THE HISTORIC PRESERVATION COMMISSION WELCOMES YOU TO ROOM 2165A, LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO STREET, FRESNO, CALIFORNIA 93721. The meeting can also be viewed live at 6:00 P.M. on Comcast Channel 96 and AT&T channel 99. Chambers, located in City Hall Room 2165A, are open for public participation. You can also participate in the meeting on our City’s website click on the URL https://fresno.legistar.com/Calendar.aspx. Members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing. Masks will be required for the vaccinated and unvaccinated. CALL TO ORDER AND ROLL CALL Meeting called to order at 6:01 pm Also present were Director of Planning and Development, Jennifer Clark, Senior Deputy City Attorney Mary Raterman-Doidge, Historic Preservation Specialist, Alicia Gonzales, and Management Analyst II, Janice Monroe Present 5 - Chair Jason Hatwig, Vice Chair Robin Goldbeck, Commissioner Paul Halajian, Commissioner Don Simmons, and Commissioner James W Sponsler Absent 1 - Commissioner Christopher Rocha II. PROCEDURES - PROCEDIMIENTOS - KEV SAB LAJ For each matter considered by the Commission, there will first be a staff presentation, followed by a presentation from the project applicant. The Commissioners will then have the opportunity to ask questions of Staff and Applicant before opening to Public. Testimony from supporters of the project will then be taken, followed by testimony from those in opposition. Staff may provide a summation, if necessary. The applicant will have the right to a final rebuttal presentation prior to closing the public hearing, followed by consideration of the item and action, if any, by the Commission. In accordance with section 13 of Article 2 of the Historic Preservation Commission Bylaws governing length of public debate, all public testimony from those in support and in opposition of the project will be limited to three minutes per person. All public testimony must be presented to the Commission at the podium (in person / electronically. Any testimony that references race, religion, ethnicity, economic status, national origin, or any other classification protected under state or federal law in a derogatory manner shall be deemed irrelevant and will not be considered by the Commission in making its land use determinations. COMMISSION ITEMS VII-A ID 22-510 WORKSHOP on the mitigation and interpretation plan for the Casa De Fortuna Building permits B18-01277, B18-01278, B18-01279, B21-01173 located at 5870 W Santa Ana, and situated near the Jose (Garcia) Brewer Adobe building located at 5901 W Shaw Avenue (HP# 227) (APN 51004038). 6:06 pm Applicants Rick Ransom (engineer) & Ian Robertson (architect) were present for questions & presented new design. Commissioners Goldbeck, Hatwig, & Halajian acknowledged new design City of Fresno Page 6 Historic Preservation Meeting Minutes - Final March 28, 2022 Commission allows for viewers to pay tribute to preservation & honors artifacts. Applicants asked Staff for next steps. Historic Preservation Specialist, Alicia Gonzales will set up meeting to discuss entitlement process & a notice will be sent out by Staff for potential action at next meeting. VII-B ID 22-516 WORKSHOP on the proposed relocation of the dog park within Roeding Park, in proposed Roeding Park Historic District and proposed Wilson Island North, located at 890 W Belmont Ave (APN 45002008T). 6:19pm PARCS Department representatives (Aaron Aguirre (Director), Alidi Ramirez (Assistant Director), & Edward Chinevere (Project Administrator) offered PowerPoint presentation and were available for questions. Craig Ricci (Capital Development Specialist in Public Works), Laurie Blakeman & Jason Paul (Environmental consultants), and Ernie Escobedo & Scott Zaayer (Design consultants) were also present for questions. Commissioner Simmons asked for clarification on the change of size for the small verses large dog parks, voicing his concern for the decrease in space for small dogs. Ricci explained the new design called for reallocating space while staying within existing borders and the team agreed to use the smaller section for small dogs. Simmons also voiced concerns about the location of entrance proximity to water fountain and lack of shade at tables/benches. Commissioner Halajian noted concern on the path of travel from ADA parking to entrance of park or restrooms and suggested adding/relocating parking. Commissioner Sponsler asked about the fencing on Golden State and Director Aguirre explained the planned changes after High Speed Rail development is completed. VII-C ID 22-512 STAFF UPDATE on the Historic District priority list 6:43pm After Gonzales' presentation, Commissioner Simmons asked about the City of Fresno Page 7 Historic Preservation Meeting Minutes - Final March 28, 2022 Commission timeline for new surveys. Director Clark explained goal of seeking funds in the next budget cycle for consultants to assist as soon as Fall. Commissioner Simmons asked about plans for Armenia Town to return to the City Council Agenda, but Director Clark explained it is in City Council's hands. She also added a recommendation of refreshing data from the survey to assure accuracy of details when Commissioner Sponsler asked the 5-year rule of new surveys applying to HPC approved locations. VII-D ID 22-513 STAFF UPDATE on the Historic Name review for HP#160 Sun Stereo warehouse located at 736 Fulton Street (APN 468-256-08) 6:58pm Commissioner Halajian recused himself for this discussion. Gonzales asked what the Commission's goal was for this location. The Commission was interested in Staff doing more research on the property, but it was not deemed a high priority as it is already protected on the register. Chair Hatwig suggested specifying the time frame for each name in the listing. A building may have started as one business but could be known for another business/name because it was occupied by other business for a significant period. VII-E ID 22-514 STAFF UPDATE on the Kutner Home (HP#115) located at 1651 L Street (APN 46614101). 7:04pm Gonzales updated the Commission on the removal of the building and plans for fundraising for rebuild. Gonzales informed Commissioner Halajian no materials were salvageable before the demolition. VII-F ID 22-515 STAFF UPDATE on recent Fire damage and feasibility to preserve/ City of Fresno Page 8 Historic Preservation Meeting Minutes - Final March 28, 2022 Commission rehabilitate/ restore/ reconstruct after site visit with the Subcommittee at the Bow On Association Building/ Bow On Tong Joss House, located at 934 F Street (APN 46707115) an eligible contributing resource to the Proposed China Town Historic District. 7:07 pm 3 members of the Chinatown Restoration Committee (Rosie Torres, Lynn ___, and Eric Meyers) were physically present for comment. Gonzales showed drone video from the Department of Public Works. Commission discussed damage to property as well as neighboring properties from fire on March 4, 2022. Torres provided first hand experience as a near by vendor and asked for assistance for community. She voiced concerns about water in the basement of the property as well as adjacent properties. Meyers explained there were no current plans of reconstruction due to funding. No insurance assistance is available because it was an empty building prior to fire. Because of the abandoned nature of building, Commissioner Sponsler voiced concern for safety. Meyers explained there is a perimeter fence and that any additional protection would be discussed with their Committee. Chair Hatwig requested Staff offer regular updates on the status of progress. Director Clark informed the Commission a regularly scheduled item would be added to agenda to update everyone on pending projects such as this. VIII. CHAIRPERSON'S REPORT N/A IX.
