CALL TO ORDER Chair Elvington called the meeting to order at 10:37 a.m. Of the 6 members, 3 were present. Introductions were made. Vice Chair Turpin shared her thoughts regarding the situation abroad in Israel and Gaza. Present 3 - Chair Ken Elvington, Vice Chair Nicole Turpin, and Board Member Susan Coulter Excused 2 - Board Member Birdevinder Rickie Dhillon, and Board Member Frances Reyes Acosta Absent 1 - Board Member Carlota Kincaid 2. APPROVAL OF AGENDA On motion of Vice Chair Turpin, seconded by Board Member Coulter, the above AGENDA was APPROVED. APPROVAL OF MINUTES ID 23-1492 Approval of the Disability Advisory Commission Minutes from April 11, 2023 On motion of Board Member Coulter, seconded by Vice Chair Turpin, the above Minutes were APPROVED. The motion carried by the following vote: Aye: 3 - Chair Elvington, Vice Chair Turpin and Board Member Coulter Excused: 2 - Board Member Dhillon and Board Member Reyes Acosta Absent: 1 - Board Member Kincaid 4. MEMBER REPORTS AND COMMENTS Chair Elvington stated that the Department of Rehabilitation has moved their offices to Workforce Connection located at the Winepress Shopping Center, 3150 W. Shaw Avenue in Fresno. They will be providing more services to their clients. Member Coulter spoke about upcoming services for the public. Central Valley Fair Housing will be having their 26th Annual Training Conference on October 31, 2023. 32nd Valley Deaf Festival is scheduled for November 18, 2023 from 10 a.m. to 4 p.m. Vice Chair Turpin stated that Gazebo Gardens will be having a Rainbow Wonderland Garden Party on October 15th. Proceeds will go to the LGBTQ2+ Scholarship fund. Tickets are $30.00. 5. DAC SECRETARY AND ADA COORDINATOR REPORT DAC Secretary Diane Longoria announced that she will send out DAC community announcements once a week. ADA Coordinator Joe Hinojosa briefly announced that a Senior Housing Center is in the works. It will be a two story, 30 thousand square feet of interior space. Onsite parking will include 192 parking stalls, community room and more. The proposed project will also include 82 units of senior housing and 20 thousand square feet of open area. He also updated the commission as to upcoming initiatives and projects he will be working on as it pertains to public accessibility and right-of-way transportation plan. 6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS Upon call three public comments were received. This portion of the meeting is reserved for persons desiring to address the subcommittee on matters not on this agenda. Your presentations are limited to three minutes per person. Please be aware that the subcommittee is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. ACTION ITEM ID 23-1493 FY24 Chair/Vice Chair Selection The DAC Commission members shared their thoughts and comments regarding Chair and Vice Chair appointments. Vice Chair Nicole Turpin has accepted the nomination of Chair and Member Susan Coulter has accepted the nomination for Vice Chair for the FY23/24 DAC Commission. Upon call 1 public comment was received. ID 23-1494 Review of Housing and Transportation subcommittee Members ADA Coordinator Joe Hinojosa reviewed with the DAC Commission the role of each of the sub-committee members for Housing and Transportation. The discussion centered around support and participation in terms of assigning alternates. In addition to proposed meeting date changes for 2024. Further discussion on this subject will continue at the next DAC Commission meeting. Chair Elvington will be an alternate for the Transportation Sub-committee. Member Coulter will be an alternate for the Housing Sub-committee. ID 23-1495 DAC Awards Conversation DAC Awards Conversation - It was the consensus of the Commission not to cancel the DAC Awards and to start the process this fiscal year. This will be discussed further at the next DAC Commission meeting where the Commission can identify exact dates. 8. SUBCOMMITTEE REPORTS a. TRANSPORTATION SUBCOMMITTEE ADA Coordinator Joe Hinojosa briefly gave an update from the last Transportation Sub-committee meeting. He spoke about accessible pedestrian signal procedures. Also, Public Right-of-Way Accessibility Guidelines (PROWAG). These guidelines are beneficial and provides guidance as it pertains to construction projects such as bus stops, sidewalk and crosswalks. Once the Department of Justice and the Department of Transportation approve these guidelines, they will essentially become laws and will need to be adhered to. ADA Coordinator Joe Hinojosa will provide the DAC Commission ranking information as it pertains to Public Right-of-Way Accessibility Guidelines. b. HOUSING SUBCOMMITTEE ADA Coordinator Joe Hinojosa stated at the last Housing Sub-committee, Casey Lauderdale from Planning and Development gave a presentation on the Tower District Specific Plan Update. 9. ADJOURNMENT Meeting adjourned at 11:55 a.m. Future DAC Topics: Blue Curb requirements, DAC Award Requirements and Sub-Committee Member Alternates and removals.
