Members of the public are encouraged to participate electronically because of
reduced capacity of seating in the Chambers to allow for social distancing. Masks
will be required for the vaccinated and unvaccinated.

and Development Department at least 24 hours prior to the commencement of the
Commission meeting at which the associated agenda item is to be heard.

For each matter considered by the Commission, there will first be a staff presentation,
followed by a presentation from the project applicant. Testimony from supporters of the
project will then be taken, followed by testimony from those in opposition. The applicant
will have the right to a final rebuttal presentation prior to closing the public hearing.
In accordance with section 13 of Article 2 of the Planning Commission Rules and
Regulations governing length of public debate, all public testimony from those in support
and in opposition of the project will be limited to three minutes per person. The three
lights on the podium next to the microphone will indicate the amount of time remaining
for the speaker. The green light will be turned on when the speaker begins. The yellow
light will come on with a soft bell ring when one minute is remaining. The speaker should
be completing the testimony by the time the red light comes on with a final bell indicating
time has expired. All public testimony must be presented to the Commission at the
podium. Any testimony that references race, religion, ethnicity, economic status,
national origin, or any other classification protected under state or federal law in a
derogatory manner shall be deemed irrelevant and will not be considered by the
Commission in making its land use
determinations.
If you challenge these land use matters in court, you may be limited to raising only those
issues you or someone else raised in oral or written testimony or before the close of the
hearing.

VII-A ID 22-390 CONTINUE TO MARCH 16, 2022
Hearing to consider a proposed Development Agreement by
and between the City of Fresno and Parc West Development,
Inc. relating to the development of the Parc West Project
(Council District 1).
1. RECOMMEND APPROVAL (to the City Council) of the
adoption of an addendum to the previously certified Final
Environmental Impact Report (EIR) SCH No. 2020039061,
pursuant to Section 15164 of the California Environmental
Quality Act (CEQA) Guidelines.
2. RECOMMEND APPROVAL (to City Council) of an
ordinance approving the Development Agreement by and
between the City of Fresno and Parc West Development, Inc.
for purposes of the Parc West Project, pertaining to ±160
acres of property located on the west side of North Grantland
Avenue between West Ashlan Avenue and the West
Gettysburg Avenue alignment.

VIII-A ID 22-372 Consideration of Conditional Use Permit Application No.
P21-04835, requesting authorization to establish a State of
California Alcoholic Beverage Control Type 47 alcohol
license (Restaurant - sale of beer, wine, and distilled spirits
for consumption on the premises where sold) for an existing
±1,580 square-foot restaurant with ±650 square-foot outdoor
patio (CDT Cocina). The proposed project is located at 805
East Olive Avenue, on the northwest corner of East Olive and
North Wishon Avenues. (Council District 1) - Planning &
Development Department.
Based upon the evaluation contained in this report and
appeal received from the appellant, staff recommends that
the Planning Commission take the following actions:
1. CONSIDER Environmental Assessment No. P21-04835,
dated January 13, 2022, a determination that the proposed
project is exempt from the California Environmental Quality
Act (CEQA) through a Class 1 (Existing Facilities) Categorical
Exemption; and,
2. DENY the Appellant’s appeal and UPHOLD the action of
the Planning and Development Department Director to
approve Conditional Use Permit Application No. P21-04835
requesting authorization to establish a State of California
Alcoholic Beverage Control Type 47 alcohol license
(Restaurant - sale of beer, wine, and distilled spirits for
consumption on the premises where sold) for the existing ±
1,580 square-foot restaurant with ±650 square-foot outdoor
patio (CDT Cocina).

February 4, 2022, an Addendum to the Final Environmental

February 4, 2022, an Addendum to the Final Environmental

3. APPROVE Vesting Tentative Tract Map No. 6378/UGM
proposing to subdivide the approximate 15.25-acre property
into a 75-lot single-family residential development subject to
compliance with the Conditions of Approval dated March 2,
2022, and the related environmental assessment.
4. APPROVE Vesting Tentative Tract Map No. 6387/UGM
proposing to subdivide the approximate 27.63-acre property
into a 149-lot single-family residential development subject to
compliance with the Conditions of Approval dated March 2,
2022, and the related environmental assessment.
