Regular Meeting
The Parks, Recreation and Arts Commission (PRAC) met in regular session in the
Council Chamber at Fresno City Hall on the date and time above written.
1. Call to Order
Chair McCoy called the meeting to order at 5:32 P.M.

5. Approval of Minutes
5.-A. ID 24-876 Approval of the regular meeting minutes of May 20, 2024, the special
meeting minutes of May 29, 2024, the regular meeting minutes of June 17,
2024, and the special meeting minutes of July 1, 2024.
On motion of Commissioner Soto, seconded by Commissioner Miller,
the Minute were APPROVED. The motion carried by the following
vote:

Commissioner Barraza, Commissioner Ward, Commissioner
Soto and Commissioner Caglia

6. Discussion: Subcommittee Reports:
6-A. Cultural Arts Plan:
Commissioner Ward read a statement from the Cultural Arts Committee.
6-B. Parks Master Plan:
There was no update from the Parks Master Plan
6-C. Highest Needs Neighborhoods:
Commissioner Soto reported the timeline will need to be adjusted based on
the feedback received. They will meet with the consultant to discuss how to
tailor the survey .
6-D. San Joaquin River Parkway:
There was no update from the San Joaquin River Parkway.

7. Members Reports and Comments
COMMISSIONER SOTO REPORTS AND COMMENTS: Acknowledged the
difficulties in postponement of Hearing item 12-B; expressed regret if delay
cause any issues for community; acknowledged the need for improvement
for communication, and expressed disappointment in the delay of the
outreach survey.
8. City Administration and PARCS Staff Reports and Comments
There were no reports and comments from the administration or PARCS
Department.
9. Unscheduled Communication: Members of the public may address the
Commission regarding items that are not listed on the agenda and within the subject
matter jurisdiction of the Commission. Each person will have up to three (3) minutes
to present.
Upon call, no members of the public addressed Commission.

10.-A. ID 24-942 Workshop - Review of the Parks Master Plan Technical Amendment Public
Review Draft Comment Period Process and Schedule. (PARCS)
The above item was presented to the Commission by PARCS Department
Program Manager Gaytan.
Commission discussion on this item included: projects funded by Measure
"P" in the PARCS Master Plan; progress of the PARCS Master Plan, and
Parks master Plan updates; Highest Needs Neighborhoods Subcommittees,
and involvement in the technical amendment to the PARCS Master Plan.

recommended grantees, award amounts, project titles and a brief summary
of the project location, scope, schedule and anticipated impact to PRAC
and acceptance of the recommended grantees.
The above item was called to order at 6:05 P.M. Upon call, the following

Commission discussion included: releasing the funds; decreasing the
threshold for grant funding, and the funds associated; recommended
proposals by the Fresno Arts Council; funds being distributed by district;
targeting under funded communities; technical assistance for groups
applying for grants; improving the process, equity, and transparency; target
areas; outreach and accessibility; outlets, platforms, and accessibility;

On motion of Commissioner Barraza, seconded by Commissioner Singh,
that the recommending grantees as presented by Fresno Arts Council for
"Emerging Organizations General Operating Support" be APPROVED. The
motion carried by the following vote:

Commissioner Barraza, Commissioner Ward, Commissioner Soto, and
Commissioner Caglia

The above item was called to order at 8:09 P.M. Upon call, the following
members of the public addressed Commission: James Aldredge, and
Donpreyel Martin. Public comment closed at 8:14 P.M.
Commission discussion included: creation of a Cultural Arts District.
13. Adjournment
Chair McCoy adjourned the meeting in Memory of Dr. Francine Oputa, at
8:14 P.M.
The above minutes were approved by unanimous vote of the Parks, Recreation, and
Arts Commission during the August 19, 2024, regular meeting with Commissioner
Miller, and Commissioner Soto absent.

THE FRESNO PARKS, RECREATION, AND ARTS COMMISSION WELCOMES YOU TO
CITY COUNCIL CHAMBER, LOCATED IN CITY HALL, 2ND FLOOR, 2600 FRESNO
STREET, FRESNO, CALIFORNIA 93721.
PUBLIC PARTICIPATION – Public participation during Commission meetings is always
encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street,
Fresno, CA 93721
a) To speak during a Commission meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the speaker
podium upon the Commission Chair’s call for public comment.
2) Participate Remotely via Zoom: https://www.fresno.gov/prac-meeting
a) The above link will allow you to register in advance for remote participation in
the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a Commission meeting while attending remotely: while in the
Zoom application, click on the icon labeled “Participants” at the bottom of the
screen. Then select “RaiseHand” at the bottom of the Participants window. Your
digital hand will now be raised. You will be asked to “unmute” when your name is
called to speak. You will not be visible via video and there will be no opportunity to
share your screen.
All public speakers will have up to 3 minutes to address the Commission pursuant to Rule
No. 10 of the Rules of Procedure for the City Council of the City of Fresno (available in the
City Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of
Procedure, no documents shall be accepted for Commission review unless submitted to the
City Clerk at least 24 hours prior to the Commission Agenda item be heard. Documents /
written comments related to an agenda item can be submitted by one of the following
methods:
1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.
