Call to Order Chair McCoy called the meeting to order at 5:31 P.M. 2. Roll Call Commissioner Cummings was absent during roll call and joined the meeting at 5:34 P.M. Present 9 - Chair Kimberly McCoy, Vice Chair Jon Dohlin, Commissioner Maiyer Vang, Commissioner Francine Oputa, Commissioner Scott Miller, Commissioner Mona Cummings, Commissioner Harman Singh, Commissioner Jose Barraza, and Commissioner Sarah Parkes 3. Pledge of Allegiance 4. Approve Agenda APPROVED On motion of Vice Chair Dohlin, seconded by Commissioner Barraza,the above Action was APPROVED. Discussion: Subcommittee Reports: a. Cultural Arts Plan: b. Parks Master Plan: Chair McCoy reported that the Highest Needs subcommittee completed their task and has been adopted by the City Council and therefore dissolved. Commissioner Vang gave an update to the Commission that the cultural arts subcommittee is moving forward with RFP process and will be coming forward with a potential group. No other updates were provided to the Commission. 7. Members Reports and Comments Commissioner Vang notified the Commission she will be leaving the meeting early to attend an urgent matter. Commissioner Oputa congratulated the African American Collation for their successful Black History Block party event at the Cultural Arts Park and the month of March will be Women's History Month. Commissioner Parkes requested supplemental documents be distributed to the Commission in a timely manner. 8. City Administration and PARCS Staff Reports and Comments Assistant Director Ramirez addressed Commissioner Parkes request regarding the supporting documents. 9. Workshops: There were no workshop items. 11. Discussion Items: There were no Discussion Items. 12. Hearings: 12-A. ID 22-375 Hearing - Receive public input on allocations related to Measure P and the annual PARCS Department Budget and Capital Improvement Plans. (PARCS) Upon call, the following member addressed the commission: Ginnie Day. PUBLIC COMMENT WAS RECEIVED 12-B. ID 22-377 Hearing - Actions Pertaining to FY23 Budget Recommendations (PARCS): 1. Overview of the Parks, After School, Recreation and Community Services Programs that will inform the FY23 budget recommendations to City Council. 2. Adopt the FY23 PARCS Department budget recommendations related to programming for City Council’s consideration. The item was presented to the commission by PARCS Director Aguirre and PARCS Assistant Director Ramirez. Deputy City Attorney Costa responded to questions. Upon call, the following member of the public addressed the commission: Sharon Weaver. Discussion on this item included: tree planting; fast pitch leagues; if access to playing fields have been lifted; participation from socially disadvantaged communities; fee waiver for sports activities; increase youth participation from other ethnicities; more inclusive sports like swimming, football, soccer; cultural activities; community surveys; reaching out to other community base organizations; and placement of pocket parks. City of Fresno ***Subject to Mayoral Veto Page 4 Parks, Recreation, and Arts Meeting Minutes - Final February 28, 2022 Commission Chair McCoy requested the amount of pocket parks that are in the City of Fresno be provided to the Commission. The Commission continued to discuss: Camp Fresno; more community outreach and advertising on Camp Fresno; utilizing community center for advertising; more diverse sports activities for the youth; and the data on the demographics of Camp Fresno; information on program funding between Measure P and General Fund; and the recent approved increase in staffing; future expansion goals. Commissioner Parkes requested a draft plan of the budget of Measure P funds be provided to the Commission before going to Council for approval. Deputy City Attorney Costa responded that the administration is unable to release the proposed budget prior to the release from the Mayor. Commissioner Vang left the meeting at 6:30 P.M. Commissioner Singh motioned that the Parks budget in FY2023 includes the building of a cricket field in West Fresno and that funding is allocated to start a cricket program for local community members. Commissioner Cummings seconded the motion. The motion PASSED 8-0, Commissioner Vang absent Chair McCoy motioned that pocket parks be taken out of Chair McCoy motioned to request that Camp Fresno programming in FY 2023 have at least 35% of the attendees come from South Fresno with the defining line being Belmont. Commissioner Barraza seconded the motion. The motion PASSED 8-0, Commissioner Vang absent Commissioner Parkes motioned that parks staff bring back a budget presentation to the Commission to review budget numbers to make recommendations to City Council. Deputy City Attorney Costa responded that motion cannot be made prior to the release of the proposed budget. ID 22-378 Hearing - Actions Pertaining to FY23 Budget Recommendations (Public Works): 1. Review of the Measure P Subprogram for Safe Walking and Biking Trails; Street Beautification and Litter Removal; and the San Joaquin River Parkway. 2. Presentation of the adopted City of Fresno Active Transportation Plan. 3. Presentation of the Beautify Fresno Initiative. 4. Review of the Parks, Recreation and Art Commission’s prioritization strategy that will inform the FY23 budget recommendations to City Council, for the Safe Walking and Biking Trails; Street Beautification and Litter Removal, and San Joaquin River Parkway subprograms. 5. Adopt the FY23 Public Works Department and Beautify Fresno Budget and Capital Improvement Plans recommendations for City Council’s consideration. The item was presented by Director Mozier, Licensed Engineer Gormely, Assistant Director Morrison, Director Standriff, and Project Manager Lopez. Upon call, the following members of the public addressed the commission: Sharon Weaver; Anthony Molina; and Ginnie Day Discussion on this item included: Beautify Fresno; using student clubs and organizations for community engagement; Workforce Development Program to fill positions; parks in certain areas in the City of Fresno; walking trails and sidewalks in the highest needs areas; Master Fee plan for trails; connecting Church Avenue and Jensen Avenue with a bike trail; improvements in the appearance of businesses along Ventura and Kings Canyon corridor; Adopt a Park program; Eaton trail extension; future operation agreement with the State to use Measure P money to address issues at Fresno River West extension and what the current plans are for using the appropriated funding for this upcoming Fiscal Year in the parks; active transportation plan regarding the Fresno COG bike way feasibility study; how the class four bike lanes are identified; bike lanes at Veterans Boulevard; and protected bike lanes in the intersections of Veterans Boulevard.
