Call to Order Chair McCoy called the meeting to order at 5:40 P.M. 2. 5:30 P.M. Roll Call Commissioner Kucharski arrived at 5:42 p.m Present 7 - Chair Kimberly McCoy, Commissioner Mona Cummings, Commissioner Kelly Kucharski, Commissioner Scott Miller, Commissioner Harman Singh, Commissioner Laura E. Ward, and Commissioner Christina Soto Absent 2 - Vice Chair Jon Dohlin, and Commissioner Jose Barraza 3. Pledge of Allegiance Chair McCoy led the Pledge of Allegiance 4. Approve Agenda City of Fresno ***Subject to Mayoral Veto Page 1 Parks, Recreation, and Arts Meeting Minutes January 22, 2024 Commission On motion of Commissioner Miller, seconded by Commissioner Singh, the Agenda was APPROVED. The motion carried by the following vote: Aye: 6 - Chair McCoy, Commissioner Cummings, Commissioner Miller, Commissioner Singh, Commissioner Ward and Commissioner Soto Absent: 3 - Vice Chair Dohlin, Commissioner Kucharski and Commissioner Barraza 5. Approval of Minutes 5.-A. ID 24-49 Approval of the regular meeting minutes of December 18, 2023. On motion of Commissioner Miller, seconded by Commissioner Cummings, the Minutes were APPROVED. The motion carried by the following vote: Aye: 6 - Chair McCoy, Commissioner Cummings, Commissioner Miller, Commissioner Singh, Commissioner Ward and Commissioner Soto Absent: 3 - Vice Chair Dohlin, Commissioner Kucharski and Commissioner Barraza 6. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Ward reported on a past general grant workshop that was recorded and posted to the Fresno City College website available to the public, and future grant specific information sessions that will be recorded and posted to CMAC and United Way; there is a call for panelists interested in reviewing applications. 6-B. Parks Master Plan: Commissioner Cummings reported reviewing chapters 1, 2, 4, 6, 7, 8, and 9. 7. Members Reports and Comments COMMISSIONER SOTO REPORTS AND COMMENTS: introduced herself City of Fresno ***Subject to Mayoral Veto Page 2 Parks, Recreation, and Arts Meeting Minutes January 22, 2024 Commission to the commission. COMMISSIONER WARD REPORTS AND COMMENTS: the independent audit of the 2023 Measure "P" Financial Report along with the expenditure plan was made public and presented to the City Council. CHAIR MCCOY REPORTS AND COMMENTS: acknowledged the PARCS Department for all the activities they are having, and keeping the community engaged and aware of what the PARCS Department is doing. 8. City Administration and PARCS Staff Reports and Comments ASSISTANT CITY MANAGER MILLER REPORTS AND COMMENTS: thanked Commissioner Soto for joining the PRAC Commission. PARCS DIRECTOR AGUIRRE REPORTS AND COMMENTS: announced upcoming activities, and upcoming community meetings with the PARCS Department. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, no members of the public addressed the Commission. 10. Workshops: 10.-A. ID 24-119 Workshop- West Fresno Community Centers (WFCC) Planning Project- Outreach Training and Toolkit. The PARCS department presented the hearing. Commission discussion included: buildings owed and operated by the city; how community organizations utilize space at facilities, and the reservation policy; how the sites were selected; ownership of the Hinton Community Center; community input; in person workshops; how can the commissioners help; implementation at other sites; commission receiving a recap of information on what has been done from the current definition in place in the parks; outreach timelines, and goals for the first quarter. ID 24-50 Hearing - Receive public input on allocations related to Measure P, updates to the Parks Master Plan and Cultural Arts Plan, and annual PARCS Department Budget and Capital Improvement Plans. The above hearing began at 6:09 P.M. Upon call, Lisa Flores addressed the Commission. There were no other comments from the public. There was no commission discussion on this item. The above hearing ended at 6:14 P.M. 13. Adjournment Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at 6:14 P.M. The above minutes were approved by unanimous vote of the Parks, Recreation, and Arts Commission during the February 26, 2024, regular meeting with Commissioner's Singh and Miller absent. PUBLIC PARTICIPATION – Public participation during Commission meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a Commission meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Commission Chair’s call for public comment. 2) Participate Remotely via Zoom: https://www.fresno.gov/prac-meeting a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a Commission meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen. All public speakers will have up to 3 minutes to address the Commission pursuant to Rule No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the City Clerk’s Office). SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of Procedure, no documents shall be accepted for Commission review unless submitted to the City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents / written comments related to an agenda item can be submitted by one of the following methods: 1) eComment – eComment allows the public to submit agenda related comments through a website prior to the meeting.
