categorization of disadvantaged versus advantaged neighborhoods. They stated that Herndon has many medical & specialist offices, as well as SSI offices which are accessed by people with City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final December 11, 2018 Commission disabilities. The neighborhoods may not be disadvantaged, but the people accessing services in the area may be. MacNab responded that the State designs the criteria and assessment tools, and at this time it does not take into account the users of the space. If there is an opportunity for comment on the state assessment tool, MacNab will forward to Mulhall for distribution to the community. Vice Chair Reyes Acosta stressed the importance of the community staying involved in providing input. Member Flores requested that grant applications not just quantity the accommodations for people with disabilities, but also show how accessibility features such as curb ramps can aid all people, for example parents with strollers. 7-B. ID18-1528 2019 DAC Meeting Schedule On motion of Vice Chair Reyes Acosta, seconded by Board Member (ex officio) Flores, that the above Action Item be approved. Task Forces 8-A. ID18-1530 Southern Blackstone Avenue Smart Mobility Plan Task Force Member Norwood represented the commission at the Better Blackstone meeting in November, which consisted of a presentation and breakout session to discuss the needs. He was able to provide recommendations regarding sidewalk widths, sidewalk texture, maintenance of existing sidewalks, landscape concerns with root lifts, issues with utility boxes, as well as concerns related to the cleanliness of sidewalks and issues with wheelchairs going over glass/thorns. There was discussion about the need for more pedestrian crossing points between Shaw and Gettysburg. City of Fresno ***Subject to Mayoral Veto Page 5 Disability Advisory Meeting Minutes - Final December 11, 2018 Commission Norwood shared an issues with one corner where a curb ramp was not installed with the Blackstone Overlay between Shaw and Ashlan. Mulhall responded that she had investigated this and found that it was technically infeasible to construct the ramp with the existing drainage, underground utilities, and insufficient right of way. Norwood recommended painting the curb red so that there is room for a person in a wheelchair to use the shoulder. Norwood will attend the next Blackstone meeting in February. The floor was opened for public comment. Vidal Medina addressed the commission stating the importance of community comments and outreach in the planning process. He shared a story of having going out in the field with city staff so that they could better understand the pedestrian experience of people with disabilities. 8-B. ID18-1529 Other Power Driven Mobility Device Policy Development Mulhall indicated that the City is developing a new policy on Other Power Driven Mobility Devices, requesting a DAC task force to assist and provide input. The following commissioners and community members volunteered and were appointed by Chair Randall: Vice Chair Reyes Acosta, Member Norwood, Glenna Gammel, and Rain Chamberlain. 9. Subcommittee Reports 9-A. Outreach Subcommittee Member Pitt emailed a report, which was presented by Secretary Mulhall. They are still waiting to receive interns from the CSUF Humanics program, and are hopeful that will happen this Spring Semester. 9-B. Transportation Subcommittee Vice Chair Reyes Acosta provided a summary of the transportation subcommittee meeting that was held early this day. Keolis has formed an advisory committee; interested individuals can reach out to Cliff Hathaway. There are fixed route changes that are coming in January. Chair Randall appointed Paratransit Specialist Robert Mesel to the Transportation Subcommittee.
