CALL TO ORDER Mayor Jeff Cheney called the meeting to order at 12:07 p.m. with a quorum present. 1. REGULAR AGENDA Deputy City Manager Henry Hill began the meeting by introducing Assistant City Manager Nell Lange, who spoke regarding succession planning (Exhibit A). Ms. Lange announced she will be retiring in January 2022, and she will be transitioning her CFO duties to newly appointed Chief Financial Officer Anita Cothran. She also announced Curt Balogh has been transitioned to Chief Information Officer in preparation for future staffing changes. Ms. Lange updated Council on the promotion of Daniel Ford to Director of Administrative Services, and the transition of Jason Cooley to the position of Chief Innovation Officer. 2. Discussion of Downtown Issues A. Main Street / Elm Street / Plaza Assistant Director of Engineering Jason Brodigan gave a presentation (Exhibit B) updating Council on the Main Street / Elm Street / Plaza improvements project. Mr. Brodigan reported that the redesign will save the City $5 million, and Staff will make a concerted effort to maintain minimal disruption to area businesses. Mr. Fitts indicated this project is slated to be completed by 2023. B. City Buildings / Court Assistant City Manager Nell Lange updated Council on the status of various downtown buildings (Exhibit C). Council discussed options for the future of the City-owned downtown buildings. Chief Innovation Officer Jason Cooley gave a presentation (Exhibit D) regarding the plans for the new Court location. Dr. Cooley reported the project is currently under budget and is on track to open in late summer of 2021. 3. Capital Projects Plan Director of Engineering and Public Works Paul Knippel presented a report (Exhibit E) updating Council on the Capital Improvements projects. He then presented information (Exhibit F) on the Overall Trail Plan for the City. Mr. Knippel concluded by addressing the plans (Exhibit G) for street maintenance and Public Works maintenance including areas that will need attention in the next five (5) years. Mayor Jeff Cheney moved on to Item #4B. Page 2 of 24 4. Project Management Updates A. Exide There was no discussion of this item. B. Grand Park Jason Gray, President and CEO of JDGray Group, gave a presentation (Exhibit H) updating Council on the development of Grand Park. He highlighted the opportunities and challenges of the development. Mr. Gray also discussed strategies for attaining various objectives and the steps involved in each strategy. He encouraged Council to take the first step of driving the pending Exide bankruptcy to resolution and to consult experts regarding the environmental cleanup required by the Exide property. Mayor Jeff Cheney moved on to discuss Item #4D. C. Performing Arts Center Chief Innovation Officer Jason Cooley reported on the plans for the Performing Arts Center, stating the team is still in the feasibility study portion of the project. Council took a break at 1:45 p.m. and Mayor Jeff Cheney left the meeting. The meeting, led by Mayor Pro-Tem Will Sowell, resumed with Item #5. D. Library Concept Plan Chief Innovation Officer Jason Cooley introduced Brian Nicodemus and Justin Bashaw of Gensler who gave a presentation (Exhibit I) updating Council on the design for the library. Mr. Nicodemus reported the project is currently on budget and has made progress toward a final design. Mr. Bashaw spoke regarding the current site plan and design considerations of the library. Brian Nicodemus returned to the podium and announced this design has won an AIA Dallas Unbuilt Design Award. Library Director Shelley Holley reported that while a large portion of the library has been designed for tremendous flexibility of use, the team has maintained portions throughout the design that reflect a more traditional library. Dr. Cooley reported the library will open within 14-16 months after the start of construction, and he reminded Council the project is on budget and on time. Page 3 of 24  Mayor Jeff Cheney moved to Item #4C. 5. Stormwater Management Plan Director of Engineering and Public Works Paul Knippel began the meeting after the break with a presentation (Exhibit J) updating Council on the Stormwater Management Plan. He reported that an inventory of the creeks in Frisco has been completed, and the tools are in place to conduct both runoff mitigation and preventative maintenance. Director of Development Services John Lettelleir contributed information regarding Homeowners Associations and their responsibilities of maintenance of the creeks and tributaries. Paul Knippel continued the presentation highlighting Cottonwood Creek Park, Dominion at Panther Creek, and the slope failures at the north bound access road for the Dallas North Tollway and on Lone Star Stewart Creek. 6. Short Term Rentals Code Enforcement Supervisor Penny Curtis gave a presentation (Exhibits K and L) which provided Council with updated information regarding Short Term Rentals (STR). She reported on Police and Staff objections to Short Term Rentals as well as the requirements for them in surrounding cities. City Attorney Richard Abernathy remarked that a permit may be required by the City provided the requirement is reasonable, does not interfere with an operator's private property or due process rights, and is supported by substantial evidence that the requirements serve compelling governmental interests in preserving the health, safety, and welfare of the STR users, neighbors, and other citizens. Assistant Police Chief Darren Stephens indicated the Police Department would like the opportunity to have a registration process which provides them with the homeowner's contact information, giving the police the ability to pursue early intervention of disturbance issues. Council expressed the need to require those who rent these homes to pay the hotel/motel tax and requested that Staff conduct more research and come back to Council with this issue at a future date. Mayor Jeff Cheney returned to the meeting at 2:52 p.m. 7. Other Top Ten Updates A. PGA and Master Plan North Quadrant - 380 Development Services Director John Lettelleir reviewed zoning information (Exhibit M) in the North Quadrant at 380 and informed Council that the City still has opportunity to influence the development of this property surrounding the PGA. He reminded Council that the Comprehensive Plan is a guide and can be altered according to current trends. Page 4 of 24  Assistant City Manager Ben Brezina presented the PGA Conceptual Master Plan (Exhibit N) and reviewed pictures (Exhibit O) of the progress made on the east and west golf courses as well as conceptual designs of the PGA complex. Legislative Strategy Assistant City Manager Ben Brezina discussed the plans (Exhibit P) for the upcoming State legislative session. He presented the legislative items Texas Municipal League (TML) will be supporting this session for Council's consideration as additions to Frisco's Legislative Agenda. Council indicated they would like to edit the Frisco Legislative Agenda to include Frisco's stance on Election Day remaining in May, using the monies allocated in the Battery Fund for cleanup of the Exide location, regulations regarding lobbyists, and the direction for tolls received once the construction of the tollway is paid in full. C. Others Council was provided information (Exhibit Q) regarding updates on World Cup 2026. Visit Frisco Executive Director Marla Roe had no additional comments. 8. Boards and Commissions City Secretary Kristi Morrow reviewed the openings for Boards and Commissions (Exhibit R). Ms. Morrow inquired as to Council's preference for interviewing applicants, and Council expressed they would prefer to interview candidates on an individual basis. Ms. Morrow then informed Council that Carter Wilson would be stepping down from service on the Denton County Transportation Authority (DCTA) Board at the end of his term in November 2020. She indicated that DCTA had recently changed its by-laws and members of Council can now serve on the board. Council requested more information regarding the DCTA position and will discuss whether to place a resident or a Council Member on the DCTA Board at a future work session. 9.
