Lieutenant Jeff Inmon, 20 Years of Service Mayor Jeff Cheney presented Lieutenant Jeff Inmon of the Frisco Police Department with a proclamation in recognition of his twenty years of dedicated service to the City of Frisco. 5. Council comment or acknowledgement of proclamations issued by the Mayor. There were no comments or acknowledgments of proclamations issued by the Mayor. City of Frisco, Cause Number 493-01467-2025 any and all documents, including documents that are protected by the Attorney-Client privilege, as the City Manager may deem necessary, including disclosure of the documents to third parties to the extent the documents include Attorney-Client privilege, being produced to third parties. The waiver of the Attorney-Client privilege is limited to documents relevant in this case and only to the extent necessary to defend the allegations made in the lawsuit. REPORTS 6. Library Report on monthly statistics and activities. Library Director Shelley Holley presented the Library Report on monthly statistics and activities. 7. Budget Status Report for June 2025 and July 2025. Chief Financial Officer Derrick Cotten presented the Budget Status Report for June 2025 and July 2025. 8. Play Frisco report on activities related to arts, culture, events, park development and operations, natural resources, and recreation services. Play Frisco Director Shannon Coates presented the Play Frisco report on activites related to arts, culture, events, park development and operations, natural resources, and recreation services. 9. Engineering Services Monthly Report on planning, design, and construction of roadways, traffic control, water utilities, parks, and trails. Assistant Director of Engineering Brian Moen presented the Engineering Page 4 of 12  Services Monthly Report on planning, design, and construction of roadways, traffic control, water utilities, parks, and trails. 10. Public Works Monthly Report on water production, service requests, and stormwater updates. Public Works Director Gabe Johnson presented the Public Works Monthly Report on water production, services requests, and stormwater updates. 11. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Mayor Pro-Tem John Keating invited everyone to the Frisco Purple Heart Monument Unveiling Ceremony, scheduled to be held by the Frisco Veterans Advisory Committee on September 20, 2025, at Veterans Memorial in Frisco Commons Park. Mr. Keating mentioned the event features guest speaker Captain Florent A. "Flo" Groberg, U.S. Army (Retired), recipient of the Medal of Honor, Bronze Star, and the Purple Heart. Mayor Jeff Cheney then moved to the Consent Agenda. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Jesse Ringness, Frisco, Texas, invited everyone to the North Texas Giving Day Nonprofit Fair scheduled to take place on September 6, 2025, at Kaleidoscope Park, in Frisco. He mentioned the free event features twenty-five local nonprofits making a difference in North Texas and live music by Latin Orchestra Havana NRG. Donna Schmittler, Frisco, Texas, on behalf of the Frisco Heritage Association, reminded everyone of the upcoming Shawnee Trail Cowboy Day event, which is scheduled to take place on September 27, 2025, at the Frisco Heritage Center. Ms. Schmittler, on behalf of the Friends of the Frisco Public Library, announced that the Frisco Annual Edition 2025 Christmas Ornament, which features the Texas state flower Bluebonnets, is available for purchase at the Frisco Library. Jennifer Luney, Frisco, Texas, representing the Visual Arts Guild of Frisco, thanked Council Members, local partners, and volunteers for their support of the 2025 Art in the Arena Frisco event, which she reported was a huge success. Ms. Luney also thanked Council Members for attending the grand opening of the Beacon Rail District Luxury Apartment Community, which features original artwork by local artists on every floor. Ms. Luney then invited everyone to the public art reception for the Crème de la Crème exhibit, which is scheduled to Page 5 of 12  take place on September 27, 2025, at the Frisco Discovery Center. Keun Taik Lee, Frisco, Texas, spoke regarding the observance of the Sabbath. After Citizen Input, Mayor Jeff Cheney moved to Agenda Item #6 of the Reports Section.
