PROCEDURES - PROCEDIMIENTOS - KEV SAB LAJ For each matter considered by the Commission, there will first be a staff presentation, followed by a presentation from the project applicant. Testimony from supporters of the project will then be taken, followed by testimony from those in opposition. The applicant will have the right to a final rebuttal presentation prior to closing the public hearing. In accordance with section 13 of Article 2 of the Planning Commission Rules and Regulations governing length of public debate, all public testimony from those in support and in opposition of the project will be limited to three minutes per person. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light will be turned on when the speaker begins . The yellow light will come on with a soft bell ring when one minute is remaining. The speaker should be completing the testimony by the time the red light comes on with a final bell indicating time has expired. All public testimony must be presented to the Commission at the podium. If you challenge these land use matters in court, you may be limited to raising only those issues you or someone else raised in oral or written testimony or before the close of the hearing. ID16-1336 Consideration of Plan Amendment Application No. A-16-013, Rezone Application No. R-16-012 and Environmental Assessment No. A-16-013/R-16-012 filed by the Development and Resource Management Department Director, for four separate properties (referred to as Requests 1, 2, 3, and 4) located in the City of Fresno. 1. RECOMMEND APPROVAL (to the City Council) of Environmental Assessment No. A-16-013/R-16-012, an Addendum to Final Master Environmental Impact Report SCH No. 2012111015 certified by the Fresno City Council on December 18, 2014 for the Fresno General Plan and Development Code, pursuant to California Environmental Quality Act Guidelines Sections 15162 and 15164. 2. RECOMMEND APPROVAL (to the City Council) of Plan Amendment Application No. A-16-013, pertaining to 2.94 acres and 1/3 of a mile of a street segment, to amend the City of Fresno ***Subject to Mayoral Veto Page 5 Planning Commission Meeting Agenda - Final November 16, 2016 Fresno General Plan (Figure LU-1: Land Use and Circulation Map) and the Roosevelt Community Plan, as described in Exhibits A and B, Requests 1-4. 3. RECOMMEND APPROVAL (to the City Council) of Rezone Application No. R-16-012, pertaining to 2.94 acres, to amend the City of Fresno Zoning Map to effect technical changes to zoning on properties requesting to be reverted back to their previous zoning. The rezones are requested to attain consistency with the approved general plan land use designation, and are further described in Exhibits A and B, Requests 1-3. - Roosevelt Community Plan - Council Districts 5 & 7 (Councilmembers Quintero & Olivier) - Staff Recommendation: Recommend Approval to City Council - Staff Member: McKencie Contreras - Plan Amendment and Rezone to be considered by the City Council B. ID16-1346 Consideration of initiation of the Parks Master Plan by means of a Parks Vision document, pertaining to all land within the City of Fresno Sphere of Influence, filed by the Development and Resource Management Director 1. RECOMMEND that the City Council initiate the Parks Master Plan by means of acceptance of the Vision Plan document and direct staff to continue working on the next phase of the master planning process. - Citywide - Staff Recommendation: Approve Parks Vision document - Staff Member: Sophia Pagoulatos C. ID16-1313 Consideration of Rezone Application No. R-16-010, Development Permit Application D-16-081, Variance Application No. V-16-009 and Annexation Application No. ANX-16-004 and related Environmental Assessment (EA) No . R-16-010/D-16-081/V-16-009/ANX-16-004 pertaining to 4.65 acres of property located on the north side of West Clinton Avenue between North Valentine and North Brawley Avenues in the unincorporated portion of the City of Fresno’s Sphere of Influence Boundary. The applicant proposes to construct an 80-unit multi-family housing project at the site. RECOMMEND APPROVAL (to the City Council) of Environmental Assessment (EA) No. R-16-010/D-16-081/V- 16-009/ANX-16-004 which recommends that a Finding of Conformity be adopted for the following Rezone, Development Permit, Variance and Annexation applications. 2. RECOMMEND APPROVAL (to the City Council) of Rezone Application No. R-16-010 which proposes to amend the Official Zone Map to pre-zone the subject property from the Fresno County (RR) (Rural Residential) zone district to the City of Fresno RM-2/UGM (Residential Multi-Family, Urban Neighborhood/Urban Growth Management). 3. RECOMMEND APPROVAL (to the City Council) of Development Permit Application No. D-16-081 which proposes the phased construction of an 80-unit multiple-family residential development with associated on-site improvements. 4. RECOMMEND APPROVAL (to the City Council) of Variance Application No. V-16-009 which requests a reduction in the minimum required frontage coverage. 5. RECOMMEND APPROVAL (to the City Council) of Annexation Application No. ANX-16-004 which proposes detachment of the property from the Kings River Conservation District and the North Central Fire Protection District and annexation to the City of Fresno. -West Area Community Plan -Council District 3 (Councilmember Baines) -Staff Recommendation: Approve -Staff Members: Bruce Barnes and Margo Lerwill -Will be considered by the City Council IX.
