Call to Order Chair McCoy called the meeting to order at 5:32 P.M. 2. 5:32 P.M. Pledge of Allegiance Chair McCoy led the Pledge of Allegiance. 4. Approve Agenda On motion of Commissioner Miller, seconded by Commissioner Cummings,the agenda was APPROVED. Approval of Minutes 5-A. ID 22-1777 Approval of the regular meeting minutes of November 7, 2022. On motion of Commissioner Cummings, seconded by Commissioner Singh, the minutes were APPROVED. The motion carried by the following vote: Aye: 7 - Chair McCoy, Commissioner Oputa, Commissioner Miller, Commissioner Cummings, Commissioner Singh, Commissioner Barraza and Commissioner Parkes Absent: 2 - Vice Chair Dohlin and Commissioner Vang 6. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Parkes reported the Cultural Arts Committee would meet with representatives of Network for Culture & Arts Policy (NCAP). The meeting would be followed by a presentation to the Commission. 6-B. Parks Master Plan: Commissioner Barraza reported the Subcommittee was in the process of reviewing and providing input on chapter three of the Master Plan. 6-C. Outreach Committee: There was no update from the Outreach Subcommittee. 7. Members Reports and Comments Commissioner Barraza Comments. Announced he was no longer the CEO of the Southeast Fresno Economic Development Association (SEDA) and that the PARCS Department agreement with SEDA ended approximately six months ago. He asked the City Attorney to review the situation to ensure City of Fresno ***Subject to Mayoral Veto Page 2 Parks, Recreation, and Arts Meeting Minutes November 21, 2022 Commission any direct conflicts of interest had been eliminated. Commissioner Oputa Comments. Recognized the excellent job by the team that put together the community meetings for the Cultural Arts Plan. Suggested long Commission meetings include a short break. Chair McCoy Comments. Agreed with Commissioner Oputa that the Cultural Arts Plan community meetings were very engaging and garnered great input. Commissioner Singh Comments. Reported the 5K walk and community fair held at Jaswant Singh Khalra Park was a great success with approximately 700 - 800 people in attendance. Commissioner Parkes Comments. Recognized the crowd in attendance at the Commission meeting. Requested there be a chance for broader Commission discussion about motions before votes are taken. 8. City Administration and PARCS Staff Reports and Comments Assistant Director Ramirez Comments. Confirmed the PARCS Department would present a Cultural Arts Plan update to the Commission in December. Clarified that discussion should occur before a vote, but could not happen once voting had begun. Recognized the Commissioners for their dedication on all things PARCS and Measure "P" related. Assistant City Manager Miller Comments. Stated the administration was excited to receive the Commission recommendations so they could be incorporated in the FY 24 Budget process. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Workshops: 11. Discussion Items: 12. Hearings: 12-A. ID 22-1778 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. (PARCS) The above hearing was called to order at 6:30 P.M. Upon call, the following people addressed the Commission: Lisa Flores, Sylvesta Hall, Alan McCuen, Baldev Birk, Michaelynn Lewis, Navdeep Kaur, Emma Sultan, Jephrey Neville, Hersie Stoval and Laura Splotch. The hearing was closed at 7:00 P.M. Commission discussion on this item included: how the Fresno Art Museum was related to the City of Fresno; how budget recommendations might be structured; the possibility of including a dollar amount with budget recommendations; the ability to provide community organizations funding under Measure "P;" the ability of creating a participatory budget process; the benefits of making separate motions for each distinct sports facility request; the ability to make budget recommendations outside of funds from Measure "P;" and the need for the City Attorney's Office to review potential soccer related conflicts of interest for Commissioner Barraza following the recent change in circumstance he announced during Member Reports and Comments. Deputy City Attorney Costa stated, for the record, that the City Attorney's Office had not yet reviewed the change in circumstances for Commissioner Barraza and would continue to recommend claiming a conflict for certain soccer related items until the situation had been reviewed. Commissioner Parkes motioned to recommend the PARCS Department incorporate funding to improve security for the Fresno Art Museum and suggested working in collaboration with the Fresno Art Museum. Commissioner Cummings seconded the motion which PASSED 7-0 by the following vote: Aye (7): Parkes, Barraza, Singh, Cummings, Miller, Oputa, McCoy No (0): - Absent (2): Vang, Dohlin Commissioner Oputa motioned to recommend $1 million be set aside for organizations to apply for funds for projects that fit within the scope of the measure and that there be specific criteria and guidelines set about who could apply for those funds and the maximum amount for which they could apply. The Commission or a Commission subcommittee to be directly involved in setting the criteria and guidelines. If by subcommittee, the Commission to approve the recommended criteria and guidelines. Commissioner Miller seconded the motion which PASSED 7-0 by the following vote: Aye (7): Parkes, Barraza, Singh, Cummings, Miller, Oputa, McCoy No (0): - Absent (2): Vang, Dohlin Commissioner Singh motioned to recommend allocating $250,000 to repurpose the softball field at Jaswant Singh Khalra (JSK) park, and to repurpose one of the eight soccer fields at the Regional Sports Complex into cricket fields with guidance from Cricket League leaders on the requirements for a field. The motion was seconded by Chair McCoy and FAILED 3-2-2 by the following vote: Aye (3): Barraza, Oputa, McCoy No (2): Cummings, Miller Abstain (2): Parkes, Singh Absent (2): Vang, Dohlin Chair McCoy motioned to recommend a General Fund allocation of $2.5 million for MLK Park (on the city owned parcel) at the West Creek Village Development Project Area. Commissioner Barraza seconded the motion which PASSED 7-0 by the following vote: Aye (7): Parkes, Barraza, Singh, Cummings, Miller, Oputa, McCoy No (0): - Absent (2): Vang, Dohlin Chair McCoy motioned to recommend funding for a youth and young adult program that provides music, film, play and dance training for Fresno residents. Commissioner Sing seconded the motion which PASSED 6-0 by the following vote: Aye (6): Parkes, Barraza, Singh, Cummings, Oputa, McCoy No (0): - Absent (3): Miller, Vang, Dohlin Commissioner Parkes motioned to recommend a minimum of $250,000 be City of Fresno ***Subject to Mayoral Veto Page 6 Parks, Recreation, and Arts Meeting Minutes November 21, 2022 Commission budgeted for volleyball courts, outreach and design at Vineland Park and other parks as informed by community input. Chair McCoy seconded the motion which PASSED 6-0 by the following vote: Aye (6): Parkes, Barraza, Singh, Cummings, Oputa, McCoy No (0): - Absent (3): Miller, Vang, Dohlin Commissioner Cummings motioned to recommend that the PARCS Department budget for FY 2024 include $250,000 for planning, design and construction of facilities to support field hockey with the consultation of field hockey leaders. Commissioner Parkes seconded the motion which PASSED 6-0 by the following vote: Aye (6): Parkes, Barraza, Singh, Cummings, Oputa, McCoy No (0): - Absent (3): Miller, Vang, Dohlin Commissioner Barraza motioned to recommend budgeting $600,000 for the Youth Activity Fee Waiver / Voucher Program. Commissioner Singh seconded the motion which PASSED 6-0 by the following vote: Aye (6): Parkes, Barraza, Singh, Cummings, Oputa, McCoy No (0): - Absent (3): Miller, Vang, Dohlin Commissioner Parkes motioned to recommend budgeting for increased availability of cooling and warming centers and increasing the level of outreach about when the centers would be open.
