CALL TO ORDER AND ROLL CALL Present 5 - Chair Patrick Boyd, Vice Chair Jason Hatwig, Commissioner Paul Halajian, Commissioner Robin Goldbeck, and Commissioner Christopher Rocha Absent 2 - Commissioner C. Kristina Roper, and Commissioner Don Simmons At 6:07PM the meeting was called to Order by Chair Patrick Boyd. Commissioner Robin Goldbeck arrived to the meeting at 6:13PM. Also present on behalf of the Commission were: Assistant Director of Planning and Development, Mike Sanchez, Senior Deputy City Attorney, Rina Gonzales, Historic Preservation Specialist, Alicia Gonzales, and Management Analyst II, Karnell Grijalva. II. APPROVE MEETING MINUTES A. ID 21-091 December 21, 2020 On motion of Vice Chair Hatwig, seconded by Commissioner Halajian, that the minutes for December 21, 2020 be approved. The motion carried by the following vote: Aye: 5 - Chair Boyd, Vice Chair Hatwig, Commissioner Halajian, Commissioner Goldbeck and Commissioner Rocha Absent: 2 - Commissioner Roper and Commissioner Simmons III. APPROVE AGENDA On motion of Vice Chair Hatwig, seconded by Commissioner Rocha, the meeting agenda was approved. The motion carried by the following vote: Aye: 5 - Chair Boyd, Vice Chair Hatwig, Commissioner Halajian, Commissioner Goldbeck and Commissioner Rocha Absent: 2 - Commissioner Roper and Commissioner Simmons IV. CONSENT CALENDAR None City of Fresno Page 2 Historic Preservation Meeting Minutes - Final January 25, 2021 Commission V. CONTINUED MATTERS A. ID 21-092 Subcommittee final update and recommendation regarding Fresno City Council Resolution 2020-272 directing the Historic Preservation Commission (HPC) to review the names of all City facilities and provide recommendations regarding any facility named after a controversial historical or cultural figure Historic Preservation Specialist, Alicia Gonzales, presented the methodology and exhaustive research Findings as directed by Resolution 2020-272. The matter was opened up for discussion to the Commission. Commissioner Halajian inquired and was confirmed that the motion from the HPC was to accept the research Findings as presented and to move forward the research Findings to the City Council. There was no public comment on the matter. On motion of Commissioner Goldbeck, seconded by Vice Chair Hatwig, that the Commission accepts the research Findings as presented by Historic Preservation Specialist, Alicia Gonzales, and approves moving forward to present the Findings to City Council. The motion carried by the following vote: Aye: 5 - Chair Boyd, Vice Chair Hatwig, Commissioner Halajian, Commissioner Goldbeck and Commissioner Rocha Absent: 2 - Commissioner Roper and Commissioner Simmons B. ID 21-094 Staff Update - Fresno Water Tower application anticipated to be heard at the February 22, 2021 Commission meeting. Assistant Director, Mike Sanchez, reported to the Commission status of the Fresno Water Tower application before the Planning Commission. Vice-Chair, Hatwig requested that City staff reach out to the current occupants and provide a status update. C. ID 21-093 Staff update regarding status of HP#231 - 1458 E. Divisadero, Fresno (“Hopkins Home”) Assistant Director, Mike Sanchez, informed the Commission that after City investigation it has been determined that all building actions at the property are legally consistent with current permits. City of Fresno Page 3 Historic Preservation Meeting Minutes - Final January 25, 2021 Commission D. ID 21-098 Producers Dairy - 450 E. Belmont - This matter is currently scheduled to be reviewed by the Planning Commission February 17, 2021 Assistant Director, Mike Sanchez, informed the Commission that the Applicant is currently going through the EIR process and staff will review responses from the public. This item is currently scheduled to go before the Planning Commission on February 17, 2021 and City staff will continue to keep the Commission apprised of status. E. ID 21-099 Old Armenian Town - Staff update regarding status of proposed Historical District designation currently pending with City Council Assistant Director, Mike Sanchez, notified the Commission that he has reached out to City Council member, Miguel Arias, inquiring as to status and update to Commission is pending response. Vice-Chair Hatwig requested to place this agenda item back on calendar monthly to stay apprised of updates. VI. COMMISSION ITEMS None VII. CHAIRPERSON'S REPORT None VIII. UNSCHEDULED ITEMS A. Members of the Commission Chair Boyd notified the Commission that he met virtually with Deputy Mayor Matthew Grundy and Deputy Chief of Staff, Christopher Montelongo. The purpose of the meeting was to discuss HPC projects, goals and make-up of the Commission. B. Staff Assistant Director, Mike Sanchez, reminded the Commission to complete their Conflict of Interest statements before the deadline. C.
