CALL TO ORDER Vice Chair Coulter called the meeting to order at 10:46 a.m. Of the 5 members, 3 were present. Introductions were made. Present 3 - Vice Chair Susan Coulter, Board Member Frances Reyes Acosta, and Board Member Chenier Derrick Excused 1 - Board Member Birdevinder Rickie Dhillon Absent 1 - Chair Nicole Turpin 2. APPROVAL OF AGENDA On motion of Board Member Reyes Acosta, seconded by Board Member Derrick, the above Agenda was APPROVED. APPROVAL OF MINUTES ID 24-380 Approval of the Disability Advisory Commission Minutes from February 13, 2024 On motion of Board Member Derrick, seconded by Vice Chair Coulter, the above Minutes were APPROVED. The motion carried by the following vote: Aye: 3 - Vice Chair Coulter, Board Member Reyes Acosta and Board Member Derrick Excused: 1 - Board Member Dhillon Absent: 1 - Chair Turpin 4. MEMBER REPORTS AND COMMENTS Board Member Acosta announced an upcoming conference called CSUN for March 18-22, 2024. For over 38 years, California State University, Northridge's Center on Disabilities has sponsored the conference, providing a platform for researchers, practitioners, educators, exhibitors and more from around the world, to engage with each other and share knowledge, innovations and best practices to promote inclusion for all. The Public Utilities Commission is looking to do away with all hardwire. She attended one of their meetings and expressed concern regarding this recent change. This can negatively impact the disabled community. Board Member Acosta responded to questions from the Commission. Vice Chair Coulter announced that AT&T is looking at discontinuing land line services in homes. This is a concern especially for the deaf and blind community. Vice Chair Coulter announced that DHHSC is hosting an event on April 13, 2024 called "A Walk Through Deaf History". This event will feature different eras and people important to American Deaf History. For more information call 559-225-3323. City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final March 12, 2024 Commission Board Member Derrick announced that Handyride Paratransit Drivers Union reached an agreement. No risk of a strike occurring. 5. DAC SECRETARY AND ADA COORDINATOR REPORT DAC Secretary Diane Longoria had nothing to report. ADA Coordinator Joe Hinojosa stated at the next DAC meeting in April, he will take the lead in discussing the process for the Right-of-Way Transition Plan. He will also discuss a timeline for preparing the DAC Awards. 6. UNSCHEDULED COMMUNICATION / PUBLIC COMMENTS Upon call no public comments were received. This portion of the meeting is reserved for persons desiring to address the subcommittee on matters not on this agenda. Your presentations are limited to three minutes per person. Please be aware that the subcommittee is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. DISCUSSION ID 24-381 Disability Access and Educational Fund Annual Report ADA Coordinator Joe Hinojosa presented to the commission the Annual Disability Access and Education Report and fund information. The fund accomplishes three objectives: 1. Increase disability access and compliance with construction related accessibility requirements at businesses and facilities open to the public. 2. Assists local jurisdictions with hiring or retaining CASps to consult with the local agency, permit applicants, and members of the public on construction related accessibility compliance. 3. Provides outreach and educational resources for facility owners and business owners to facilitate compliance with the Americans with Disabilities Act (ADA). ADA Coordinator Joe Hinojosa responded to questions from the commission. SUBCOMMITTEE REPORTS a. TRANSPORTATION SUBCOMMITTEE On February 25 the Handyride paratransit drivers union came to an agreement and approved the union contract. Also the new paratransit vehicles will be in service soon. ADA Coordinator Joe Hinojosa will be presenting the Right of Way transition plan at the next Transportation Sub-committee meeting. b. HOUSING SUBCOMMITTEE Nothing to report for the January 26, 2024 Housing Sub-committee since it was cancelled due to lack of quorum. The Housing Sub-committee meeting for March will also be cancelled due to lack of quorum. The next meeting is scheduled for May 24, 2024. 9. ADJOURNMENT Meeting adjourned at 11:54 a.m. The above minutes were approved by unanimous vote of the Disability Advisory Commission during the April 9, 2024 regular meeting.
