1. CALL TO ORDER
Chair Turpin called the meeting to order at 10:32 a.m. Of the 5 members, 4
were present. Introductions were made.
Present 4 - Chair Nicole Turpin, Vice Chair Susan Coulter, Board
Member Birdevinder Rickie Dhillon, and Board Member

Excused 1 - Board Member Frances Reyes Acosta
2. APPROVAL OF AGENDA
On motion of Board Member Derrick, seconded by Vice Chair Coulter,
the above AGENDA was APPROVED as amended in removing Board
Member Ken Elvington who resigned on January 8, 2024. The motion
carried by the following vote:

Derrick, the above Minutes were APPROVED. The motion carried by

5. DAC SECRETARY AND ADA COORDINATOR REPORT
DAC Secretary Diane Longoria thanked Ken Elvington for his support and
dedication while serving on the Disability Advisory Commission.
ADA Coordinator Joe Hinojosa had nothing to report.
6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS
Upon call no public comments were received.

7. DISCUSSION

DAC Awards Discussion
ADA Coordinator Joe Hinojosa briefly reviewed the previous DAC Awards
process. After much discussion the Commission came to a consensus to

hold the DAC Awards in October especially since October is Disability
Awareness Month. The Commission would like to formally establish a Task
Force at the May 14 DAC meeting.
Upon call no public comments were received.
On motion of Board Member Derrick, seconded by Board Member
Dhillon, the above Discussion Item was APPROVED. The motion
carried by the following vote:

Blue Curb Policy
ADA Coordinator Joe Hinojosa reviewed with the Commission the current
Residential On-Street Accessible Parking policy. The policy states at the
request of a person with a disability the City will provide an accessible
on-street parking designation in front of a private residence as a means of
fulfilling reasonable modification requirements. As stated in the policy, this
reasonable modification will only be made available when a property owner
does not have a driveway that can be used for on-site parking and access or
when necessary to provide a pick-up/drop-off loading space for paratransit.
Joe Hinojosa responded to questions from the Commission regarding the
current Blue Curb Policy. After much discussion, ADA Coordinator Joe
Hinojosa is looking to revamp the policy and asked the Commission for their
thoughts and suggestions. Per the Commission, ADA Coordinator Joe
Hinojosa will draft an updated version of the policy and will bring it back to
the Commission for review/comments.

8. SUBCOMMITTEE REPORTS
a. TRANSPORTATION SUBCOMMITTEE
Board Member Derrick stated 14 cut away buses were ordered and will be
in service soon.

Nothing to report for the Housing Subcommittee.
9. ADJOURNMENT
Meeting adjourned at 11:44 a.m.

Advisory Commission during the February 13, 2024 regular meeting.

Members of the public are encouraged to participate electronically.
