Call to Order Vice Chair Dohlin called the meeting to order at 5:37 p.m. 2. 5:30 P.M. Roll Call Present 6 - Vice Chair Jon Dohlin, Commissioner Mona Cummings, Commissioner Scott Miller, Commissioner Harman Singh, Commissioner Jose Barraza, and Commissioner Kelly Kucharski Absent 2 - Chair Kimberly McCoy, and Commissioner Francine Oputa 3. Pledge of Allegiance Vice Chair Dohlin led the Pledge of Allegiance. 4. Approve Agenda On motion of Commissioner Miller, seconded by Commissioner Cummings, the Agenda was APPROVED. Approval of Minutes 5.-A. ID 23-872 Approval of Minutes for May 15, 2023, Regular Meeting. On motion of Commissioner Cummings, seconded by Commissioner Miller, the Minutes were APPROVED. The motion carried by the following vote: Aye: 6 - Vice Chair Dohlin, Commissioner Cummings, Commissioner Miller, Commissioner Singh, Commissioner Barraza and Commissioner Kucharski Absent: 2 - Chair McCoy and Commissioner Oputa 6. Action Item: 7. Discussion: Subcommittee Reports: 7-A. Cultural Arts Plan: There was no update from the Cultural Arts Plan Subcommittee. 7-B. Parks Master Plan: Commissioner Barraza Comments. There is a Parks Master Plan Subcommittee meeting May 31, 2023. Wants to list when the Parks Master Plan Hearing is coming back to the agenda so they know what the timetable for implementation is. 8. Members Reports and Comments Assistant City Manager Miller Reports and Comments. Welcomed commissioner Kucharski to the commission. Vice Chair Dohlin Reports and Comments. Memorial Day was beautiful and the weather was wonderful. 9. City Administration and PARCS Staff Reports and Comments Assistant City Manager Miller Reports and Comments. Informed the City of Fresno ***Subject to Mayoral Veto Page 2 Parks, Recreation, and Arts Meeting Minutes May 30, 2023 Commission Commission that budget presentations start Monday June 5, 2023, and PARCS is Wednesday June 7, 2023. PARCS Director Aguirre Reports and Comments. Wednesday June 7, 2023 PARKS will present their budget to City Council. Camp Fresno is approaching 1000 confirmed campers for 2023 and there is still availability. Splash pads were opened last Friday May 26, 2023 and will remain open through the remainder of the summer. 10. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following members of the public addressed the Commission during unscheduled communication: Lisa Flores, and Kiel Lopez-Schmidt. 11. Workshops: 12. Discussion Items: 13. Hearings: 13.-A. ID 23-871 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. The above hearing was called to order at 5:51 p.m. Upon call, Lisa Flores addressed the Commission. There were no other comments from the public or the commissioners. The hearing closed at 5:53 p.m. 13.-B. ID 23-869 Hearing - Presenting the Mayor’s Parks, After School, Recreation and Community Services Department Budget for Fiscal Year 2024, with Public Comment (PARCS). The above hearing was called to order at 5:53 p.m. Parks Department Staff member Dary Boualamsy presented the hearing. Upon call, the following people addressed the Commission: Lilia Gonzalez Chavez, Pedro Navarro Cruz, Sara Parks, Lisa Flores, Kyle Lopez-Schmidt, and Brandi Nuse-Villegas. City of Fresno ***Subject to Mayoral Veto Page 3 Parks, Recreation, and Arts Meeting Minutes May 30, 2023 Commission Commission discussion on this item included: scheduled discussion regarding recommendation number twelve on the presentation and status of the project; specific projects funded with the voucher program; cost of senior center site and total used from Measure P; requested status of the Pilibos soccer field; irrigation improvements; available funds from commissions recommendation number five category four; success of the youth voucher program; cost allocation for personnel and other expenses to increase program delivery; reported on the trails piece of the measure; tree trimming service; scheduled a special meeting before the Parks Department Budget Meeting presentation. Commissioner Cummings motioned to set aside $1,000,000 for organizations separate from cultural arts to apply for funds for projects that fit within the scope of the measure and that there be specific criteria and guidelines about who can apply for the funds and the maximum amount for which they can apply. Commissioner Barraza Seconded the motion which PASSED 6-0 by the following vote: Aye (6): Dohlin, Cummings, Miller, Singh, Barraza, Kucharski No (0): Absent: 2: McCoy, Oputa Commissioner Singh motioned to start the process to conduct a representative scientific survey not to exceed $200,000, this can be brought back later and create a subcommittee through the survey.Commissioner Cummings Seconded the motion which PASSED 5-1 by the following vote: Aye (5): Dohlin, Cummings, Singh, Barraza, Kucharski No (1): MIller Absent: 2: McCoy, Oputa Vice Chair Dohlin motioned that the Youth Voucher program be restored to the recommended budget of $600,000.Commissioner Cummings Seconded the motion which PASSED 6-0 by the following vote: Aye (6): Dohlin, Cummings, Singh, MIller, Barraza, Kucharski No (0): Absent: 2: McCoy, Oputa City of Fresno ***Subject to Mayoral Veto Page 4 Parks, Recreation, and Arts Meeting Minutes May 30, 2023 Commission Commissioner Cummings motioned the City of Fresno hire for a urban forester position to oversee the functions of the urban forest canopy. Vice Chair Dohlin Seconded the motion which PASSED 5-0 by the following vote: Aye (5): Dohlin, Cummings, Miller, Singh, Kucharski No (0): Absent: 2: McCoy, Oputa, Barraza Commissioner Singh motioned to allocate $400,000 to resurface the courts at Lyons, Quigley, and Lafayette Park. Commissioner Barazza Seconded the motion which PASSED 6-0 by the following vote: Aye (6): Dohlin, Cummings, Singh, MIller, Barraza, Kucharski No (0): Absent: 2: McCoy, Oputa The hearing closed at 7:12 p.m. 13.-C. ID 23-870 Hearing - Receive public comment on the Cultural Arts Plan Public Review Draft. The above hearing was called to order at 7:12 p.m. Upon call, the following people addressed the Commission: Lilia G Chavez, Amy Kitchener, Michelle Ellis Tracy, Julia Copeland, Steven Wilson, Laura Ward, NeFesha Ruth Yisrael, Hugo Morales, David Fox, Arianna Paz Chavez, Kyle Lopez-Schmidt, Brandi Nuse-Villegas, Lisa Flores, and Trisha Baeza. Commission discussion on this item included: how many survey responses has the cultural arts survey received; Draft Cultural Arts Plan and recommendations; thanked the arts community in Fresno; public comment period ends June 5, 2023, final draft will be completed July 17, 2023 and will go to council July 20,2023 for final approval. The hearing closed at 8:23 p.m. 14. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak.
