Meeting with City Attorney regarding a matter(s) in which the duty of the City Attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with the Open Meetings Act regarding: i. Receive legal advice regarding Cameron Kraemer vs. City of Frisco, Texas; Cause No. 416-05201-2024; 416th Judicial District, District Court of Collin County, Texas. ii. Receive legal advice regarding the adoption of an Ordinance to consider possible amendments to the Zoning Ordinance. Zoning Case No. ZA25-0004. Applicant: City of Frisco. B. Section 551.072. To deliberate the purchase, exchange, lease, or value of real property located: i. North of Eldorado Parkway, west of Preston Road, east of Dallas North Tollway, and south of Highway 380. Page 3 of 13  C. Section 551.074. Personnel Matters: Section 551.074 authorizes certain deliberations about officers and employees of the governmental body to be held in executive session: i. City Council deliberation of the duties and employment agreement of the City Manager. D. Section 551.087. Deliberation regarding commercial or financial information that the City has received from a business prospect or to deliberate the offer of a financial or other incentive to a business prospect. 5. Reconvene into Regular Session and take any action necessary as a result of the Closed Session. Mayor Pro-Tem John Keating moved to reconvene into Regular Session at 7:43 p.m. Deputy Mayor Pro-Tem Laura Rummel seconded the motion. PLEDGE OF ALLEGIANCE Scouts from Boy Scout of America Troop 296 led the pledges of allegiance to the United States and Texas flags. PROCLAMATIONS 6. Visit Frisco Executive Director Marla Roe presented the Visit Frisco July 2025 Sales and Marketing Report. 8. Development Services activity monthly update report for the months of June 2025 and July 2025. Development Services Director John Lettelleir presented the Development Services activity monthly update report for the months of June 2025 and July 2025. 9. Fire Department monthly reports on incident responses and educational activities for the months of June and July 2025. Fire Chief Lee Glover presented the Fire Department monthly reports on incident responses and educational activities for the months of June and July 2025. 10. Police Department's crime statistics and response times for the months of June 2025 and July 2025. Police Chief David Shilson presented the Police Department's crime statistics and response times for the months of June and July 2025. Chief Shilson then introduced two new K9 Officers, K9 Murray and K9 Tex, who were recently sworn in to serve in the Frisco Police Department. 11. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Mayor Pro-Tem John Keating announced the Frisco Veterans Advisory Committee is holding a Frisco Purple Heart Monument Unveiling Ceremony. He mentioned the dedication of the monument is scheduled to take place on September 20, 2025, at Veterans Memorial in Frisco Commons Park. Mayor Jeff Cheney then continued to the Consent Agenda. CITIZEN INPUT (to begin approximately at 8:00 p.m.) Jennifer Luney, Frisco, Texas, representing the Visual Arts Guild of Frisco, thanked Council Members for attending the grand opening of the Beacon Rail Page 5 of 13  District Luxury Apartment Community, which features original artwork by local artists on every floor. She then reminded everyone of the upcoming 2025 Art in the Arena Frisco event, a fine art festival held inside the Comerica Center Arena from August 22 – 24, 2025. Ms. Luney also mentioned the Frisco Arts Foundation is accepting grant applications for its 2025–2026 Arts Tourism grant program. Shondale Gray, Frisco, Texas, spoke regarding Forgiveness Day in Frisco, an event aimed at inspiring acts of forgiveness within the community, celebrated annually in the month of August. Keun Taik Lee, Frisco, Texas, spoke regarding the observance of the Sabbath. After Citizen Input, Mayor Jeff Cheney moved to Agenda Item #7 of the Reports Section. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. A majority of the Council is required to remove any item for discussion and separate action. Council members may vote nay on any single item without comment and may submit written comments as part of the official record.) Consider and act upon rejection of all proposals for Request for Proposal #2501-041 Employee Health Benefits to Cigna Health and Life Insurance Company and authorize the City Manager to execute renewals for medical, pharmacy, and dental with Cigna Health and Life Insurance Company. Consider and act upon award of Competitive Sealed Bid #2503-067 to Central North Construction, LLC authorizing the City Manager to execute a Standard Construction Contract for FM 423 Median Landscape Enhancements (Green Ribbon) and authorizing construction phase contingencies. Consider and act upon whether to direct Staff to submit a written notice of appeal on behalf of the City Council to Development Services, pursuant to Subsection 6.19 of the Zoning Ordinance and/or Section 4.02 of the Subdivision Ordinance, regarding action taken by the Planning and Zoning Commission on any site plan or plat.
