Receive legal advice regarding code enforcement and filing suit against violators. ii. Receive legal advice regarding proposed Interlocal Agreement with Collin County, Texas, and other political subdivisions for the use of the Collin County Animal Shelter and related issues. iii. Receive legal advice concerning pending litigation in the case styled City of Frisco, Texas v. Gerald Ridgely, Linda Ridgely, and Gerald Ridgely, Jr. pending in Cause No. 24-1976-431 pending in the 431st Judicial Court of Denton County, Texas. B. Section 551.074. Personnel Matters: Section 551.074 authorizes certain deliberations about officers and employees of the governmental body to be held in executive session: i. Deliberate the appointment, duties, and evaluation of members to the Planning and Zoning Commission. C. Section 551.087. Deliberation regarding commercial or financial information that the City has received from a business prospect or to deliberate the offer of a financial or other incentive to a business prospect. 3. Reconvene into Regular Session and take any action necessary as a result of the Closed Session. Council comment or acknowledgement of proclamations issued by the Mayor. Recording artist and Pastor Kevin Levar Gray presented a song for City Council and residents. There were no other comments or acknowledgments of proclamations issued by the Mayor. REPORTS 5. Visit Frisco May 2026 Sales and Marketing Report. Visit Frisco Executive Director Marla Roe presented the Visit Frisco May 2026 Sales and Marketing Report. 6. Development Services activity monthly update report for May 2026. Development Services Director John Lettelleir presented the Development Services activity monthly update report for May 2026. 7. Fire Department report on incident responses and educational activities for the month of May 2026. Assistant Fire Chief Clay Carpenter presented the Fire Department report on incident responses and educational activities for the month of May 2026. Page 3 of 12 8. Police Department's crime and statistics reports for the month of May 2026. Police Chief David Shilson presented the Police Department's crime and statistics reports for the month of May 2026. 9. Rail District update. Engineering Services Director Jason Brodigan and Assistant City Manager Ben Brezina presented the Rail District update. 10. Council Subcommittee reports for current activities of the Legislative Committee, Governance Committee, Budget and Audit Committee, Frisco Square Management District, Dallas Regional Mobility Commission, North Central Texas Emergency Preparedness Committee, Frisco Veterans Advisory Committee, North Texas Commission, and Regional Transportation Council. Deputy Mayor Pro-Tem Laura Rummel reported on the Budget and Audit Committee Meeting held earlier in the day. She noted the Committee received a high-level overview of FY 2027 budget needs. Council will be presented with a complete update at the City Council Summer Work Session on June 23, 2026. Council Member Ann Anderson updated Council on the Fisco Veterans Advisory Committee. She invited everyone to the Frisco Mayor’s Spring Veterans Social scheduled to be held on June 18, 2026, at the Frisco Rail Yard. Ms. Rummel added it was Mayor Jeff Cheney’s original idea to hold a Mayor’s Veterans Social and that this will be the final Social held while Mayor Cheney is still in office. She also mentioned that Melody of Hope, a local nonprofit that uses live music as a tool to support local artists and advocate for community causes, will be cohosting this event. Council Member Ann Anderson also mentioned that the Young Entrepreneurs Academy (YEA) held its 2026 National Competition Finals in Frisco for the first time on June 12, 2026, in partnership with the Frisco Economic Development Corporation (EDC) and the Frisco Chamber of Commerce.
