Call To Order Vice Chair Reyes Acosta called the meeting to order at 10:10am. Present 4 - Vice Chair Frances Reyes Acosta, Board Member Susan Coulter, Board Member Heather Flores, and Board Member Jenelle Pitt Excused 3 - Chairperson Mary Beth Randall, Board Member Ken Elvington, and Board Member (ex officio) Dawn Lang 2. Approval of Agenda 3. Approval of Minutes ID19-1514 Approval of the Disability Advisory Commission Minutes from March 12, 2019 On motion of Board Member Coulter, seconded by Board Member Flores, that the above Action Item be approved. The motion carried by the following vote: Aye: 4 - Vice Chair Reyes Acosta, Board Member Coulter, Board Member Flores and Board Member Pitt Excused: 3 - Chairperson Randall, Board Member Elvington and Board Member (ex officio) Lang 4. Member Reports and Comments The Commission held a moment of silence in recognition of Commissioner Norman Norwood Jr, who passed away unexpectedly the week prior. Members provided reflections on the time shared with Commissioner Norwood. He will be missed. Services will be held on April 15 and 16; The Mayor will provide a proclamation in remembrance on May 2. City of Fresno ***Subject to Mayoral Veto Page 1 Disability Advisory Meeting Minutes - Final April 9, 2019 Commission Member Flores reported that Central Valley champions award gala was held, honoring 14 individuals. Member Coulter reported that DHHSC will have 35th anniversary even on 5/11 Falls Event Center, the keynote will be Deafies in Drag. Tickets are $35 and available at the agency. Vice Chair Reyes Acosta reported attending health care forum yesterday under Fresno Metro Ministries. The purpose was to get input on what was happening with Healthcare in the community. The top issues were money, and transportation was the second most pressing issue identified as a barrier. They are doing a campaign “Bring the community to light." People are encouraged to take a picture of the issues in the community then email and say why photo is important – send to Fresnohealthneeds@gmail.com. 5. Secretary's Report No report. 6. Unscheduled Communication / Public Comments Rain Chamberlain addressed the commission stating that they moving out of state. They will no longer be able to serve on the transportation subcommittee, and noted that it has been amazing to work with everyone in the DAC transportation Subcommittee meeting. Vidal Medina addressed the commission to say a few words of remembrance for Commissioner Norwood. The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Presentations 7-A. ID19-1515 Brown Act & Roberts Rules Refresher Mulhall presented an update of Brown Act and Roberts Rules of Order. Vice Chair Reyes Acosta commented on the importance of using the Roberts rules, as an important element of getting work done in a professional manner. No public comment. 8. Subcommittee Reports 8-A. Outreach Subcommittee Member Pitt reported that the subcommittee needs to coordinate a meeting to figure out what we need to do and gather input. Previous stakeholder is for the Media Resource Guide is no longer available and the committee needs to move in a different direction. A meeting will be scheduled in May. Member Flores indicated that she has a research assistant, Dr. Layota Roderick, in her office who may be able to assist when she returns to the office, after July 1. 8-B. Transportation Subcommittee Vice Chair Reyes Acosta reported. The Subcommittee discussed moving forward with how members of the public and service organizations can best City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final April 9, 2019 Commission communicate with both FAX and Handy Ride. FAX presented the ADA Self Evaluation and Transition Plan and the next progress steps. The consultants revising that report needs to have the contract renewed before we can move forward with public outreach portion. Discussed the issue of whether or not riders need to stand at the bus stop for the bus to stop. Public comments Phil Arballo of the Bicycle and Pedestrian Advisory Committee stated he was not able to be at the subcommittee meeting, doesn’t know what was discussed. What were some of the solutions that had come up with? Mulhall responded with a recap, that there was a disparity between the rider guide and driver policies. Best practice and policy is to stop at every stop. Driver alert was put out, updates to the rider guide will include consulting with community members. Arballo suggested that some sort of audible system or location device that could announce the bus arriving might be worthwhile. Clearly there is a cost, but might be considered. Transportation subcommittee member Harris expressed gratitude for these kinds of comments and suggestions. She noted that the contract with SZS has to be renewed before can move forward with the ADA Plan, which is why the public comment aspect has not happened yet. Mulhall provided additional information about the contract, which goes before council for approval in May. Transportation subcommittee member Mesel stated that he was shocked by Fitzpatrick’s issue, filed an internal complaint. He further stated that the SZS report is an outline only, not a draft. Vidal Medina addressed the commission stating the subcommittee was a good discussion about best practices and doing the right thing. He stated that it is encouraging that they are listening to the riders experiences and making changes. He discussed the importance of being able to sit at a bus stop when one has a disability.
