On this the 14th day of October 2025 at 6:30 pm the City Council of the City of Friona, Texas,
convened in regular session at the regular meeting place thereof, in the Friona City Council
Chambers, 619 Main Street, the meeting being open to the public and notice of said meeting having
been given as prescribed by Chapter 551 of the Government Code, with the members being present
and in attendance, to wit:

Mayor Lewellen called the meeting to order at 6:52 p.m.
ITEM 1 ROLL CALL
Mayor Lewellen called roll and announced that a quorum was present.
ITEM 2 INVOCATION AND PLEDGE OF ALLEGIANCE.
Mayor Lewellen gave the Invocation and Council Member Gonzales led the Pledge
of Allegiance.
ITEM 3 HEAR PUBLIC COMMENTS
Council Member Alexander expressed his appreciation for the Friona Chieftain
Band, commending them on their accomplishments and dedication this year. He
encouraged the community to continue supporting the band in all their efforts and
to congratulate them personally for the great work they are doing.
Council Member Alexander also extended his gratitude to Friona EMS, with
special recognition to Karina Ojeda, for her professionalism and quick response
following a recent fall he experienced. Council Member Alexander noted how
efficiently she acted, her preparedness in handling the situation, and the excellent
care she provided during his transport to the hospital
ITEM 4 PROCLAMATION- DOMESTIC VIOLENCE
AWARENESS/PREVENTION MONTH
Mayor Lewellen presented a proclamation to Angela Gamboa and Jennifer
Rampley of the Deaf Smith Crisis Center in recognition of their continued service
and dedication to the community in support of Domestic Violence Awareness and
Prevention Month.

ITEM 5 CONSIDER AND TAKE ACTION ON APPROVAL OF THE MINUTES
OF THE SEPTEMBER 8, 2025 REGULAR CITY COUNCIL MEETING
MOTION Mayor Pro-Tem Monroe made the motion to approve the minutes of the September
8, 2025 Regular City Council Meeting. The second to the motion was made by
Council Member Loflin and the motion passed with a 5/0 vote.
ITEM 6 CONSIDER AND TAKE ACTION ON A TRAILER HOUSE VARIANCE
REQUEST FROM ADI DOMINGUEZ TO PLACE A TRAILER HOUE AT
709 WEST 9TH STREET (ORIGINAL TOWN FRIONA, BLOCK 15, LOT
7 (E/2 OF 7), MH TITLE 60X12FW1199)
MOTION Mayor Pro-Tem Monroe made the motion to approve a trailer house variance
request from Adi Dominguez to place a trailer house at 709 West 9th Street (Original
Town Friona, Block 15, Lot 7 (E/2 of 7), MH Title 60X12XFW1199). The second
to the motion was made by Council Member Alexander and the motion passed with
a 5/0 vote.
ITEM 7 HEAR DEPARTMENTAL REPORTS FROM THE FRIONA PUBLIC
LIBRARY DEPARTMENT REGARDING BUDGET, EXPENSES,
PERSONNEL, AND UPCOMING ACTIVITIES AND EVENTS
Assistant Library Director Becky Upton presented a detailed report on behalf of the
Friona Public Library Department. Her report included an overview of current
budget expenses, updates on library personnel, and information on upcoming
programs and activities planned for the community. She also discussed ongoing
efforts to enhance library services and community engagement through various
educational and recreational initiatives.
ITEM 8 CONSIDER AND TAKE ACTION TO ADOPT REVISIONS TO THE
CITY OF FRIONA PERSONNEL MANUAL RELATED TO SECTION 9-4
SICK LEAVE POOL
MOTION Council Member Alexander made the motion to approve and take action to adopt
revisions to the City of Friona personnel manual related to section 9-4 sick leave
pool. The second to the motion was made by Council Member Gonzales and the
motion was passed with a 5/0 vote.
ITEM 9 DISCUSSION AND BRIEFING ON THE UPCOMING FRIONA CITY
MANAGER RECRUITMENT PROCESS
Friona Police Chief Jimenez and City Manager/City Secretary Davila gave council
a briefing on the upcoming Friona City Manager recruitment process and discussed
key dates.
ITEM 10 DISCUSSION AND CONSIDERATION REGARDING THE PRICING
STRUCTURE FOR THE FRIONA SWIMMING POOL FOR THE
UPCOMING SEASON, INCLUDING DETERMINATION OF WHETHER
POOL PARTY RENTALS WILL APPLY TO THE SWIMMING POOL,
THE SPLASH PAD, OR A COMBINATION OF BOTH FACILITIES
Friona Police Chief Jimenez led a discussion regarding possible pricing structure
for the Friona Swimming Pool for the upcoming season. The discussion included
determining whether pool party rentals would apply to the swimming pool, the
splash pad, or a combination of both facilities.
ITEM 11 CONSIDER AND TAKE ACTION AUTHORIZING EXECUTION OF THE
SUBDIVISION PARTICIPATION FORM AND ANY RELATED
DOCUMENTS NECESSARY TO ENSURE THE CITY OF FRIONA’S
PARTICIPATION AND ELIGIBILITY FOR SETTLEMENT FUNDS, AND
RECEIVE A SUMMARY AND BRIEFING REGARDING THE
PROPOSED OPIOID SETTLEMENTS
MOTION Council Member Gonzales made the motion to take action in authorizing execution
of the subdivision participation form and any related documents necessary to ensure
the City of Friona’s participation and eligibility for settlement funds, and receive a
summary and briefing regarding the proposed opioid settlements. The second to the
motion was made by Council Member Loflin and the motion passed with a 4/0/1
vote with Council Member Alexander abstaining from the vote.
ITEM 12 CONSIDER AND TAKE ACTION TO APPROVE RESOLUTION NO.
2025.10.14 AUTHORIZING PAYMENT IN AN AMOUNT NOT TO
EXCEED $12,400.19 FOR THE CITY OF FRIONA COMMUNITY
CENTER GENERATOR GRANT PROGRAM
MOTION Mayor Pro-Tem Monroe made the motion to take action and approve Resolution
No. 2025.10.14 authorizing payment in amount not to exceed $12,400.19 for the
City of Friona community center generator grant program. The second to the
motion was made by Council Member Alexander and the motion passed with a 5/0
vote.
ITEM 13 CONSIDER AND TAKE ACTION TO APPROVE RESOLUTION NO.
2025.10.14A NOMINATING A CANDIDATE TO SERVE ON THE BOARD
OF DIRECTORS OF THE PARMER COUNTY APPRAISAL DISTRICT
MOTION Mayor Pro-Tem Monroe made the motion to approve Resolution No. 2025.10.14A
nominating Mindy Rushing to serve on the Board of Directors of the Parmer County
Appraisal District. The second to the motion was made by Council Member Loflin
and the motion was passed with a 5/0 vote.
ITEM 14 CONSIDER AND TAKE ACTION ON APPROVAL OF ACCOUNTS
PAYABLE FOR SEPTEMBER 2025
City Manager/City Secretary Davila reviewed Accounts Payable.
MOTION Council Member Loflin made the motion to Accounts Payable for September 2025.
The second to the motion was made by Council Member Alexander and the motion
passed with a 5/0 vote.
ITEM 15 CONSIDER AND TAKE ACTION ON APPROVAL OF FINANCIAL
STATEMENT FOR SEPTEMBER 2025
City Manager/City Secretary Davila reviewed the Financial Statement.
MOTION Mayor Pro-Tem Monroe made the motion to approve the Financial Statement for
September 2025. The second to the motion was made by Council Member
Gonzales and the motion passed with a 5/0 vote
ITEM 16 CONSIDER AND TAKE ACTION ON APPROVAL OF QUARTERLY
FINANCIAL STATEMENT ENDING SEPTEMBER 2025
MOTION Council Member Loflin made the motion to approve the quarterly financial
statement ending September 2025. The second to the motion was made by Mayor
Pro-Tem Monroe and the motion passed with a 5/0 vote.
ITEM 17 ADJOURNMENT
With no further business at hand the meeting was adjourned at 8:52 p.m.
