Call to Order Chair McCoy called the meeting to order at 5:32 P.M. 2. 5:32P.M. Roll Call Present 7 - Chair Kimberly McCoy, Commissioner Scott Miller, Commissioner Harman Singh, Commissioner Jose Barraza, Commissioner Laura E. Ward, Commissioner Christina Soto, and Commissioner Rose Caglia Absent 2 - Vice Chair Jon Dohlin, and Commissioner Kelly Kucharski 3. Pledge of Allegiance Chair McCoy led the Pledge of Allegiance. 4. Approve Agenda On motion of Commissioner Miller, seconded by Commissioner City of Fresno ***Subject to Mayoral Veto Page 1 Parks, Recreation, and Arts Meeting Minutes July 15, 2024 Commission Barraza, the Agenda was APPROVED. The motion carried by the following vote: Aye: 7 - Chair McCoy, Commissioner Miller, Commissioner Singh, Commissioner Barraza, Commissioner Ward, Commissioner Soto and Commissioner Caglia Absent: 2 - Vice Chair Dohlin and Commissioner Kucharski 5. Approval of Minutes 5.-A. ID 24-876 Approval of the regular meeting minutes of May 20, 2024, the special meeting minutes of May 29, 2024, the regular meeting minutes of June 17, 2024, and the special meeting minutes of July 1, 2024. On motion of Commissioner Soto, seconded by Commissioner Miller, the Minute were APPROVED. The motion carried by the following vote: Aye: 7 - Chair McCoy, Commissioner Miller, Commissioner Singh, Commissioner Barraza, Commissioner Ward, Commissioner Soto and Commissioner Caglia Absent: 2 - Vice Chair Dohlin and Commissioner Kucharski 6. Discussion: Subcommittee Reports: 6-A. Cultural Arts Plan: Commissioner Ward read a statement from the Cultural Arts Committee. 6-B. Parks Master Plan: There was no update from the Parks Master Plan 6-C. Highest Needs Neighborhoods: Commissioner Soto reported the timeline will need to be adjusted based on the feedback received. They will meet with the consultant to discuss how to tailor the survey . 6-D. San Joaquin River Parkway: There was no update from the San Joaquin River Parkway. Members Reports and Comments COMMISSIONER SOTO REPORTS AND COMMENTS: Acknowledged the difficulties in postponement of Hearing item 12-B; expressed regret if delay cause any issues for community; acknowledged the need for improvement for communication, and expressed disappointment in the delay of the outreach survey. 8. City Administration and PARCS Staff Reports and Comments There were no reports and comments from the administration or PARCS Department. 9. Unscheduled Communication: Members of the public may address the Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Commission. Each person will have up to three (3) minutes to present. Upon call, no members of the public addressed Commission. 10. Workshops: 10.-A. ID 24-942 Workshop - Review of the Parks Master Plan Technical Amendment Public Review Draft Comment Period Process and Schedule. (PARCS) The above item was presented to the Commission by PARCS Department Program Manager Gaytan. Commission discussion on this item included: projects funded by Measure "P" in the PARCS Master Plan; progress of the PARCS Master Plan, and Parks master Plan updates; Highest Needs Neighborhoods Subcommittees, and involvement in the technical amendment to the PARCS Master Plan. PRESENTED 11. Discussion Items: 12. Hearings: 12.-A. ID 24-916 Election of Chair and Vice Chair to the Parks, Recreation, and Arts Commission for Fiscal Year 2025. The above item was called to order at 8:07 P.M. Public comment closed at 8:09 P.M. There was no Commission discussion. On motion of Chair McCoy, seconded by Commissioner Caglia, that the above Action Item be TABLED to August 19, 2024. The motion carried by the following vote: Aye: 7 - Chair McCoy, Commissioner Miller, Commissioner Singh, Commissioner Barraza, Commissioner Ward, Commissioner Soto and Commissioner Caglia Absent: 2 - Vice Chair Dohlin and Commissioner Kucharski 12.-B. ID 24-921 Hearing - Reconsideration of the PRAC Cultural Arts Subcommittee list of recommended grantees, award amounts, project titles and a brief summary of the project location, scope, schedule and anticipated impact to PRAC and acceptance of the recommended grantees. The above item was called to order at 6:05 P.M. Commission discussion included: releasing the funds; decreasing the threshold for grant funding, and the funds associated; recommended proposals by the Fresno Arts Council; funds being distributed by district; targeting under funded communities; technical assistance for groups applying for grants; improving the process, equity, and transparency; target areas; outreach and accessibility; outlets, platforms, and accessibility; City of Fresno ***Subject to Mayoral Veto Page 4 Parks, Recreation, and Arts Meeting Minutes July 15, 2024 Commission appeal process; and improved communication. On motion of Commissioner Barraza, seconded by Commissioner Singh, that the recommending grantees as presented by Fresno Arts Council for "Emerging Organizations General Operating Support" be APPROVED. The motion carried by the following vote: Aye: (7) - Chair McCoy, Commissioner Miller, Commissioner Singh, Commissioner Barraza, Commissioner Ward, Commissioner Soto, and Commissioner Caglia Absent: (2) - Vice Chair Dohlin, Commissioner Kucharski On motion of Commissioner Singh, seconded by Commissioner Miller, that the recommending grantees as presented by Fresno Arts Council for "Emerging Organizations Project Specific Support" be APPROVED. The above item was called to order at 8:09 P.M. Upon call, the following members of the public addressed Commission: James Aldredge, and Donpreyel Martin. Public comment closed at 8:14 P.M. Commission discussion included: creation of a Cultural Arts District. 13. Adjournment Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at 8:14 P.M. PUBLIC PARTICIPATION – Public participation during Commission meetings is always encouraged and can occur in one of the two following ways: 1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street, Fresno, CA 93721 a) To speak during a Commission meeting in person: fill out a speaker card (available in the Council Chamber) and place it in the speaker card collection basket at the front of the Council Chamber. You may also approach the speaker podium upon the Commission Chair’s call for public comment. 2) Participate Remotely via Zoom: https://www.fresno.gov/prac-meeting a) The above link will allow you to register in advance for remote participation in the meeting via the Zoom platform. After registering, you will receive a confirmation email containing additional details about joining the meeting. b) To speak during a Commission meeting while attending remotely: while in the Zoom application, click on the icon labeled “Participants” at the bottom of the screen. Then select “RaiseHand” at the bottom of the Participants window. Your digital hand will now be raised. You will be asked to “unmute” when your name is called to speak. You will not be visible via video and there will be no opportunity to share your screen.
