Call to Order Chair McCoy called the meeting to order at 5:34 P.M. 2. 5:34 P.M. Roll Call Commissioner Ward joined the meeting at 5:38 P.M. Commissioner Kucharski joined the meeting at 6:00 P.M. Approve Agenda On motion of Vice Chair Dohlin, seconded by Commissioner City of Fresno ***Subject to Mayoral Veto Page 1 Parks, Recreation, and Arts Meeting Minutes May 29, 2024 Commission Cummings, the agenda was APPROVED by the following vote: Aye: 6 - Chair McCoy, Vice Chair Dohlin, Commissioner Cummings, Commissioner Miller, Commissioner Singh and Commissioner Barraza Absent: 3 - Commissioner Kucharski, Commissioner Ward and Commissioner Soto 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, the following members of the public addressed the Commission: Eric Payne, Juan Lara, Jose Luis Barraza and Elliott Blach. PARCS Director Aguirre announced (a) the requested grant funding information had been received from the Fresno Arts Council and would be distrusted following reformatting for ease of reading; and (b) detailed descriptions of capital projects could be found in section C-3 and C-8 of the Mayor's proposed budget. Chair McCoy clarified that the Cultural Arts decisions would not require City Council approval. Commissioner Leon-Barraza announced he had requested the grant funding information from the Fresno Arts be placed on the agenda for discussion but Brown Act deadlines prevented that from occurring. The request was made so people could understand the allocation / distribution of funds and determine if there was equity in the regional distribution. 12. Hearings: 12.-A. ID 24-739 HEARING - To Adopt the Fiscal Year 2025 Parks, After School, Recreation and Community Services (PARCS) Department, Public Works (PW) Department, Department of Public Utilities (DPU), and Capital Projects Department Measure P Budget Recommendations for City Council’s Consideration. The above hearing was called to order at 5:52 P.M. City of Fresno ***Subject to Mayoral Veto Page 2 Parks, Recreation, and Arts Meeting Minutes May 29, 2024 Commission Upon call, the following members of the public addressed the Commission: Eric Payne. The public comment portion of the hearing was closed at 6:23 P.M. Commission discussion on this item included (a) the percentage of funding allocated to highest needs parks; (b) the potential impact to projects after the "highest needs" definition receives an update; (c) the early difficulty in gauging revenue causing the current deficit for Youth and Senior Programs in Category 3; (d) how "bucket 5" of Measure "P" for major street and highway beautification differs from Measure "C"; (e) the number of trees planted through Measure "P" funds; (f) the difference between the "San Joaquin River Parkway" and the "San Joaquin River Conservancy"; (g) the ability of the Commission to approve the recommendations of the Fresno Arts Council; (h) the appeal process for organizations that did not receive cultural arts grant funding; and (i) how the cultural arts grant guidelines could be updated, if needed. Vice Chair Dohlin motioned to recommend an allocation of $75,000 for Arts Council to use in implementation and technical support to carry out arts programs which could also be used for a broader range of implementation and technical needs (a modification of recommendation #1 from November 6, 2023). Commissioner Singh seconded the motion which PASSED 8-0 by the following vote: AYE (8): Barraza, Cummings, Kucharski, Miller, Singh, Ward, Dohlin, McCoy No (0): - Vice Chair Dohlin motioned to recommend a sum not to exceed $30,000 to fund the engineering and construction of a 20x20 shade installation over the table human gathering area of the Puppy Love Small Dog Park at Roeding Park. Commissioner Cummings seconded the motion which PASSED 8-0 by the following vote: City of Fresno ***Subject to Mayoral Veto Page 3 Parks, Recreation, and Arts Meeting Minutes May 29, 2024 Commission AYE (8): Barraza, Cummings, Kucharski, Miller, Singh, Ward, Dohlin, McCoy No (0): - Commissioner Miller motioned to recommend to restore outdated restrooms in need of ADA upgrades at Storyland with a sum not to exceed $400,000. Commissioner Dohlin announced his recusal from this motion as he served on the board for Storyland. Commissioner Barraza seconded the motion which PASSED 7-0 by the following vote: AYE (7): Barraza, Cummings, Kucharski, Miller, Singh, Ward, McCoy No (0): - RECUSED (1): Dohlin Vice Chair Dohlin motioned to recommendation $300,000 for the interior renovations of both restroom buildings at Jaswant Singh Khalra (JSK) Park. Chair McCoy seconded the motion which PASSED 8-0 by the following vote: AYE (8): Barraza, Cummings, Kucharski, Miller, Singh, Ward, Dohlin, McCoy No (0): - Commissioner Cummings recommended an allocation of $200,000 for Al Radka Park for the design to start the process of lighting for soccer fields and $850,000 for Mosqueda, which includes, irrigation repair, design and turf rehabilitation. Commissioner Singh seconded the motion which PASSED 8-0 by the following vote: AYE (8): Barraza, Cummings, Kucharski, Miller, Singh, Ward, Dohlin, McCoy No (0): - City of Fresno ***Subject to Mayoral Veto Page 4 Parks, Recreation, and Arts Meeting Minutes May 29, 2024 Commission Vice Chair Dohlin motioned to recommend $25,000 for a study to determine the feasibility of using the basin behind JSK Park to expand the park. Commissioner Barraza seconded the motion which PASSED 8-0 by the following vote: AYE (8): Barraza, Cummings, Kucharski, Miller, Singh, Ward, Dohlin, McCoy No (0): - Commissioner Singh motioned to recommended the City Council adopt the Fiscal Year 2025 Measure "P" budgets for the PARCS Department, Department of Public Utilities, Public Works Department, and Capital Projects Department. Commissioner Miller seconded the motion which PASSED 8-0 by the following vote: AYE (8): Barraza, Cummings, Kucharski, Miller, Singh, Ward, Dohlin, McCoy No (0): - 13. Adjournment The meeting was adjourned at 6:39 P.M. in memory of Dr. Francine Oputa.
