Gonzales, Historic Preservation Specialist; Janice Monroe, M.A. II Historic Preservation Meeting Minutes - Final January 24, 2022 Commission PUBLIC ADVISORY THE CITY COUNCIL CHAMBERS AND CITY HALL WILL BE OPEN TO THE PUBLIC AT A LIMITED CAPACITY. THE HISTORIC PRESERVATION COMMISSION WELCOMES YOU TO ROOM 2165A, LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO STREET, FRESNO, CALIFORNIA 93721. The meeting can also be viewed live at 6:00 P.M. on Comcast Channel 96 and AT&T channel 99. Chambers, located in City Hall Room 2165A, are open for public participation. You can also participate in the meeting on our City’s website click on the URL https://fresno.legistar.com/Calendar.aspx. Members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing. Masks will be required for the vaccinated and unvaccinated. Pursuant to the Executive Order, and in compliance with the Americans with Disabilities Act, if you need special assistance to participate in the Commission meeting, please contact the City Clerk’s Office, 559-621-7650 within 48 hours of the meeting. PUBLIC COMMENT The following options are available for members of the public who want to attend and /or address the Historic Preservation Commission: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Council meeting and closed at the end of the meeting and will be a part of the official record. City of Fresno Page 4 Historic Preservation Meeting Minutes - Final January 24, 2022 Commission I. CALL TO ORDER AND ROLL CALL Call to order at 6:00 PM. Present 5 - Vice Chair Robin Goldbeck, Commissioner Christopher Rocha, Commissioner Paul Halajian, Commissioner Don Simmons, and Commissioner James W Sponsler Absent 1 - Chair Jason Hatwig II. APPROVE MEETING MINUTES 6:01 PM II-A ID 21-957 December 27, 2021, Historic Preservation Commission Regular Meeting Minutes. Item VI-C Part 3 condition was AMENDED to state that the applicant will return to HPC for Review and Comment when reconstruction plans are available and submitted for new construction instead of stating that the "applicant will return to HPC when reconstructed." On motion of Commissioner Sponsler, seconded by Commissioner Simmons, that the above Discussion Item be APPROVED AS AMENDED. The motion carried by the following vote: Aye: 4 - Vice Chair Goldbeck, Commissioner Rocha, Commissioner Simmons and Commissioner Sponsler Absent: 1 - Chair Hatwig Recused: 1 - Commissioner Halajian III. APPROVE AGENDA 6:06 PM Commissioner Simmons recused himself from VI-A item #2 and asked that item #2 be a separate vote from the remaining items under VI-A. On motion of Commissioner Simmons, seconded by Commissioner Sponsler, the above amendment was APPROVED. The motion carried by unanimous vote: 5/0 Pass. Commissioner Halajian recused himself from VI-C. COMMISSION ITEMS 6:11 PM VI-A ID 21-949 CONSIDERATION OF APPROVAL OF REQUESTS BY PROPERTY OWNERS TO ENTER INTO MILLS ACT HISTORICAL PROPERTY CONTRACTS PURSUANT TO FMC 12-1706: 1. The Farley Home Located at 927 E Weldon Ave., in the Porter Tract Historic District. 2. The McGee-Macias Home (HP# 236) Located at 115 N Calaveras St. 3. The G.L. & Frances Moore Home Located at 3228 E Huntington Blvd., in the Huntington Blvd Historic District. 4. The John Euless Home (HP# 080) Located at 373 S Peach Ave. 5. The Henry Gundelfinger Home Located at 743 E Floradora Ave., in the Wilson Island Historic District. Part 1, 3, 4, & 5 of this item were CONTINUED to February's meeting so Staff can update Mills Act Draft Contracts to reflect accurate information On motion of Commissioner Sponsler, seconded by Commissioner Simmons, that the above Action Item be CONTINUED AS NOTED. Present for comment was applicant Andrew Young. Item was APPROVED with the option that the applicant can remove the proposed canopy and return with final plans showing a minimal canopy option. On motion of Commissioner Halajian, seconded by Commissioner Rocha, that the above Action Item be APPROVED AS AMENDED. The motion carried by the following vote: Aye: 5 - Vice Chair Goldbeck, Commissioner Rocha, Commissioner Halajian, Commissioner Simmons and Commissioner Sponsler Absent: 1 - Chair Hatwig VI-C ID 21-955 HEARING TO CONSIDER AND MAKE FINDINGS ON the relocation of the Calwa Park Rocket (HR# 20) located at 4545 E. Church Ave. (APN 480011036T) pursuant to FMC Section 12-1619. From the public Sandra Celedon (Fresno Building Healthy Communites) also spoke on the item. On motion of Commissioner Simmons, seconded by Commissioner Rocha, that the above Action Item be APPROVED. The motion carried by the following vote: Aye: 4 - Vice Chair Goldbeck, Commissioner Rocha, Commissioner Simmons and Commissioner Sponsler Absent: 1 - Chair Hatwig Recused: 1 - Commissioner Halajian VI-D ID 21-956 HEARING TO CONSIDER AND MAKE FINDINGS ON APPLICATION P21-05982 for the installation of (2) illuminated letter signs to the Tower Theater (HP# 190) located at 805 E. Olive Ave. pursuant of 12-1617. Present for comment were Liz Sanchez (applicant) & Richard Trimble (City Inspector from Building). Email comment submissions were read for the record from Shari Wilcox, Cynthia Cameron, & Terry G Story. On motion of Commissioner Halajian, seconded by Commissioner Simmons, that the above Action Item be APPROVED.
