CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 5:10 p.m. with a full quorum of Council Members present. 1. Receive legal advice regarding proposed Interlocal Agreement with Collin County, Texas, and other political subdivisions for the use of the Collin County Animal Shelter and related issues. ii. Receive legal advice regarding Cameron Kraemer v. City of Frisco, Texas, No. 12-25-00273-CV, in the Texas Court of Appeals for theTwelfth District (Tyler). B. Section 551.072. To deliberate the purchase, exchange, lease, or value of real property located: i. North of Stonebrook Parkway, west of Preston Road, east of Dallas North Tollway, and south of Eldorado Parkway. ii. North of Eldorado Parkway, west of Preston Road, east of Dallas North Tollway, and south of PGA Parkway. C. Section 551.087. Deliberation regarding commercial or financial information that the City has received from a business prospect or to deliberate the offer of a financial or other incentive to a business prospect. 3. Reconvene into Regular Session and take any action necessary as a result of the Closed Session. PLEDGE OF ALLEGIANCE Cub Scout Pack 946 led the pledges of allegiance to the United States and Texas flags. PROCLAMATIONS 4. The Rotary Club of Frisco - 40th Anniversary Mayor Jeff Cheney presented the Rotary Club of Frisco with a proclamation recognizing their 40th Anniversary. 5. 20 Years of Service - Jeremy Starritt Mayor Jeff Cheney presented Assistant Director of Public Works Jeremy Starritt with a proclamation recognizing his twenty years of dedicated service to the City of Frisco. 6. Council comment or acknowledgement of proclamations issued by the Mayor. There were no comments or acknowledgments of proclamations issued by the Mayor. REPORTS 7. Visit Frisco March 2026 Sales and Marketing Report and World Cup Update. Visit Frisco Executive Director Marla Roe presented the Visit Frisco March 2026 Sales and Marketing Report and World Cup Update. 8. Development Services activity monthly update report for the month of March 2026. Page 3 of 10  Development Services Director John Lettelleir presented the Development Services activity monthly update report for the month of March 2026. 9. Fire Department report on incident responses and educational activities for the month of March 2026. Assistant Fire Chief Clay Carpenter presented the Fire Department report on incident responses and educational activities for the month of March 2026. 10. Police Department's crime and statistics reports for the month of March 2026. Police Chief David Shilson presented the Police Department's crime and statistics report for the month of March 2026. 11. Rail District Update. Assistant Engineering Director Matt Dubois and Assistant City Manager Ben Brezina presented the latest information regarding the Rail District. 12. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Council Member Ann Anderson reported on the Governance Committee Meeting held earlier in the day, in which the Committee reviewed annual reports for the Multicultural Committee, the Hike and Bike Advisory Board, the Natural Resources Advisory Board, and the Social Services Housing Board. Council Member Jared Elad mentioned that he represented the City of Frisco and the Frisco Economic Development Corporation (EDC) at the 2026 Sun and Star Legacy Award Gala hosted by the Japan America Society on April 15. He noted that he was able to connect with delegates of Japanese companies looking to relocate to America. Council Member Burt Thakur gave an update regarding the Regional Transportation Council (RTC). He stated the Committee is working diligently to ensure that citizens have a voice in shaping the future of transportation in North Texas and that the Committee recently voted to advance the development of the outer loop of Interstate 35 to help alleviate traffic congestion. Mayor Jeff Cheney then moved to the Consent Agenda. CITIZEN INPUT (to begin approximately at 7:30 p.m.) Page 4 of 10  Debbie OReilly, Frisco, Texas, spoke in support of the Indian American Community in Frisco. Aryan Punjabi, Frisco, Texas, expressed his concerns regarding comments made about the Indian American community at recent Frisco City Council meetings. Brayden Breaud, Frisco, Texas, expressed his perspective on what it means to be American. Kelly Smith, Aubrey, Texas, expressed her views regarding Texas and its government. Paul Jessen, Frisco, Texas, spoke regarding maintaining proper decorum during Citizen Input at City Council meetings. Mr. Jessen also spoke regarding the financial impact of the Rail District construction on downtown Main Street businesses. Marc Palasciano, Garland, Texas, expressed his views regarding H-1B visas and local government. After Citizen Input, Mayor Jeff Cheney continued to Agenda Item #33. CONSENT AGENDA (Items placed on the Consent Agenda are considered routine in nature and are considered non-controversial. The Consent Agenda can be acted upon in one motion. Consider and act upon whether to direct Staff to submit a written notice of appeal on behalf of the City council to Development Services, pursuant to Subsection 6.19 of the Zoning Ordinance and/or Section 4.02 of the Subdivision Ordinance, regarding action taken by the Planning and Zoning Commission on any site plan or plat. Any written notice of appeal must be submitted to Development Services.
