Call to Order Chair McCoy called the meeting to order at 5:42PM. 2. Roll Call Present 7 - Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, and Commissioner Sarah Parkes Absent 2 - Commissioner Maiyer Vang, and Commissioner Jose Barraza 3. Pledge of Allegiance 4. Approve Agenda On motion of Vice Chair Dohlin, seconded by Commissioner Cummings,the above action was APPROVED. The motion carried by the following vote: Aye: 7 - Chair McCoy, Vice Chair Dohlin, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh and Commissioner Parkes Absent: 2 - Commissioner Vang and Commissioner Barraza 5. Approval of Minutes ID 22-88 Approval of Minutes for December 20, 2021 On motion of Commissioner Cummings, seconded by Commissioner Parkes, that the above Action Item be APPROVED. The motion carried by the following vote: Aye: 7 - Chair McCoy, Vice Chair Dohlin, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh and Commissioner Parkes Absent: 2 - Commissioner Vang and Commissioner Barraza 6. Discussion: Subcommittee Reports: City of Fresno ***Subject to Mayoral Veto Page 2 Parks, Recreation, and Arts Meeting Minutes - Final January 10, 2022 Commission 1. Cultural Arts Plan: 2. Highest Needs Neighborhoods 3. Parks Master Plan: Commissioner Parkes reminded the commission that the Cultural Arts Consultant Request for Proposal (RFP) has been extended to February 7, 2022. Commissioner Cummings provided the commission with an update on the Parks Master Plan. She stated they will be discussing the FY 2023 budget recommendations from the commission and the Parks Master Plan amendment will be coming forward in 2022. 7. Members Reports and Comments Commissioners wished everyone a Happy New Years! 8. City Administration and PARCS Staff Reports and Comments Assistant City Manager Kanne offered tours to the Commissioners to visit water features in the parks for the upcoming spring season. 9. Unscheduled Communication Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, there was no public comment. 10. Workshops There were no workshops presented to the Commissioners. 11. Discussion Items There were no Discussion items presented to the Commissioners. 12. Hearings: ID 22-89 Hearing - To receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans. (PARCS) City of Fresno ***Subject to Mayoral Veto Page 3 Parks, Recreation, and Arts Meeting Minutes - Final January 10, 2022 Commission Upon call, the following members of the public addressed the Commission: Amine Tais, Alan McCuen, and John Milker. Public comment was received. ID 22-90 Actions pertaining to: HEARING - Adoption of the Parks, Recreation and Art Commission’s park prioritization strategy that will inform the FY23 budget recommendations to City Council for (WRT/PARCS): 1. Existing Parks Prioritization 2. New Park Prioritization 3. Park Amenities Prioritization The above hearing was introduced to the Commission by John Gibbs, Peter Winch, WRT Consultants. Upon call, there was no public comment. Commissioner Oputa motioned to approve the park prioritization weighting as presented to the Commission and to include all commissioner's responses that were in attendance of the meeting to their survey. Vice Chair Dohlin seconded the motion. Motion PASSED 7-0. Commissioner Vang and Commissioner Barraza were absent. Upon call, there was no public comment. Vice Chair Dohlin motioned to approve as presented to create a map for the new parks prioritization. Chair McCoy seconded the motion. Motion PASSED 7-0. Commissioner Vang and Commissioner Barraza were absent. Upon call, there was no public comment. 13. You can also participate in the meeting on our City’s website click on the URL https://fresno.legistar.com/Calendar.aspx and click on the “In progress” link under “video” for the corresponding meeting. The Council meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated.
