CALL TO ORDER Vice Chair Coulter called the meeting to order at 10:43 a.m. Of the 5 members, 3 were present. Introductions were made. Note: The Disability Advisory Commission was moved from conference room 2165N to ADA Coordinator Joe Hinojosa's office due to double booking. APPROVAL OF AGENDA On motion of Board Member Derrick, seconded by Board Member Dhillon, the above AGENDA was APPROVED. The motion carried by the following vote: Aye: 3 - Vice Chair Coulter, Board Member Dhillon and Board Member Derrick Excused: 2 - Chair Turpin and Board Member Reyes Acosta 3. APPROVAL OF MINUTES ID 24-241 Approval of the Disability Advisory Commission Minutes from January 9, 2024 On motion of Board Member Dhillon, seconded by Board Member Derrick, the above Minutes were APPROVED. The motion carried by the following vote: Aye: 3 - Vice Chair Coulter, Board Member Dhillon and Board Member Derrick Excused: 2 - Chair Turpin and Board Member Reyes Acosta 4. MEMBER REPORTS AND COMMENTS Board Member Dhillon is part of Leadership Fresno. One of the projects they are working on is to install 25 benches at the Community Gardens facility. They were successful in installing approximately 15 to 20 out of the 25. The facility is due to open to the public in May 2024. 5. DAC SECRETARY AND ADA COORDINATOR REPORT ADA Coordinator Joe Hinojosa stated that staff have been busy working on the mid-year budget. This is a busy time for all departments. Nothing further to report. 6. Please be aware that the subcommittee is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. DISCUSSION ID 24-242 Fresno Housing Discussion with Brandon Sisk from Planning and Development Brandon Sisk from Planning and Development briefly shared with the commission what the consolidated annual action plan consists of. The City of Fresno’s 2020-2024 Consolidated Plan identified six strategic priority areas to be addressed using HUD Community Planning & Development funding. Consistent with these six priorities, and in response to the community needs assessment conducted for the 2023-2024 Annual Action Plan, the City issued or will issue requests for applications to address each priority area. Projects and activities recommended for funding include homeless prevention, affordable housing, public infrastructure & city owned facilities, public and community services, fair housing and programmatic compliance. Every year an annual action plan is prepared and presented to Council for approval. Brandon also stated that the City has a health and safety program to assist homeowners who may need assistance with the installation of safety ramps. This is one aspect of the health and safety assistance homeowners can benefit from. Brandon responded to questions from the commission. Upon call no public comments were received. 8. SUBCOMMITTEE REPORTS a. TRANSPORTATION SUBCOMMITTEE Board Member Derrick announced that 14 new cut-away buses have been City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final February 13, 2024 Commission ordered and delivered to the yard. They should be ready for service soon. b. HOUSING SUBCOMMITTEE Nothing to report for the Housing Sub-committee. The next meeting is scheduled for March 22, 2024. 9. ADJOURNMENT Meeting adjourned at 11:23 a.m. The above minutes were approved by unanimous vote of the Disability Advisory Commission during the March 12, 2024 regular meeting.
