Call to Order The Fresno Youth Commission met in regular session on Monday, January 13, 2020 at Fresno City Hall. Chair Guzman called the meeting to order at 5:40 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 10 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1), Commissioner Evelyn Gamble* (CD 2), Adriana Reyes* (CD 5), Commissioner Dylan Keosakdy* (CD7), and Commissioner Janette Vergara (CD 7) Absent: 0 – None Vacancies: 6 – voting seat for CD 4; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District. 1st Vice Chair Martinez was not present for roll call and joined the meeting at 5:46 P.M. 3. Review & Approve Agenda On motion of Commissioner Gamble, seconded by 2nd Vice Chair Galvan, that the agenda for January 13, 2020 be approved. The motion carried by the following vote: Ayes - 7: Duran, Galvan, Gamble, Horne, Guzman, Keosakdy, and Reyes Noes - 0: None Absent - 1: Martinez 4. Ice Breaker / Team Builder / Capacity Building Training Youth Leadership Institute Program Coordinator Jose Espinoza led the City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final January 13, 2020 commissioners in an ice breaker activity. The commissioners shared the highlights of their winter vacations. Coordinator Espinoza integrated the public speaking training (part 2) capacity building training into the Rising Youth Award item (ID 20-0094). 1st Vice Chair Martinez joined the meeting at 5:46 P.M. 5. Commissioners / Staff - Reports and Comments Program Coordinator Espinoza congratulated the commissioners for volunteering at Poverello House. He shared pictures from the event. Program Coordinator Espinoza and Commissioner Duran attended a Focus Forward event on December 13, 2019. Focus Forward is an organization dedicated to assisting incarcerated youth. Commissioner Duran shared his experience of the event. 6. Review & Approve Minutes ID 20-0091 Minutes for December 2, 2019 On motion of Commissioner Horne, seconded by Commissioner Gamble, that the minutes for December 2, 2019 be approved. The motion carried by the following vote: Ayes - 8: Duran, Galvan, Gamble, Horne, Guzman, Keosakdy, Martinez, and Reyes Noes - 0: None Absent - 0: None 7. Presentations / Workshops / Action Items ID 20-0093 Discuss and approve the Fresno Youth Commission meeting schedule This item was taken out of order and discussed first, to accommodate the Mobilizing Youth to Nix Tobacco (MYNT) presenters. The commissioners discussed their availablity for the next six months. They set the following dates as Fresno Youth Commission meeting dates: 1/29, City of Fresno ***Subject to Mayoral Veto Page 3 Fresno Youth Commission Meeting Minutes - Final January 13, 2020 2/12, 2/26, 3/11, 3/25, 4/1, 4/15, 4/29, 5/6, 5/20, and 6/17. The meeting start time for all dates is 5:30 P.M. Additionally, the dates of 6/27/2019 through 6/28/2019 were reserved for the Youth Commission retreat. On motion of Commissioner Duran, seconded by 1st Vice Martinez, that the above Fresno Youth Commission meeting and retreat schedule be adopted. The motion carried by the following vote: Ayes - 8: Duran, Galvan, Gamble, Horne, Guzman, Keosakdy, Martinez, and Reyes Noes - 0: None Absent - 0: None ID 20-0092 1. Presentation by Mobilizing Youth to Nix Tobacco (MYNT) regarding their work to prevent underage and young adult use of tobacco products 2. Discussion and actions pertaining to MYNT presentation and underage and young adult use of tobacco products The above item was presented by Coordinator Ray Waller, and youth members Kionna Haygood and Vicente Ramirez from the organization Mobilizing Youth to Nix Tobacco (MYNT). MYNT is dedicated to reducing tobacco-related health issues that impact youth in the Central Valley. Coordinator Waller stated MYNT's goal is to pass a city-wide ordinance banning flavored tobacco products by 2024. He invited the commissioners to learn more at the Midwest Academy Strategy Chart meeting, to be held at Bitwise on January 28, 2019. In response to commissioners' questions about support, Coordinator Waller responded that MYNT has an outreach strategy to work with City Council and requested the Youth Commission to support MYNT. Program Coordinator Espinoza invited MYNT to bring forth a proposal or policy in regards to banning tobacco products at a future commission meeting. There was no further action taken on this item. ID 20-0094 Update, discussion and actions pertaining to the Rising Youth Award (civic engagement award) and resolution Program Coordinator Espinoza presented the Rising Youth Award item. The City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final January 13, 2020 item will be discussed by City Council on January 16, 2020. City Clerk's Office Coordinator Marco Martinez clarified that the item was on the City Council agenda, and therefore all commissioners could attend the City Council meeting to present the item. The commissioners divided into three groups and each group took turns practicing the presentation. Program Coordinator Espinoza, Coordinator Martinez, and Dr. John Minkler of the Civic Education Center asked each group relevant questions. Chair Guzman, 1st Vice Chair Martinez, and Commissioners Gamble, Horne and Reyes will present the item to City Council. No futher action was taken on this item. Due to time constraints, Chair Guzman called for a vote to table all the remaining items. On motion of Commissioner Gamble, seconded by Chair Guzman, that all remaining items on the January 13, 2020 agenda be tabled.
