CALL TO ORDER Chair Turpin called the meeting to order at 10:35 a.m. Of the 6 members, 5 were present. Introductions were made. Chenier Derrick arrived at 10:40 a.m. Present 5 - Board Member Ken Elvington, Chair Nicole Turpin, Vice Chair Susan Coulter, Board Member Birdevinder Rickie Dhillon, and Board Member Chenier Derrick Excused 1 - Board Member Frances Reyes Acosta 2. APPROVAL OF AGENDA On motion of Board Member Elvington, seconded by Board Member Dhillon, the above AGENDA was APPROVED. APPROVAL OF MINUTES ID 23-1802 Approval of the Disability Advisory Commission Minutes from October 10, 2023 On motion of Board Member Dhillon, seconded by Board Member Elvington, the above Minutes were APPROVED. The motion carried by the following vote: Aye: 5 - Board Member Elvington, Chair Turpin, Vice Chair Coulter, Board Member Dhillon and Board Member Derrick Excused: 1 - Board Member Reyes Acosta 4. MEMBER REPORTS AND COMMENTS Vice Chair Coulter stated that DHHSC had their annual Valley Deaf Festival fundraiser in November. It did not go as well as expected. They will be making changes in the future. DHHSC is partnering with the Bridge Deaf Fellowship to host the Holiday Lunch for the Deaf Community on December 20th. Board Member Dhillon is a member of Leadership Fresno. Leadership Fresno is working on a community project located at the Community Gardens. She responded to questions by the Commission regarding the event and other community opportunities. 5. DAC SECRETARY AND ADA COORDINATOR REPORT ADA Coordinator Joe Hinojosa reviewed with the Commission upcoming agenda items for 2024: Blue Curb Policy, Public Right Away Transition Plan which was last conducted in 2016, APS and Master Street plan review. 6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS Upon call no public comments were received. ACTION ITEM ID 23-1803 Approve DAC Meeting Calendar 2024 On motion of Board Member Elvington, seconded by Board Member Derrick, the above Action item was APPROVED. The motion carried by the following vote: Aye: 5 - Board Member Elvington, Chair Turpin, Vice Chair Coulter, Board Member Dhillon and Board Member Derrick Excused: 1 - Board Member Reyes Acosta ID 23-1804 Subcommittee Appointments ADA Coordinator Joe Hinojosa briefly shared with the Commission Subcommittee member roles and the expertise they bring to the meetings. There was a consensus to remove Board Members who have missed 3 or more subcommittee meetings. Also, there was discussion regarding assigning alternates to the subcommittee meetings. Chair Turpin made a motion to remove the following Board Members: Transportation Subcommittee: Ken Elvington, Rain Chamberlain Housing Subcommittee: Glenna Gammel, Jerry Zuniga, Karen Jenks, Nicole Turpin and Rain Chamberlain Upon call no public comments were received. On motion of Board Member Dhillon, seconded by Board Member Derrick, the above Discussion item was APPROVED. SUBCOMMITTEE REPORTS a. TRANSPORTATION SUBCOMMITTEE Board Member Derrick stated there were technical issues at HandyRide this morning but have since been resolved. ADA Coordinator Joe Hinojosa briefly spoke about Public Right-of-Way Accessibility Guidelines (PROWAG). b. HOUSING SUBCOMMITTEE Nothing to report for the Housing Subcommittee. 9. ADJOURNMENT Meeting adjourned at 11:16 a.m. The above minutes were approved by unanimous vote of the Disability Advisory Commission during the January 9, 2024 regular meeting.
