Chair McCoy called the meeting to order at 5:30pm

Commissioner Singh joined the meeting at 5:34 P.M.

On motion of Commissioner Oputa, seconded by Commissioner
Barraza,the above Action was approved. The motion carried by the

5. Approval of Minutes
ID 21-1000 Approval of Minutes for November 1, 2021 and November 15, 2021
Regular Meeting.
On motion of Vice Chair Dohlin, seconded by Commissioner Oputa,
that the above Action Item be approved. The motion carried by the
following vote:

There were no updates provided to the Commission.
7. Members Reports and Comments
Commissioner Barraza attended the City Council meeting on November 4,
2021 and spoke regarding the Highest Needs Neighborhood assessment
item.
Commissioner Oputa requested an item be placed on the agenda to discuss
a clear process to respond to the community when questions are asked
during public comment. Commissioner Oputa spoke regarding the
upcoming webinar regarding safe routes to parks and healthy retail on
Thursday, December 9, 2021 from 12:00pm to 1:00pm.
Vice Chair Dohlin wished everyone a happy belated Thanksgiving.
Commissioner Parkes spoke regarding the City Council agenda item on the
Highest Needs Neighborhood assessment agenda and asked staff to be
prepared to respond to Council on the Measure P funding.
Commissioner Singh spoke regarding the City of Fresno survey on the
American Rescue Plan.
8. City Administration and PARCS Staff Reports and Comments
Assistant City Manager Kanne spoke regarding the Highest Needs
Neighborhood workshop agenda item that was presented to Council on
November 4, 2021 and Continued to December 9, 2021 agenda.
Assistant Director Ramirez spoke regarding the launch of the Measure P
website and stated the survey will be provided in several languages.

Members of the public may address the Commission regarding items that are not
listed on the agenda and within the subject matter jurisdiction of the Commission.
Each person will have up to three (3) minutes to present.
Upon call, the following members of the public addressed Council: Anthony
Molina, Glenna Gimmble, Karla Martinez, and Cesar Casamayor.
10. Workshops
ID 21-971 Workshop - Cost of operations and maintenance of existing City of Fresno
Parks and improvements. (WRT, PARCS)
The above workshop was introduced to Council by WRT Consultant John
GIbbs, and PROS Consulting Mike Svetz.
Assistant City Manager Kanne stated staff will provide the Commission
updates on the hiring of staff in the PARCs Department.
Vice Chair Dohlin requested Director Mozier to provide the following
information: the formula of FTE per acre, on the current park inventory, and
if they are close to restore numbers.

ID 21-972 Workshop - Process for how the Parks, Recreation and Arts Commission
can prioritize parks for allocation recommendations to City Council related
to General Fund and Measure P budgets. (WRT, PARCS)
The above workshop was introduced to the Commission by WRT Consultant
Peter Winch and ADA Coordinator Shannon Mullhall.

Glenna Gammel.
Chair McCoy suggested the staff place the council districts next to the parks
boundaries.
Commissioner Parkes asked that the website have an area identified where
members of the public can be involved.
Commissioner Singh asked staff to include parks West and Northwest of 99
and include it in Measure P allocation.

“video” for the corresponding meeting. The Council meeting can also be viewed live
at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99.
The City Council Chambers are open for public participation. However, members of
the public are encouraged to participate electronically because of reduced capacity
of seating in the Chambers to allow for social distancing, and masks will be required
for the vaccinated and unvaccinated.
PUBLIC COMMENT: The following options are available for members of the public
who want to address City Council:
1. eComment at https://fresno.legistar.com/Calendar.aspx.
a) eComments is a tool for citizens to use to make comments on agenda items. It will
be open during the Council meeting and closed at the end of the meeting and will be
a part of the official record. The User Agreement and Procedures document for

b) eComments will be a maximum of 450 words.
