Call to Order The Fresno Youth Commission met in special session on Wednesday, April 22, 2020 through video teleconference. Chair Guzman called the meeting to order at 5:43 P.M. Roll Call (* indicates a Voting Seat) Present: 9 – Chair Luis Guzman (CD 4), 1st Vice Chair Gabriela Martinez* (CD 6), 2nd Vice Chair Daniel Galvan* (CD 3), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner J'Ryana Horne* (CD 1), Commissioner Evelyn Gamble* (CD 2), Commissioner Dylan Keosakdy* (CD 7), and Commissioner Janette Vergara (CD 7) Absent: 0 – None Vacancies: 7 – voting seats for CD 4 and CD 5; and alternate seats for CD 1, CD 2, CD 3, CD 5, and CD 6 If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. Review & Approve Agenda ID Notice of Special Meeting 20-00515 On motion of Commissioner Duran, seconded by Commissioner Gamble, that the agenda for April 22, 2020 be approved. Ice Breaker / Team Builder / Capacity Building Training Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza asked the commissioners to find various objects of a specific color within various time limits. Commissioners / Staff - Reports and Comments Sgt. of Arms Lopez and Program Coordinator Espinoza collaborated with the Friday Night Live Roosevelt High School Chapter on billboard messaging against youth alcohol use. Program Coordinator Espinoza is working from home and is available for any commissioner to contact him. 6. Presentations / Workshops / Action Items ID Update, discussion and actions pertaining to the Rising Youth 20-00517 Award (civic engagement award) and resolution Chair Guzman stated the Rising Youth Award application submission deadline was April 20, 2020 with a two week extension. Program Coordinator Espinoza stated no applications have been received. Commissioners discussed extending the submission deadline and the award ceremony logistics. City Clerk's Office Coordinator Marco Martinez stated City Council is not currently holding ceremonial presentations. Commissioner Gamble added City Council is currently focusing on assisting small businesses. Commissioner Duran recommended extending the submission deadline to November 1, 2020. Constituent David Jimenez provided comment in favor of the deadline extension. On motion of Commissioner Duran, seconded by Commissioner Gamble, that the Fresno Youth Award application submission deadline be extended until November 1, 2020. Strategize and develop a billboard policy Program Coordinator Espinoza summarized the item. Billboard assessments City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final April 22, 2020 have been conducted at Fresno, Duncan Polytechnical, and McLane High Schools. Friday Night Live assisted with billboard assessments at Roosevelt and Sunnyside High Schools. There will be re-assessments after the quarantine to gather new data and compare any changes. Program Coordinator Espinoza recommended forming an ad hoc committee to conduct additional billboard research and exchange information with Friday Night Live.. On motion of 1st Vice Chair Martinez, seconded by Commissioner Gamble, the Billboard Justice Ad Hoc Committee is formed with Commissioners Gamble, Lopez, and Martinez appointed as members. The motion carried by the following roll-call vote: Ayes - 7: Duran, Galvan, Gamble, Guzman, Horne, Keosakdy, and Martinez Noes - 0: None Absent - 0: None ID Discussion and actions pertaining to COVID-19 Pandemic and 20-00519 Youth Commission COVID-19 Pandemic care package Program Coordinator Espinoza spoke in regards to the COVID-19 Pandemic and shelter-in-place. Funds are available to provide necessities for commissioners to study and work from home. Several commissioners accepted laptop stands, but rejected offers for other household essential items. Constituent David Jimenez inquired about internet hotspot access for the community at-large. Program Coordinator Espinoza invited Mr. Jimenez to submit a proposal at a future meeting. Commissioner Keosakdy stated his school is distributing hotspots and recommended Mr. Jimenez reach out to the school district. Upon further discussion, it was resolved to establish an ad hoc committee to research issues affecting youth during the pandemic. On motion of 1st Vice Chair Martinez, seconded by Commissioner Gamble, the COVID-19 Ad Hoc Committee is formed with Commissioners Guzman City of Fresno ***Subject to Mayoral Veto Page 5 Fresno Youth Commission Meeting Minutes - Final April 22, 2020 and Keosakdy appointed as members. The motion carried by the following roll-call vote: Ayes - 5: Duran, Gamble, Guzman, Keosakdy, and Martinez Noes - 0: None Absent - 2: Galvan, and Horne Due to technical difficulties, 2nd Vice Chair Galvan and Commissioner Horne lost teleconference access and were not able to rejoin the meeting. ID Discussion and actions pertaining to partnership with Youth 20-00526 Leadership Institute (YLI) to form social media strategies Program Coordinator Espinoza asked commissioners to share social media strategies to promote the Fresno Youth Commission and recruit new members. Commissioner Gamble is creating a Tik Tok video in the style of the television show "Full House." Commissioner Duran suggested demonstrating the commission's resiliency during the pandemic. Commissioner Gamble suggested using Instagram to showcase commissioners. It was resolved to form an ad hoc committee to create recruitment material and promote community engagement. On motion of Commissioner Duran, seconded by Commissioner Gamble, the Community Engagement Ad Hoc Committee is formed with Commissioners Duran and Gamble appointed as members.
