Public participation during Tower District Specific Plan Implementation Committee meetings is always encouraged and can occur by attending a meeting in Ted C Wills located at 770 N San Pablo Avenue, Fresno, CA 93728. When called to speak during a meeting, you may approach the speaker podium upon the Chair's call for any additional public comment. Unless otherwise announced, all public speakers will have up to 3 minutes to address the Committee. Approve Agenda On motion of Vice Chair Conley, seconded by Board Member Birdsong,the above ITEM was APPROVED. Approve Meeting Minutes ID 24-1268 September 9, 2024, Tower District Specific Plan Implementation Committee Regular Meeting Minutes On motion of Board Member Birdsong, seconded by Board Member Lokrantz, that the above Action Item be APPROVED AS AMENDED. Council District Updates N/A V. Chair's Report N/A VI. Staff Updates Asadoorian-Gilbert provided and update on initiation and the Fall schedule. Continued Matters ID 24-1269 Review and consider Draft Plan update and additional Committee recommendations. Johnson discussed the light industrial uses and wants to keep the property on Franklin as legal non-conforming. Motion to leave property at 234 Franklin as legal non conforming use and not change. On motion of Chairperson Johnson, seconded by Board Member Birdsong, that the above Action Item be APPROVED. The motion carried by the following vote: Aye: 6 - Chairperson Johnson, Board Member Birdsong, Board Member Lokrantz, Vice Chair Conley, Board Member Kitch and Board Member Catania Absent: 1 - Board Member Coble Daniel Brannick presented a map for consideration based on staff recommendations, the South Tower letter, and additional park space recommendations. A copy will be dropped of to staff and will submit comments to Council. The blue markings on the map represent staff recommendations, the magenta markings represent community alternatives, and we are requesting dual designation for park space. The committee recommends rezoning industrial properties. Staff will not recommend land use changes without written authorization, but the committee can still make recommendations. Catania asked a question about a property where a house was demolished and how it would fit into this, given that there's no longer a house on the property. Clark responded that it is no longer a legal non-conforming use on the property, but that would be up to the committee to recommend. Any additional properties the Committee proposes for rezone have not yet been sent notice because they weren't on the Draft Land Use Map as shown in the Draft Plan Update. Notice would need to be sent to any additional properties proposed for a rezone. Johnson made a motion to recommend all Committee feedback and recommendations to the City Council.
