Opening the meeting in memory of
Commissioner Dr. Francine Oputa
The Parks, Recreation and Arts Commission (PRAC) met in regular session in
the Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:45 P.M.
2. 5:30 P.M. Roll Call
Present 7 - Chair Kimberly McCoy, Vice Chair Jon Dohlin,
Commissioner Mona Cummings, Commissioner Harman

On motion of Commissioner Cummings, seconded by Vice Chair
Dohlin,the above AGENDA was APPROVED. The motion carried by the

5.-A. ID 23-1347 Approval of the regular meeting minutes of August 21, 2023.
On motion of Vice Chair Dohlin, seconded by Commissioner
Cummings, that the above MINUTES were APPROVED. The motion
carried by the following vote:

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
Commissioner Ward Comments: Discussed the presentation of the Arts and
Culture Grant Guidelines and the revision process.
6-B. Parks Master Plan:
Commissioner Barraza Comments: Discussed the importance of the Parks
Master Plan Subcommittee meeting.
7. Members Reports and Comments
VICE CHAIR DOHLIN REPORTS AND COMMENTS: shared condolences
and respect for Dr. Oputa
COMMISSIONER CUMMINGS REPORTS AND COMMENTS: shared
gratitude, admiration and respect for Dr. Oputa.

COMMISSIONER KUCHARSKI REPORTS AND COMMENTS: expressed
appreciation working with Dr. Oputa.
COMMISSIONER WARD REPORTS AND COMMENTS: expressed
admiration and gratitude working closely beside Dr. Oputa
COMMISSIONER BARRAZA REPORTS AND COMMENTS: expressed
admiration for Dr. Oputa, discussed the branding of Measure "P", Park
Ranger's appearance and public safety.
COMMISSIONER SINGH REPORTS AND COMMENTS: shared warm
sentiments of Dr. Oputa's leadership and kindness, discussed Park
Rangers public interactions at a recent park event and public safety.
CHAIR MCCOY REPORTS AND COMMENTS: read a tribute to Dr.
Francine Oputa and shared admiration for her friend, discussed Park
Rangers uniforms and appearance.
8. City Administration and PARCS Staff Reports and Comments
PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: expressed
condolences of Dr. Oputa's passing and shared warm sentiments of Dr.
Oputa's tireless works and efforts.
ASSISTANT CITY MANAGER MILLER REPORTS AND COMMENTS:
expressed condolences on behave of the Mayor and City Manager's Office
to Dr. Oputa's family. Welcomed input from commissioners.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the
subject matter jurisdiction of the Commission. Each person will have up to three
(3) minutes to present.
Upon call, Lisa Flores addressed the Commission. There were no other
comments from the public.
10. Workshops:
10.-A. ID 23-1427 Workshop - City of Fresno New Citywide Dedicated Senior Activity
Center Phase 1 Outreach Summary Report.
The PARCS department presented the workshop.

Commission discussion on this item included: surveying the demographics;
contacting the public; activities offered to seniors: challenges and
improvements on outreach; reaching out to other organizations that engage
with seniors; automatic district selection in survey; cost analyst for site
selected; status and attendance of all senior sites; transportation options to
sites; similar programs and instructors offered at all sites.

12.-A. ID 23-1393 Hearing - Actions pertaining to the Expanded Access to Arts and Culture
Grant Guidelines:
1. Receive public input on the draft Expanded Access to Arts and
Culture Grant Guidelines.
2. Review and make recommendations from the Parks, Recreation,
and Arts Commission for the City Council’s consideration and
adoption of the Expanded Access to Arts and Culture Grant
Guidelines.
The above hearing began at 6:48 P.M.
Director Chavez of the Fresno Arts Council presented.
Upon call, the follow members of the public addressed the commission:
Hugo Morales, Amy Kitchener, Michelle Ellis Pracy and Steven Wilson.
Commission discussion included: amount of funds spent in first round;
requirements included in the guidelines; art categories and objectives; how
individual and ineligible artist apply for the grant; 250,000 dollar cap for
project; deadline and compliance for completion; difference in guidelines for
first year compared to years to come; yearly guideline revisions; applicant
category questions, and encouragement of participation.
The above hearing ended at 7:44 P.M.
On motion of Commissioner Barraza to continue this matter to the next
PRAC meeting, October 16, 2023 to give more time to the public and
commission to review the guidelines.seconded by Vice Chair Dohlin,
that the above Action Item be APPROVED. The motion carried by the
following vote:

Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at
7:48 P.M.
The above minutes were approved by unanimous vote of the Parks, Recreation,
and Arts Commission during the October 16, 2023, regular meeting with
Commissioner Kucharski, Commissioner Barraza and Commissioner Cummings
absent.

THE FRESNO CITY COUNCIL WELCOMES YOU TO CITY COUNCIL CHAMBER,
LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO STREET, FRESNO,
CALIFORNIA 93721.
PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is
always encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno
Street, Fresno, CA 93721
a) To speak during a City Council meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the
speaker podium upon the Council President’s call for public comment.
2) Participate Remotely via Zoom:

a) The above link will allow you to register in advance for remote participation
in the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a City Council meeting while attending remotely: while in
the Zoom application, click on the icon labeled “Participants” at the bottom of
the screen. Then select “RaiseHand” at the bottom of the Participants
window. Your digital hand will now be raised. You will be asked to “unmute”
when your name is called to speak. You will not be visible via video and there
will be no opportunity to share your screen.
All public speakers will have up to 3 minutes to address Council pursuant to Rule No.
10 of the Rules of Procedure for the City Council of the City of Fresno (available in the
City Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the
Rules of Procedure, no documents shall be accepted for Council review unless
submitted to the City Clerk at least 24 hours prior to the Council Agenda item be heard.
Documents / written comments related to an agenda item can be submitted by one of
the following methods:
1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.

the Council meeting will continue uninterrupted. Council meetings will only be paused
to address verifiable technical difficulties for all users participating via Zoom or in the
Council Chamber.
The City of Fresno’s goal is to comply with the Americans with Disabilities Act (ADA).
Anyone requiring reasonable ADA accommodations, including sign language
interpreters, or other reasonable accommodations such as language translation,
